The amendment, numbered 0002 and effective February 19, 2026, extends the proposal due date from February 26 to March 10, 2026, and provides government responses to industry questions. The Mission and Installation Contracting Command – Installation Readiness Center (MICC-IRC) seeks a single award Indefinite Delivery Indefinite Quantity Task Order Contract with an estimated total contract value of $20 million over a five-year ordering period to support sustainment, renovation, and modernization construction at Carlisle Barracks, Pennsylvania. This is a 100% 8(a) small business set-aside requiring performance of all construction services including personnel, equipment, tools, materials, and supervision. The contract utilizes a Firm Fixed Price structure with coefficients for Normal Working Hours (85%), Other Than Normal Working Hours (5%), and Non-Pre-Priced Items (10%), with task orders ranging from $2,000 to $2,000,000 each.
The amendment revises the Statement of Work dated February 18, 2026, updates Sections L and M regarding proposal submission instructions and evaluation factors, revises three coefficient exhibits (D, E, F), updates the Past Performance Questionnaire (Exhibit B), and includes government responses to industry questions (Attachment 12). Proposals must be submitted electronically through the Procurement Integrated Enterprise Environment (PIEE) Solicitation Module in four volumes: General and Contract Documentation, Technical Capability (Management Approach—50 pages maximum), Past Performance (up to five relevant contracts within five years), and Price (Microsoft Excel format only). Offerors must provide bonding capacity verification of at least $500,000 per task order and $5 million aggregate, executed subcontractor agreements for entities performing 10% or greater of proposed effort, and a Mission Essential Contractor Services Plan. Award will be made using Lowest Price Technically Acceptable (LPTA) Best Value source selection; proposals receiving "Acceptable" ratings in both Technical Capability and Past Performance factors are eligible, with Past Performance evaluated on quality, schedule, cost control, management, small business subcontracting, and regulatory compliance. Generic statements such as "standard procedures will be employed" or "well-known techniques will be used" are unacceptable. Offerors should assume the Government has no prior knowledge of their capabilities; evaluation will be based solely on proposal content and relevant past performance references.
1.3 RESTRICTIONS ON DISCLOSURE AND USE OF PROPOSAL
A proposal may include data, such as technical designs or concepts, financial data, or management plans, that the Offeror does not want disclosed to the public for any reasons or used by the Government for any purpose other than proposal evaluation and contract award. Potential Offerors and their potential subcontractors of this RFP shall not attempt contact with other Government parties apart from the Contracting Officer and Contract Specialist identified in paragraph 1.1 during this period.
1.7 DISCREPANCIES
If an offeror believes that the requirements in these instructions contain an error, an ambiguity, omission, or are otherwise unsound, the offeror shall immediately notify the Contracting Officer in writing with supporting rationale. The offeror is reminded that the Government reserves the right to award this effort based on the initial proposal, as received, without discussions.
1.8 EVALUATION
The selection of a source for award purposes will be conducted using source selection (negotiated) procedures as delineated in FAR Part 15.3. Proposals will be evaluated in accordance with Section M of the RFP, Evaluation Factors for Award. Failure to comply with the RFP will render the proposal unacceptable and may be eliminated from consideration for contract award.
1.9 NOTICE OF PRE-PROPOSAL CONFERENCE/SITE VISIT
No site visit will be held for this acquisition.
2.0 PROPOSAL FORMAT INSTRUCTIONS
2.1 PROPOSAL FORMAT
Each offeror's proposal shall be submitted as identified below and all information shall be confined to the appropriate volume to facilitate an independent evaluation. W5168W26RA007"

7.2 FORMAT AND CONTENT
Past Performance information described herein is required on the Offeror and all subcontractor (s), teaming partner(s), and/or joint venture partner(s) proposed to perform of 10% or greater the proposed effort, based on the total proposed price and for whom the Offeror has submitted past performance information. The Offeror shall submit, along with the information required in this paragraph, a consent letter (Exhibit C), executed by each subcontractor, teaming partner, and/or joint venture partner, authorizing release of adverse past performance information to the Offeror so the Offeror can respond to such information. As a result, it is sometimes difficult to determine what past performance is relevant to this acquisition. To facilitate this relevancy determination, include in this proposal volume a "roadmap" describing all such changes in the organization of your company. As part of this explanation, show how these changes impact the relevance of any efforts you identify for past performance evaluation /performance confidence assessment. Since the Government may consider present and past performance information provided by independent sources, as well as that provided by the Offeror(s), your "roadmap" should be both specifically applicable to the efforts you identify and general enough to apply to efforts on which the Government receives information from other sources.
7.2.1.3 TAB C - CONSENT LETTERS
The Offeror shall provide Consent Letters executed by each subcontractor, teaming partner, and /or joint venture partner, for whom past performance information is submitted, authorizing the release of past…
