RFP W519TC-23-R-0002 Q&A 03MAR
| RFP W519TC-23-R-0002 | ||||||
| Question Number | Document - RFP / PWS / Attachment / CDRL Reference and Text | Page # | Paragraph | Specific Text | Question/Comment | Answer |
| 1 | Attachment 0002 - Section L Instructions Conditions and Notices to Offerors | 7 | L.8. and L.8.1 | Paragraph L.8. states, “This volume shall not exceed 25 (25) pages plus five (5) pages for each major subcontractor (exclusions listed in L.3).” |
| Paragraph L.8.1 states, “Offerors may submit past performance information on up to three (3) recent and relevant USG and/or commercial contracts for the prime Offeror and up to two (2) recent and relevant USG and/or commercial contracts for each major subcontractor.” | Can the USG confirm that if a bidder has ten major subcontractors, Volume III could include three contracts from the prime offeror and two for each major subcontractor for a total of twenty? Meaning the volume’s page count could be a maximum of 75 pages (25 for the prime offeror and 5x10 for the major subcontractors)? | The 25 page count reflects the total count for up to three (3) recent and relevant USG and/or commercial contractors for the prime Offeror COMBINED. There is no limit on the amount of major subcontractors but the amount of recent and relevant USG and/or commercial contracts per major subcontractor is limited to two (2). | |||||
| 2 | Attachment 0002 - Section L Instructions Conditions and Notices to Offerors | 3 | L.3.4.1 | All proposal volumes shall include: “Front cover, a table of contents, Summary Section, and the Narrative discussion. All factor and subfactor narratives shall be clearly identified.” | Is the required “Summary Section” included in the page count for each volume? | Yes. | |
| 3 | Attachment 0001 - Performance Work Statement 24JAN2023 | 42 | Appendix 4, 4.4 | Paragraph 4.4. states “Customs Process: Once the Contractor receives a COR approved TMR from the USG, the Contractor will provide the USG documents based on the mission type defined in section 4.2.1 below” | Can the USG confirm that the list in in 4.4.1 is the correct list referenced in this statement? | Yes, this is correct. 4.2.1 will be changed to 4.4.1. | |
| 4 | Attachment 0001 - Performance Work Statement 24JAN2023 | 42 | Appendix 4, 4.4 | Paragraph 4.4. states “Customs Process: Once the Contractor receives a COR approved TMR from the USG, the Contractor will provide the USG documents based on the mission type defined in section 4.2.1 below” | Can the USG confirm that this is no section below 4.4 that defines “mission type,” as stated in the paragraph? | The mission type is a mission originating in Jordan with a destination in KSA. | |
| 5 | Attachment 0001 - Performance Work Statement 24JAN2023 | Multiple | 4.2.8 In Transit Visibility and Transponders |
4.2.9 Transponder Equipment
4.2.10 Communication Services Plan
4.2.13 Contractor ITV Responsibility Can the USG confirm that utilizing transponders with a built-in data SIM cards and back-up batteries with the following characteristics would be an acceptable solution? Each data SIM card will have a unique 8-digit number and will be provided to USG for approval and validation concerning full compatibility with the GDMS software. Any transponders not already integrated into GDMS software will need to be approved by the USG prior to mobilization.
| 6 | What type of equipment that we are going to Move? | Class I, II, IIIP, IV, V, VI, VII, VIII, IX, X and multi-class cargo. |
| 7 | Where is the destination of the delivery and do you want a storage for the equipment that we can store the equipment in case that we need it. | The origin and destination of the cargo is dependent on mission and TMR. The |
The origin of the assets are listed in the CLIN descriptions and origins.
| 8 | Can you please explain to us the Pricing matrix like what is the percentage that are in the pricing table? | They are weights assigned to each quantity range, which estimate the probability that an order, if placed, will fall into that range. If percentages/weights weren't used, the total price of the matrix would be overstated because it would pull in the total for every CLIN, every range, and every Ordering Period. |
| 9 | Where is the destination of the delivery like from where to where you need us to move the equipment? We need a location to location. | The origin and destination of the cargo is mission dependent and based on the |
details found in the TMR. The origin and destination are locations within the CENTCOM AOR (Kuwait, Iraq, TAN).
10 RFP SF - 1449 Section A-4 1. SECTION A-4: Any discussions concerning this RFP shall only be discussed with the Procuring Contracting Officer, David S. Fields, or his representative, Maria C. Vital-Smith.
In Attachment 0002 Section L Instructions, Conditions, and Notices to Offerors, and specifically L.2. POINT OF CONTACT. The Procuring Contracting Officer (PCO) is the sole point of contact for this acquisition.
| Request the Government provide clarification. | Attachment 0002 Section L.2. language has been adjusted to reflect the same language in SECTION A-4 of the RFP/Solicitation. | ||||
| 11 | Instructions to Bidders | L.1 Paragraph 2 | The second paragraph states, " …indicate within its proposal submission that its offer shall be accepted within 180 calendar days of the RFP closing date." Is the Government stating that an award will be made within 180 days or that the Contractor's offer shall be valid for 180 calendar days of the FP closing date? Respectfully request further clarification. | The Government is stating that the Contractor's offer shall be valid for 180 calendar days from the date of the RFP closing date. | |
| 12 | Instructions to Bidders | L.3.1 | The Government States, "All of the proposal files shall be compressed (zipped) into one file entitled proposal zip using WinZip version 6.2 or later, or as separate uploads in their native format, i.e., doc, xls, ppt, etc., and provided on CDs or DVDs. Files shall be in read-only format, using PDF files." This is confusing. For electronic submissions via e-mail, does the Government (1) want those submissions in a compressed zipped format; (2) authorize/require individual volume submissions in their native files; and (3) authorize/require native files or PDF files? | This statement has been removed from Section L3.1. | |
| 13 | Instructions to Bidders | L.3.1 | The Government states, "Offerors shall redact all company names/logos/pictures from the CD/DVD labels and all pages of the proposal with the exception of Volume I (Supplemental Documents and Executive Summary), Volume III (Past Performance), and Volume IV (Price)." For electronic submissions of all Volumes, can the naming convention for each file or Volume include the Offeror's name? If not, can the Government propose a naming convention suitable to meet the requirement of this clause? | No, other than Volumes I, III, and IV. As long as the company name is referenced in Volume I (Supplemental Documents and Executive Summary), then that will be enough information to allow the USG to begin evaluations. The Contractor can come up with their own naming convention for the other volumes if they feel it is necessary. | |
| 14 | Instructions to Bidders | L.3.1 | The Government states that "All copies of an individual volume shall be identical." Please confirm that only one (1) copy per volume is required. | Only one (1) copy per volume is required. | |
| 15 | Instructions to Bidders | L.8.1 Section 2 | “The Offeror shall indicate if any of the contracts listed were terminated and the type and reasons for the termination.” |
| Will the Government please clarify if this includes Delivery Orders, such as Termination for Convenience…or just termination of the Prime Contract? | Yes, delivery orders and task orders are part of a contract so both the contract and delivery/task order number would need to be referenced. The termination of subcontractors and prime contractors can be included. | ||||
| 16 | Instructions to Bidders and Evaluation Factors | L.9 and M.10 | Section L.9. VOLUME IV – Price. “The USG reserves the right to require the submission of any data (i.e., cost or pricing data) necessary to validate the reasonableness of an offer.” Section M.10 states, "other than certified cost or pricing data..." | ||
| Respectfully request the Government to please provide clarification. | The Government (USG) intends to utilize competition amongst the offerors to determine the proposed prices Fair & Reasonable. Competition amongst offerors to do a comparison of the proposed prices by the offerors. However, if the prices proposed can't be determined fair & reasonable based on competition, the USG reserves the right to ask for any other data necessary to make the determination. Section L.9 "(i.e., cost or pricing data)" has been removed. | ||||
| 17 | Attachment 1 PWS | 4 | 1.6.1 | The Government states, "At a minimum, the Contractor shall develop quality control procedures that |
address the areas identified in Technical Exhibit B, “Performance Requirements Summary.” The Contractor shall submit a copy of the Quality Control Plan (QCP) to be evaluated with their proposal. Three copies of a comprehensive QCP shall be submitted;
one copy to the ACO, one copy to the Quality Assurance Specialist (QAS), and one copy to the COR within five working days when changes are made thereafter. After acceptance of the quality control plan, any proposed changes must receive written approval by the
| PCO, or designee. There seems to be a discrepancy as to when the QCP is to be submitted. Respectfully request the Government to clarify when the QCP must be submitted. | Please reference Sections L.7.3. and M.8.3. of the RFP/Solicitation for further guidance. | |||||
| 18 | Attachment 1 PWS | 4 | 1.6.3.1 | Section 1.6.3.1 states that the ACO or COR will determine if a delay is excusable or due to the Government. Because this is a ‘contractual’ decision and not a ‘technical’ one, respectfully request the Government remove the verbiage “…or COR…” from this section. | Section 1.6.3.1 of the PWS has been updated to "The PCO and ACO will determine if a delay is excusable or due to the government." | |
| 19 | Attachment 1 PWS | 5 | 1.6.7 | The Government states that, “…Mission hours under normal circumstances are on average twelve (12) hours from departure from contractor’s yard with the ability to increase to twenty-four (24) hours per day when missions are delayed, changed, or are extended...” |
Historically, this clause has been abused by the Government to hold the Contractor accountable for the Government's failure to plan properly. The Contractor should not be liable for unlimited personnel and assets to support this requirement at the whim of the Government. Additionally, once used beyond the 12-hour mission day, that asset allocation should not be available for 12 hours after recovery for safety reasons. Drivers need the appropriate rest period in accordance with Host Nation laws, and assets need to be recovered, inspected, repaired, and refueled, as necessary, and should be removed from any allocation requirement until a 12-hour period has passed. It is not unreasonable for some trucks on mission to be extended or delayed, depending on the circumstance, but it should not be unlimited. The Government should limit the use of this clause to no more than three (3) trucks to be used on extended Missions in a single day, thereby allowing the contractor to better plan for daily contingencies.
Respectfully request the Government to modify the language above to:
“…Mission hours under normal circumstances are on average twelve (12) hours from departure from contractor’s yard with the ability to increase to twenty-four (24) hours per day when missions are delayed, changed, or are extended. The Government shall limit the use of extended mission assets to no more than three (3) extended mission assets periods per day. If the Government exceeds more than three (3) extended mission assets in a day, any additional asset will be removed from the allocation for the following day.”
| In all cases, there should be limitation language inserted for the use of this clause to prevent abuse. | This is not a frequent occurrence and the language will remain as is. | ||||
| 20 | Attachment 1 PWS | 8 | 1.15.7 | The Government states that “The Contractor shall carry insurance to cover the cost for replacement or repair of equipment lost, stolen or damaged through accidents (due to driver fault), criminal acts (excluding hijacking while on a Government convoy) and natural acts (commonly called acts of God per the FAR)…” |
The contractor should not be held liable for either hijackings while on a Government convoy or natural acts. Respectfully request the Government to revise the language to exclude both hijackings and natural acts, to the following,
| “The Contractor shall carry insurance to cover the cost for replacement or repair of equipment lost, stolen or damaged through accidents (due to driver fault), criminal acts (excluding hijacking while on a Government convoy and natural acts, commonly called acts of God per the FAR)…” | The verbiage in 1.15.7 in the PWS is correct. Contractor's insurance should cover all events. If the contractor's commercial assets were hijacked then it is within expectation that they have insurance to cover such. The same can be said for acts of God. | ||||
| 21 | Attachment 1 PWS | 8 | 1.15.8 | Life Support. “The Contractor is required to provide a plan to the Government that details the supplies that drivers will be given to sustain themselves during missions.” |
| Is this plan required to be submitted with the proposal? | No, this plan will be required to be submitted during the post award stage. | |||||
| 22 | Attachment 1 PWS | 16 | 4.2 | Section 4.2 Minimum Vehicle Standards. Change verbiage from “…4.2.1-15” to “…4.2.1-14”. | This has been corrected. | |
| 23 | Attachment 1 PWS | 18 | 4.4 | Section 4.4 Material Handling Equipment. Change verbiage from “…1.12.15” to “…1.15.12”. | This has been corrected. | |
| 24 | Attachment 1 PWS | 19 | 5.1 | Assets. The Government states, “…If an asset is unable to perform a mission, whether due to reset, prior day utilization, etc., the vendor shall not schedule it for that mission. The vendor is responsible for providing assets daily based on the awarded task orders. The vendor may allocate more than the awarded number of assets in order to ensure up to 100% daily utilization.” |
This provision has been abused by the Government in the past. Without a limitation on the previous day’s extensions/utilization, it assumes the Contractor has, or will make available, unlimited assets and personnel to meet the Government's mission requirements. This language is unrealistic and should not be included. If the Government adopts language accepting limitations on extensions in PWS 1.6.7 as recommended above, this provision can be planned for. Otherwise, the Government has an expectation of unlimited resources, which is neither realistic or economically feasible.
| Respectfully request the Government to remove this provision or to adopt limitation language requested for PWS 1.6.7. In all cases, there should be limitation language inserted for the use of this clause to prevent abuse. | The language will remain as in PWS Section 5.1. | ||||
| 25 | Attachment 1 PWS | 32 | Appendix 1 / Section 1.5 | The Government states that, “…If required by the Host Nation, unless otherwise directed by the USG, the contractor shall coordinate Host Nation escorts for movements…” |
Currently, agreement between Host Nation countries throughout TAN require the USG to coordinate Host Nation Escorts.
| Respectfully request the Government to consider the following language change: “Unless otherwise approved or directed by the respective Host Nation, the USG shall coordinate Host Nation escorts for movements.” | This language will remain as is. | |||||
| 26 | Attachment 1 PWS | 34 | Appendix 2 / Section 2.2 | 2.2 MHE: The Contractor will provide MHE to support load and unload operations for all TMRs unless otherwise directed within the TMR or COR direction. All vehicles, associated equipment and services provided shall be safely operable; meet intended functions and operations, without safety or mechanical defects that affect mission readiness or safe execution thereof; and be in accordance with this PWS, the contract and local laws and regulations. ---------- Please confirm that this section applies only to MHE that has been tasked with an associated CLIN. | This applies only to the MHE that has been tasked with the associated CLIN. If MHE was needed on a mission it would be indicated on the TMR. | |
| 27 | Attachment 1 PWS | 37 | Appendix 2 / Section 2.8.6 | Section 2.8.6 Responsibility for Charges and Taxes: Can the Government please provide an approximate estimate of how many times per annum the Government expects to utilize Iraq Port services for estimating purposes? | Utilize a factor of 12 per annum. | |
| 28 | Attachment 1 PWS | 39 | Appendix 3 / Section 3.0 GENERAL | This paragraph omits Israel and Egypt from the TAN description. However, Part 2: Definitions and Acronyms, includes both countries. |
| Respectfully request the Government to clarify this discrepancy. | Israel and Egypt are part of the CENTCOM AOR. However, the serviced countries in the TAN omit Israel and Egypt from operations. | ||||
| 29 | Attachment 1 PWS | 39 | Appendix 3 / Section 3.1 | Asset Origin: “Unless otherwise stated in the CLIN, the Contractor will provide line haul and MHE assets which are stationed in KSA to limit customs and diplomatic clearance requirements. The driver may not carry a temporary or visitor visa to perform the work in the country of origin.” |
The Government’s stated objective for this requirement is the desire to limit customs and diplomatic clearance requirements. This is only true in the case of KSA to KSA moves. Otherwise, assets originating in KSA to conduct a movement in any other TAN country requires the same level of customs and diplomatic clearance requirements as if the assets originated elsewhere. In other words, it will not have the desired effect the Government hopes to achieve. This is an unnecessary, burdensome and costly requirement that may have unforeseen consequences elsewhere.
The Government should not dictate asset origin. It is the Contractor, not the Government, that has the local knowledge and understanding of overland transportation in this theater, and the Contractor should be held accountable for RLD and RDD requirements regardless of where the assets originate, and they should be held accountable for that performance according to the contract.
| Respectfully request the Government to remove this provision from the PWS. | This language will remain as is. | |||||
| 30 | Attachment 1 PWS | Appendix 3 / Section 3.3 Customs Process | Section 3.3 Customs Process: Change verbiage from “…section 3.2.1 to 3.2.2…” to “…section "...3.3.1 to 3.3.1.5". | This has been corrected. | ||
| 31 | Attachment 1 PWS | Appendix 3 / Section 3.3.2 Customs Process | KSA to KSA Port: Change verbiage from “…4.2.1…” to “…4.4.1…” | This has been corrected. | ||
| 32 | Attachment 1 PWS | 41 | Appendix 3 / Section 3.9.1 | 3.9.1 Responsibility for Charges and Taxes: Can the Government please provide an approximate estimate of how many times per annum the Government expects to utilize Port services for the Countries listed in 3.0 for estimating purposes? | Utilize a factor of 12 per annum. | |
| 33 | Attachment 1 PWS | 42 | Appendix 4 Jordan / Section 4.1 | Section 4.1 Documents Processing: Change verbiage from “…4.2…” to “…4.4…” | This has been corrected. | |
| 34 | Attachment 1 PWS | 42 | Appendix 4 Jordan / Section 4.4 | Section 4.4 Customs Process: Change verbiage from “…4.2.1…” to “…4.4.1…” | This has been corrected. | |
| 35 | Attachment 1 PWS | 43 | Appendix 4 Jordan / Section 4.6.1 | Section 4.6.1 Responsibility for Charges and Taxes: Can the Government please provide an approximate estimate of how many times per annum the Government expects to utilize Jordan Port services for estimating purposes? | Utilize a factor of 12 per annum. | |
| 36 | Attachment 1 PWS | 52 | Appendix 7 Driver Training / Section 7.1.7 | 7.1.7 USG Transportation of ammunition (Ammunition CLIN Only). |
There is no Ammunition CLIN provided for in this PWS.
| Can the Government clarify? | Ammunition missions move on CLINs already established in the PWS. These missions are escorted by Host Nation police forces. | ||||
| 37 | Attachment 1 PWS | 58 | Appendix 11 Kuwait Performance / CLIN 0001 | The last bullet for CLIN 0001 states, “If required, for CLIN 0002 Series, tarps will be provided and installed by the Contractor to cover specific cargoes at the request of the USG.” |
1. There is no requirement for Tarps under CLIN 0002. Should this passage read “for CLIN 0001 Series”? Please clarify.
2. For any Tarp requirement supporting CLIN 0001, will there be an associated CLIN 0017? The verbiage was changed to reflect "for CLIN 0001 Series". CLIN 0017 is a separate CLIN and those tarps can be used on additional CLINs.
38 Attachment 1 PWS 63 Appendix 11 Kuwait Performance / CLIN 0011 "U.S. Mail bobtail includes tractor and driver. IAW DODI 4525.09 change 2 24 May 2022 “Contracting out for official mail positions other than the Official Mail Manager (OMM) is authorized; however if the position requires access to items that could contain classified materials, the Contractor employee must be a U.S. Citizen and possess an interim or adjudicated SECRET clearance.”
1. Can the Government define what is meant by “access to items that could contain classified materials…”?
2. Can the Government define whether driver personnel will have “access to items that could contain classified materials…” during the execution of this CLIN?
3. Does the Government require all drivers to have an interim or adjudicated SECRET clearance? 1. If someone had access to classified materials they would need to be a U.S. Citizen with an interim or active SECRET Clearance.
2. During the execution of this CLIN, the drivers should not have access to classified materials during mail operations.
3. The USG does not require all drivers to have an interim or SECRET clearance.
39 Attachment 1 PWS 73 Appendix 12 Iraq Performance / CLIN 0029 CLIN 0029: MHE – 4K Forklift – Iraq Only Performance, Description, the Government requires that the forklift shall be capable of moving cargo with a weight of up to 4,000 pounds off the road and over unimproved and soft surfaces.
Operating at full weight capacity on unimproved and soft surfaces leads to unsafe operation conditions for the forklift, and could cause the forklift to flip.
Would the Government consider lowering the weight amount to 2,000 pounds when moving over unimproved and soft surfaces? 4,000 LBS is the required weight. 2,000 LBS over soft or unimproved surfaces could be considered on a case by case basis.
| 40 | Attachment 1 PWS | 73 | Appendix 12 Iraq Performance / CLIN 0030 | CLIN 0030: Security – Iraq Only Performance, Description… Change verbiage from “…HL8…” to “…HL9…” | This has been corrected. |
| 41 | Attachment 1 PWS | 74 | Appendix 12 Iraq Performance / CLIN 0031 | Trans Load – Iraq to Al Karamah, Jordan Border Crossing: The last bullet in this section states, “This CLIN is usage based and will be paid to the contractor only when a COR signed TMR to the border crossing trans load yard has been completed.” |
If the Government intends to retain this language, it is in conflict with Attachment 0004 Price Matrix Heavy Lift 9.
• All CLINs under this contract are based on FFP and should be paid in accordance with the pricing schedule, regardless of usage, unless the Government exceeds the number of required trans loads for the duration of the Task Order.
• If the Government intends to pay only when a trans load at Al Karamah crossing has been completed, the CLIN should be a FFP CLIN for “EACH” event, in which the Contractor provides a FFP for each event, regardless of how many events occur. Each TMR requiring this service should include this CLIN as part of the requirement in order for the Contractor to be paid.
If the Government removes this language, then the Contractor should be paid according to the normal pay schedule for all Heavy Lift CLINs. However, if the number of Trans Loads exceeds the required number of events in which the Government stated would be used, the Government would be required to issue a modification to the Task Order for further execution of this event.
| Respectfully request the Government review, evaluate and clarify this requirement and the associated Attachment 0004 Price Matrix for Heavy Lift 9. | This CLIN is intended to be just as stated, FFP, EACH. | |||||
| 42 | Attachment 1 PWS | 76-77 | Appendix 13 TAN / CLIN 33 - 34 | Origin Location is defined as Kingdom of Saudi Arabia. However, the Description states that Performance will originate and end in any TAN country. Additionally, there is no such requirement for CLINs 32, 35, 36, 37 or 38. Respectfully request clarification of this inconsistency. Additionally, it is unnecessary for TAN assets to originate in KSA. | The Origin Location language has been removed from CLINs 33-34. | |
| 43 | Attachment 1 PWS | 80 | Appendix 13 TAN / CLIN 0039 | CLIN 0039: MHE – 4K Forklift – TAN, Description, the Government requires that the forklift shall be capable of moving cargo with a weight of up to 4,000 pounds off the road and over unimproved and soft surfaces. |
| 44 | Attachment 1 PWS | 90 | Appendix 14 Jordan Only / CLIN 0058 | Please confirm this is a supplemental CLIN that will be included in addition to any other CLIN in Appendix 14 when it is required. | Yes, this is a supplemental CLIN. |
| 45 | Attachment 1 PWS | General | Ammunition CLIN. There is no Ammunition CLIN associated with this PWS, yet it is referenced under Driver Training Requirements. |
Per “4.2 Minimum Vehicle Standards: All vehicles shall meet or exceed the vehicle safety inspection and registration requirements of the country in which the vehicle is registered.”
Asset standards for Ammunition missions are different than normal Host Nation Standards for trucks, which all other asset CLINs require, and which have their own specification requirements delineated in the respective CLIN descriptions.
If the Government contemplates the movement of Ammunition under this contract, a separate CLIN, containing appropriate standards, should be established and used in any future Task Order Competition for the duration of the mission..
| There was no ammo CLIN in HL8. Ammo missions are on carrier FBs with Host Nation security provided throughout the duration. | |||
| 46 | Volume I Supplemental documents and executive summary | Please confirm the offeror is required to fill in and attach completed forms Exhibit A through K in the offer? | Exhibits A through K are Exhibits for reference and not a required deliverable for the Request for Proposal (RFP). |
| 47 | Amendment 0001 | Amendment says due date is extended. But the new deadline seems an hour earlier than the initial deadline. Appreciate your confirmation so we are tracking deadline correctly. | The purpose of Amendment 0001 was to correct the incorrect referenced hour difference from the base RFP/Solicitation. Also, see Amendment 0002 - USG granted a one-time extension to the solicitation/RFP close date from 2023FEB24 01:00 PM Central Time to 2023MAR07 11:00 AM Central Time. |
| 48 | more details requested | I would like to get more details on this procurement in regards to the following. |
- Acceptable Fleet size needed for consideration.
-Estimated max and min weight that will be hauled on this contract, approximate -Driver screening process considered acceptable -Would Flatbed or stepdeck trailers work.
-Terrain road conditions The required amount of each CLIN is listed in the price matrix. Height and weights must meet Host Nation laws and regulations. Must be Flatbeds and no step decks are permitted. Terrain and road conditions are mostly improved but can be unimproved based on Host Nation road conditions found throughout the countries in the CENTCOM AOR.
| 49 | RFP | A-7.4 | states “The Government will conduct task order competitions based on the required asset type and period of performance (Daily, Monthly, Quarterly, Semi-Annual, and/or Annual) in accordance with section M.10.1. Task Order Competition”. | However, on reviewing attachment 0004 Price Matrix, we see only Daily, Semi-Annual and Annual Rates are requested. Will the Government please clarify which document is correct. | "Monthly" and "Quarterly" are removed. |
| 50 | I was wanting to know the location of the job and where the equipment is going to for this contract and what equipment that I need. | The location of the contract is the CENTCOM AOR. Specifically, Kuwait, Iraq, and |
the countries listed in the TAN (Appendix 3 - 3.0). The equipment that is required are broken down in the CLIN structures found in Appendix 10.
| 51 | Is this a new opportunity or contract renewal? If renewal, what is the current contract number? | HL9 is a competition for a new contract to meet requirements previously met in part by an expiring contract, HL8, Contract numbers W52P1J-18-D-0004, W52P1J-18-D-0005, W52P1J-18-D-0006, and W52P1J-18-D-0007. | ||||
| 52 | JCCS (Joint Contingency Contracting System): Is there any requirement regarding the JCCS system, or any other similar registration system for this contract? | JCCS (Joint Contingency Contracting System) is required. Please see ADDENDUM TO 52.212-1 Instructions to Offerors - Commercial Products and Commercial Services (NOV 2021). | ||||
| 53 | How many contract awards, or minimum contract awards are expected for HL9? | Please reference Attachment 0003 Section M.2. of the RFP/Solicitation. | ||||
| 54 | We respectfully request an extension of the proposal submission date to 07 March 2023. | See Amendment 0002 - USG granted a one-time extension to the solicitation/RFP close date from 2023FEB24 01:00 PM Central Time to 2023MAR07 11:00 AM Central Time. | ||||
| 55 | We understand that we will provide information on our major subcontractors in Section 3 of Volume III. We further understand that Volume II is redacted of company information etc.. Will the government allow us to provide the name of our major subcontractors when we discuss how they will support our technical approach in the Technical Capability section of Volume II or should subcontractor names be redacted? | No, all subcontractor names shall be redacted in Vol II. | ||||
| 56 | Attachment 0002 | Section 3 - Subcontracts | Some of our proposed subcontractors do not do business directly with the US Government and thus do not have a CAGE or DUNS. Is the lack of a CAGE or DUNS going to prohibit us from listing these companies as major subcontractors? | Yes. | ||
| 57 | B08 RFP W519TC-23-R-0002 Final – Amendment 0001 | 1 | 11 | The above numbered solicitation is amended as set forth in item 14. The hour and date specified for receipt of Offers is extended: 2023FEB24 01:00pm | Due to several factors, including the extremely short amount of time bidders will have to incorporate the USG’s responses to submitted questions into their proposals, the entire week of state-mandated holiday in Kuwait from the 19th through the 27th of Feb (in which the state REQUIRES non-retail based businesses to close), the impact of existing Muslim holidays in February, etc. can the USG extend the receipt of Offers by 30 to 60 days? | See Amendment 0002 - USG granted a one-time extension to the solicitation/RFP close date from 2023FEB24 01:00 PM Central Time to 2023MAR07 11:00 AM Central Time. |

Contractor is responsible for diesel costs. |
| 65 | Attachment 1 PWS | 90 | Appendix 14 - CLIN 58 | The trip may require extra vehicle maintenance, fuel, and long hours worked by operators. As a result, the contractor may incur increased costs because of the harsh terrain. The USG will compensate the contractor a flat rate for each trip executed regardless of number of assets used. | Does the Government agree that rather than a flat rate for each trip regardless of number of vehicles, a simple $ premium could be applied to this austere mission CLIN- for example, the number of assets on this austere mission would each be applied with a CLIN 58 premium? | Concur, verbiage should remain as is. |

| 71 | Attachment 0002 - Section L | 3 | L.3.1 | Offerors shall submit one copy on CD/DVD or electronically (e-mail provided in Attachment 0002, Section L.2) for each Volume of the proposal; all submissions must be virus free. All of the proposal files shall be compressed (zipped) into one file entitled proposal zip using WinZip version 6.2 or later, or as separate uploads in their native format, i.e., doc, xls, ppt, etc., and provided on CDs or DVDs. | Will the Government permit Offeror's to submit proposal documents via DoD SAFE? | No, unless there is an issue submitting proposal through e-mail. If a contractor feels there will be size issues with proposal volumes, then it is incumbent upon the contractor to submit the proposal at least 24 hours before the RFP close date. This will allow the PCO and Contract Specialist to work with the contractor to ensure all files are submitted and received by the USG. The USG cannot receive a single e-mail greater than 20MB. It is recommended that the contractor submit proposal in multiple emails to minimize the total size for each e-mail. |
| 72 | sam.gov < Caution-http://sam.gov > is far behind in system updates and many contractors are caught in an unreasonable delay in information updates. Updates that should take days are taking months. How should the contractor support the assertion of these delays in sam.gov < Caution-http://sam.gov > mandatory registrations? | The USG is aware that vendors are experiencing issues with registering or revalidating in SAM.gov with the system not accepting the registration. In these instances, vendors are to submit a ticket to the Federal Service Desk and alert the PCO of the situation. For additional registration information, vendors should go to: https://sam.gov/content/home And https://www.fsd.gov/gsafsd_sp?id=kb_article_view&sysparm_article=KB0058422&sys_kb_id=7bb8810ddba05990060d5425f3961912&spa=1. | ||||
| 73 | L.3.1 | In reading the L3.1 we initially interpreted the intent to guide that we shall submit two copies of section II Technical. However in re-reading it appears to be guiding us to only submit a redacted version of II Technical. We will be submitting our offer via e-mail. Understand the redacted version would be used for the evaluation team. But also the Contracting Office would want an unreacted version for reference. Can you guide / confirm? | Referencing the Table in Section L.3., only one copy of Volume II Technical is required. | |||
| 74 | We have not seen any amendment addressing the below question on Exhibit A through K requirements in the offer. | Exhibits A through K are Exhibits for reference and not a required deliverable for the RFP/Solicitation. | ||||
| 75 | As we are trying to remain compliant with the offer and note the current closing next week on 7-Mar. We started pre-populating the data in the Exhibit A through K and noted that much of the information will be outdated by 1-July-2023 commencement noted in the PWS. We look forward to your guidance and clarification on this aspect of the offer. | Exhibits A through K are Exhibits for reference and not a required deliverable for the RFP/Solicitation. |

| 8 | What type of equipment that we are going to Move? | Class I, II, IIIP, IV, V, VI, VII, VIII, IX, X and multi-class cargo. | ||||
| 9 | Where is the destination of the delivery and do you want a storage for the equipment that we can store the equipment in case that we need it. | The origin and destination of the cargo is dependent on mission and TMR. The |
The origin of the assets are listed in the CLIN descriptions and origins.
| 10 | Can you please explain to us the Pricing matrix like what is the percentage that are in the pricing table? | They are weights assigned to each quantity range, which estimate the probability that an order, if placed, will fall into that range. If percentages/weights weren't used, the total price of the matrix would be overstated because it would pull in the total for every CLIN, every range, and every Ordering Period. |
| 11 | Where is the destination of the delivery like from where to where you need us to move the equipment? We need a location to location. | The origin and destination of the cargo is mission dependent and based on the |
details found in the TMR. The origin and destination are locations within the CENTCOM AOR (Kuwait, Iraq, TAN).

| 13 | Instructions to Bidders | L.1 Paragraph 2 | The second paragraph states, " …indicate within its proposal submission that its offer shall be accepted within 180 calendar days of the RFP closing date." Is the Government stating that an award will be made within 180 days or that the Contractor's offer shall be valid for 180 calendar days of the FP closing date? Respectfully request further clarification. | The Government is stating that the Contractor's offer shall be valid for 180 calendar days from the date of the RFP closing date. | |
| 14 | Instructions to Bidders | L.3.1 | The Government States, "All of the proposal files shall be compressed (zipped) into one file entitled proposal zip using WinZip version 6.2 or later, or as separate uploads in their native format, i.e., doc, xls, ppt, etc., and provided on CDs or DVDs. | |
| 15 | Instructions to Bidders | L.3.1 | The Government states, "Offerors shall redact all company names/logos/pictures from the CD/DVD labels and all pages of the proposal with the exception of Volume I (Supplemental Documents and Executive Summary), Volume III (Past Performance), and Volume IV (Price)." For electronic submissions of all Volumes, can the naming convention for each file or Volume include the Offeror's name? If not, can the Government propose a naming convention suitable to meet the requirement of this clause? | No, other than Volumes I, III, and IV. As long as the company name is referenced in Volume I (Supplemental Documents and Executive Summary), then that will be enough information to allow the USG to begin evaluations. The Contractor can come up with their own naming convention for the other volumes if they feel it is necesary. | |
| 16 | Instructions to Bidders | L.3.1 | The Government states that "All copies of an individual volume shall be identical." Please confirm that only one (1) copy per volume is required. | Only one (1) copy per volume is required. | |
| 17 | Instructions to Bidders | L.8.1 Section 2 | “The Offeror shall indicate if any of the contracts listed were terminated and the type and reasons for the termination.” |
| 18 | Instructions to Bidders and Evaluation Factors | L.9 and M.10 | Section L.9.
| This just means the Government intends to utilize competition amongst the offerors to determine the prposed prices Fair & Reasonable. Competition amongst offerors means we intend to do a comparison of the proposed prices by the offerors. However, if the prices proposed can't be determined fair & reasonable based on competition, the USG reserves the right to ask for any other data necesarry to make the determination. We removed Section L.9 "(i.e., cost or pricing data)". | ||||
