About this file
This is an Exhibit D Coefficient Breakdown form for the Carlisle Barracks Job Order Contract (JOC) solicitation W5168W25RA030. The document provides instructions and a template for offerors to develop coefficients for normal working hours on this indefinite delivery/indefinite quantity contract. The estimated annual task order awards (EATOA) total $3,740,000. Coefficients must encompass all costs not covered by pre-priced unit prices from the RSMeans database, including Division 00 Adjustment Factors. Required cost categories covered by the coefficient include bonding premiums, waste and excess materials, mobilization and closeout, cleanup, safety and environmental compliance, traffic control, contractor overhead and profit, insurance, subcontractor overhead and profit, taxes, permits and licenses, project management, government property protection, quality control, office management, equipment financing and depreciation, CADD and as-built drawings, Davis-Bacon wage rate allowances, work-site security, UPB cost confidence, commercial estimating software, business risks, operational manuals, protective clothing, equipment rental, and utilities.
Offerors must complete the coefficient breakdown by providing detailed methodology and supporting documentation addressing: the accuracy or value of the Unit Price Book (UPB) using comparison of local subcontractor quotes, historical pricing models, weighted average analysis of past task orders, or other documented methodologies; assumptions regarding expected award volume; on-site staffing positions and full-time equivalents; and coefficient development using the formula C = VUPB × EATOA / (EATOA - CCC). The file emphasizes that all price components must be included in coefficients as no allowance for omitted costs will be permitted later. Specifically excluded from line-item pricing are RSMeans Subdivisions 01-11, 01-21, 01-31, 01-32, 01-41, 01-51, 01-52, 01-54-09, and 01-54-39, which must be covered entirely within contractor coefficients.

Instructions Coefficient Instructions:
The offeror shall complete Attachment 5, Coefficient Breakdown Form for each coefficient and explain the basis for the methodology and development of each coefficient. The explanation shall, at a minimum address the following:
1. The offeror’s perception of the accuracy or value of the (contract-required UPB) for Fort Irwin and which of the following methodologies and types of empirical quantitative evidence was used to determine its value:
a. Comparison of local subcontractor quotes to the equivalent estimates developed using the UPB for all trades. The individual trade ratios are weighted to reflect the amount of work expected by trade, and the resulting weighted
average is the value of the UPB. Provide narrative and detailed Excel worksheet(s) showing how the offeror applied this method.
b. A mathematical model developed using historical task order pricing data along with continued verification of model accuracy through cross-validations. Provide narrative and detailed Excel worksheet(s) to describe the model
and the cross-validations used to confirm model accuracy or value for this UPB.
c. A historical weighted average analysis of past Fort Irwin task orders actual costs to UPB estimated costs. Provide narrative, detailed Excel worksheet(s), and graph(s) showing analysis.
d. Other – explain in detail through narrative, Excel worksheet(s), and graph(s) methodology used.
e. Note – the value of the UPB shall be “net” (e.g., 1.00) or a percentage “decrease from” (e.g., 0.95) or “increase to” (e.g., 1.05) the unit prices listed in the UPB. The offeror’s accuracy of the UPB shall not extend beyond two decimal places.
2. The basis for any assumptions regarding the expected “awards volume” (T.O. awards).
3. The on-site staff supporting the expected awards volume under the contract. List positions and full time equivalent (FTE) employee numbers.
4. The development of each coefficient using the following as a guide:
a. The coefficient associated with the UPB is based on the accuracy of the UPB, the expected awards volume, and the total contractor markup.
b. To determine the coefficient (C) the following information is needed:
1. The ratio of the local market supporting the JOC work to the UPB, which is referred to as the “value of UPB” (VUPB).
2. The estimated annual task order awards (EATOA).
3. The total contractor markup, the costs including prime contractor profit being covered by the coefficient (CCC).
a. The Cost Covered by the Coefficients (CCC) shall be inclusive of all Division 00 Adjustment Factors including, but not limited to, overhead, profit, taxes, etc. Note subcontractor overhead and profit will be accounted for in the
value of the UPB not in the contractor markup.
4. In formula form it can be stated as follows: C = VUPB * EATOA / (EATOA – CCC).
All components of price shall be included in the offeror’s coefficients as no allowance for an omitted cost will be made later.
The Government reserves the right to require the submission of Other Than Certified Cost or Pricing Data as is deemed necessary to arrive at a fair and reasonable price.
COEFFICIENT: The Offerors coefficient shall contain all costs other than the pre-priced unit prices and shall include, but not be limited to:
1. All costs associated with bonding (specifically bond premiums)
2. All waste and excess material is defined as “Waste and Excess Quantities in the Completed In-place Construction Quantities”
a. All prices in the UPB are for the complete in-place construction unless explicitly described otherwise. The unit prices include delivery of materials to the job site. Waste or excess material quantities are incidental costs, which are included in
the contract coefficient unless explicitly stated otherwise in the UPB. Quantities used on individual job order proposals shall be taken from field measurements or design plans, as appropriate, without allowance for waste and/or incidental extra
materials used in performance of work. UPB prices include all waste and incidentals.
b. Incidental nails, screws, weldments, and connectors are included in UPB line items. Unless a connector or fastener is specifically stated as not being included, it is included in the price. For example: Installation of a suspended ceiling grid system
includes connectors, fasteners, and wire for the hanging system.
3. Mobilization and close out for the total contract and each task order
4. Cleanup for the total contract and for each task order, including final cleanup
5. Safety and compliance with environmental laws—costs associated with performing work in compliance with EPA/OSHA regulations, including but not limited to obtaining any necessary licenses and permits, reports requirements
6. Traffic and work site signs, barriers, and barricades
7. Contractor’s overhead, profit, labor burden, contingencies
8. Insurance
9. Subcontractor overhead and profit

14. Contractor’s quality control
15. Office management and equipment
16. Interest associated with funding of equipment and payroll
17. Depreciation of mobile office(s)

19. Allowance for differences between location-specific Davis-Bacon wage rates and the rates used in the UPB line items
20. Work-site security
21. UPB costs confidence (to include issues regarding how the cost data are captured and the size/types of projects they reflect)
22. Number of copies of a commercial cost estimating and project management tool (e.g., WinEst, MS Project, e4Clicks) that they will need to support their contract requirements
23. Risk of lower than expected contract dollar amount
24. Risk of poor subcontractor performance and re-performance
25. Other risks of doing business
26. Operation and maintenance manuals
27. Protective clothing
28. Equipment rental
29. Electricity, water and restroom facilities not readily available at the project site
30. All costs associated with the Subdivisions/Major Classifications as contained in any of the RSMeans bound or electronic databases shall NOT be used as line items in pricing task orders issued under this contract.
All costs associated with the following Subdivisions/Major Classifications shall be covered in the Contractor’s coefficients:
Subdivision 01-11 – Summary of Work, excluded in its entirety; Subdivision 01-21 – Allowances, excluded in its entirety; Subdivision 01-31 – Project Management and Coordination, excluded in its entirety;
