About this file

This is a Government Responses to Industry Questions document dated 23 February 2026 for Solicitation Number W5168W26RA007, a Carlisle Barracks Job Order Contract (JOC). The document addresses 109 industry questions regarding a 100% 8(a) small business set-aside for construction services at Carlisle Barracks, Pennsylvania. The contract is structured as a single-award, Firm Fixed Price Indefinite Delivery Indefinite Quantity (IDIQ) JOC with a 60-month (5-year) ordering period, with an expected award date around September 2026. The overall contract value is approximately $20 million across the 5-year period, with an anticipated annual task order award volume provided in Exhibits D-F. Proposals are due 10 March 2026, and the Government will conduct a best value source selection evaluation using the Lowest Priced Technically Acceptable (LPTA) methodology per FAR 15.3.

Key clarifications from the Q&A include: the past performance requirement was revised from $10M-$25M to magnitude comparable to the $20M overall contract price; offerors must submit new Past Performance Questionnaires directly from clients rather than CPARS reports or previously completed PPQs; commitment letters for key personnel are required even if employees are currently on staff; the eGordian software tool is mandatory for estimating at a cost of 5% for the first $6 million of task orders and 1.95% thereafter, with costs borne by the contractor; the Construction Task Catalog will be updated annually on the contract anniversary date and at time of award; no bonding guarantee is required, only a bonding capacity letter; and the proposal consists of four volumes with specific page limits (50 pages for Volume II), where charts, diagrams, commitment letters, and executed agreements are excluded from page counts. Historically, one to eight concurrent task orders are active, with occasional peaks at ten task orders.

Number Question Response

0001Can you confirm this is not an 8(a) set-aside solicitation ? The RFP does not seem to indicate 8(a) and just want to make sure it will be a Small Business set-aside and not 8(a).This requirement is a 100% 8(a) small business set-aside. Please refer to Solicitation Section C of the solicitation, and Solicitation Section I, FAR clause 52.219-18 Notification of Competition Limited to Eligible 8(a) Participants.
0002Section L indicates a due date for questions of January 30, while Section M indicates they are due on January 28. We are speculating that Section was not updated when the solicitation release was delayed, but wanted to confirm.Solicitation Amendment 0001 corrected the error and extended the response date to 5 Febraury 2026. Please refer to Amendment 0001 of the solicitation for additional informaiton.
0003Would you be able to confirm whether Solicitation Number W5168W26RA007 is 8(a) Set-Aside, or not? I saw on SAM and PIEE that it is, but then our Owner was looking at the actual Solicitation document and didn't think it was, so we just wanted to confirm. This requirement is a 100% 8(a) small business set-aside. Please refer to Solicitation Section C of the solicitation, and Solicitation Section I, FAR clause 52.219-18 Notification of Competition Limited to Eligible 8(a) Participants.
0004For the Past Performance Volume, the RFP states that relevant projects must be, “Comparable volume, dollar value ($10M-25M IAW DFARS 236.204), and/or duration.”

Requiring projects between $10M-$25M in the proposal seems excessive for an 8(a) JOC contract.

Please lower the project relevancy magnitude values to $1M-$5M.Solicitation Section L 7.2.1.5 has been updated to reflect "- Magnitude: Comparable to the anticipated $20M overall contract price over a 5-year ordering period."
0005For the Past Performance Volume, Offerors are required to have new Past Performance Questionnaires completed by the client and returned directly to the Contracting Officer.

Most Government clients will not complete a new PPQ on a project that either has had a PPQ completed previously or has a final CPARS evaluation in the government’s system.

Is it acceptable to include a copy of a CPARS report in the proposal in lieu of a new PPQ?No. Offerors will not submit CPARS reports. CPARS reports will be pulled by the contracting office from https://cpars.gov for all offerors during the proposal evaluation process. Offerors are not required to forward a copy of Attachment 4 (Past Performance Questionnaire) to clients in which they do not want considered during the proposal evaluation for submission to the contracting office. Past Performance Questionnaires that are received by the closing date of the solicitation will be evaluated as part of the proposal. Refer to RFP Section L, 7.2.1.5 TAB G - PAST PERFORMANCE QUESTIONNAIRE.
0006For the Past Performance Volume, Offerors are required to have new Past Performance Questionnaires completed by the client and returned directly to the Contracting Officer.

Most Government clients refuse to complete a new PPQ on a project that either has had a PPQ completed previously or has a final CPARS evaluation in the government’s system.

Is it acceptable to include a copy of previously completed PPQs in the proposal in lieu of obtaining new PPQs?No.
0007The RFP states, “Past Performance information described herein is required on the Offeror and all subcontractor (s), teaming partner(s), and/or joint venture partner(s) proposed to perform 10% or greater the proposed effort, based on the total proposed price…”

Pricing for the JOC will be submitted using excel spreadsheets and coefficients. Without a seed project, it is impossible to determine key subcontractors who will perform 10% or more of the work at this time.

Please confirm it is acceptable for Offerors who have adequate past performance on their own to include past performance information for the offeror, teaming partner(s), and/or joint venture partners to satisfy Factor 2.Yes.
0008The RFP states, “All information relating to the proposed price shall be included in Volume I SF1442 Section B and Volume IV only.”
Please confirm that the government is referring to Section B - Supplies or Services & Prices or Costs which should be included in the Offeror’s Volume 1.Yes, Section B refers to Section B- Supplies or Services & Prices or Costs.
0009The contract SOW document lists the following qualifications for the Superintendent position, “The Superintendent shall have a minimum of five (5) years of experience supervising and managing Commercial or Federal construction projects similar in scope to those that will be required by this contract (i.e. – more than 5 projects simultaneously).”

Unless the individual is coming from an existing JOC contract, Superintendents are typically not assigned to 5 or more projects simultaneously since their presence onsite is required at all times.

Please consider removing, “i.e. – more than 5 projects simultaneously” from the Superintendent position qualifications. The requirement shall stay as written. The supintendent is required to be able to supervise multiple jobs at any time. The current JOC has anywhere from 1 to 9 projects simultaneously.
0010SF1442 box 13.b. states that an offer guarantee is required, however, there is no seed project.
Please confirm that an offer guarantee is not required, and that the Bonding Capacity Letter will satisfy all bonding requirements for the JOC proposal submission. The offer guarantee is not required, and that the Bonding Capacity Letter will satisfy all bonding requirements for the JOC proposal submission. Please be advised that an amendment has been published in SAM.gov which modifies block 13b of the solicitation to indicate that an offer guarantee is not required.
0011L.2.1.6 indicates that a glossary of terms with corresponding definitions is to be included. Please clarify the terms needing inclusion. For example, is it desired that offerors provide a definition of design/bid/build or Superintendent?Offerors are only required to define terms unique to their proposal and which are not otherwise defined in the solicitation. See Solicitation Section L 2.1.6 for further information.
0012Are offerors required to provide definitions of terms already provided by the Government, provided the definition is the same. No, definitions of term already provided by the Government do not have to be provided.
0013Please clarify the inclusion of DFARS 252.237-7024 in Section L.5.1.8. We don’t usually see this clause/plan requirement in a Construction JOC. How will it be applied to this contract? What components are considered mission essential and what risks should be addressed? The contractor shall address how they will continue to operate during periods of crisis as anotated in DFARS 252.237-7024 to be determined at the time of each Task Order Award.
0014L.6.3.1e requests commitment letters from key personnel. Are these letters required when the named individual is already an employee of the offeror?Yes. Firm Commitment Letters shall be submitted IAW (in accordance with) the guidance in Section L paragraph 6.3.1e.
0015What is the anticipated overall volume for this contract? Is there an annual cap in addition to the overall contract?Section B of Solicitation Amendment 0002 has been updated to include the overall volume of the requirement. Exhibits D-F has also been updated to reflect the overall volume for the 5-year ordering period.
0016Please confirm that any charts and graphs, for example the organizational chart in L.6.3.1b, will be excluded from the 50-page limitation if/when submitted on 11x17 paper.IAW Section L paragraph 2.1.2, charts and graphs will be characterized as diagrams and data and will be excluded from the 50 page limitation.
0017In response to L.7.2.1.5, “References may include active or completed contracts, specific task orders under an IDIQ, or subcontracts/commercial contracts if recent and relevant.” Please clarify if umbrella IDIQ contracts (e.g. a JOC contract as a whole) are allowable as a reference.Yes. References from an umbrella IDIQ contracts are allowable as a reference and will be evaluated.
0018In response to L.7.2.1.5, “References may include active or completed contracts, specific task orders under an IDIQ, or subcontracts/commercial contracts if recent and relevant.” If offerors are permitted to use an umbrella IDIQ, is it also permitted that a specific task order under that IDIQ also be submitted?Yes. IAW Section L paragraph 7.2.1.5, references may include specific task orders under an IDIQ.
0019In L.7.2.1.6 the accepted performance of an affiliate is addressed. Please clarify whether the experience of parent, affiliate, or predecessor company that will significantly influence performance will be accepted despite that firm NOT being otherwise proposed as a subcontractor on this effort, provided their involvement is detailed within the proposal.IAW Section L paragraph 7.2.1.6, the Government shall consider past performance of a parent or affiliate or predecessor company if the offeror demonstrates that the resources of the parent or affiliate or predecessor company (its workforce, management, facilities, or other resources) shall be provided or relied upon for contract performance such that the parent or affiliate or predecessor will have meaningful involvement in contract performance.
0020L.7.2.1.7 discusses Past Performance Questionnaires. If a CPARS is on file for the identified reference, is a PPQ still required?PPQs are not required. Offerors are not required to forward a copy of Attachment 4 (Past Performance Questionnaire) to clients in which they do not want considered during the proposal evaluation. Past Performance Questionnaires that are received by the contracting office by the solicitation closing date will be evaluated as part of the proposal. Refer to RFP Section L, 7.2.1.5 TAB G - PAST PERFORMANCE QUESTIONNAIRE.

Offerors will not submit CPARS reports. CPARS reports will be pulled by the contracting office from https://cpars.gov for all offerors during the proposal evaluation process.

0021Many contracting officers have moved and are no longer available to provided references. Will previously obtained PPQ be accepted if no valid current POC is available to complete a new PPQ? If so, please confirm these may be included in the offeror’s proposal.No. Any PPQs provided by offerors will be in response to this solicitation and annotated on Exhibit B - Past Performance Questionnaire.
0022Please confirm that any agreements, such as a joint venture agreement, submitted as part of the management approach in Volume 2 will be excluded from the limitation of 50 pages for the section. For example, our JV agreement is approximately 30 pages and inclusion in the page limitation would severely limit our ability to fully respond to the other requested detailing of our approach to performing this contract.Any joint venture agreement that is allowable and sanctioned by the Small Business Administration will be included as part of Volume II - Technical Acceptability of the proposal, and will not be counted as part of the 50 page limit of Volume II. See RFP, Volume II for specifics.
0023The SF1442 indicates a proposal guarantee is required. However, Section L only references a letter verifying bonding capacity. None of the typical FAR clauses regarding bid guarantee values have been indicated. Please clarify if a Bid Bond is required and how it should be submitted.See Answer for Question 10 above.
0024The [SHO, QCM] shall be physically present at the on-site location while work is being performed, except on Federal Holidays or post closures. Please confirm that “on-site” indicates the Carlisle Barracks facility and not an individual work location. The on-site refers to the Carlisle Barracks facilities
0025The Solicitation contains a number of clauses that may not be applicable to this procurement. For example, 252.245-7003 (pdf p. 28), 252.245-7005 (pdf p. 29), Certification Regarding Environmental Tobacco Smoke (pdf p. 102), and 252.225-7042 Authorization to Perform (pdf p. 115). Please clarify their inclusion and applicability to this contract. The annotated clauses are applicable for this contract.
00266.3.1 Paragraph f requests copies of executed agreements. Please confirm these agreements should be included in Volume 2 will not be counted towards the 50-page limit. As part of Volume II - Technical Acceptability of the proposal, executed agreements as required by Section L, 6.3.1f will not be counted as part of the 50 page limit. See RFP, Volume II for specifics.
0027Section 3.0 references both a cover page and a cover sheet. Please clarify the difference.Refer to Table 3.1.1 - Proposal Organization for information on required cover sheets. Refer to 5.1.1 for information on the cover page.
0028Per Table 3.1.1 - Proposal Organization in the solicitation, the digitial format acceptable for Volume IV is MS Excel only. In addition to the Excel file, is it acceptable to provide a PDF for Volume IV with a cover page and PDF version of the Excel file?A PDF can be provided in addition to the MS Excel file.
0029For Section 6.3.1 (f) of the solicitation, please confirm subcontractor, teaming partner, and JV agreements are not included in the page limits for the Management Approach. As part of Volume II - Technical Acceptability of the proposal, executed agreements as required by Section L, 6.3.1f will not be counted as part of the 50 page limit. See RFP, Volume II for specifics.
0030Please confirm that the pricing lines on pages 4 and 5 of the solicitation are to be the EATOA plus CCC plus VUPB plus UPB.The pricing lines on pages 4 and 5 of the solicitation (Item 0001-0003) and Exhibits D-F reflect the total Estimated Amount of Task Order Awards (EATOA). Offerors' will complete Exhibits D-F, and will insert their coefficients in the space provided in Solicitation Section B for Items 0001, 0002 and 0003.
0031The Executive Summary section of the solicitation (5.1.4) states "Provide an executive summary that introduces the contractor team and proposal submission". Is "proposal submission" a typographical error? If not, please clarify the instructions.Section L paragraph 5.1.4 references proposal submission in reference to the offeror's proposal to the solicitation.
0032What format are project schedules for task order to be submitted in? Is Microsoft Project an acceptable format? The schedules will be submitted in pdf. The schedules will be updated as needed.
0033There does not seem to be a place to put option year coefficients in the documents provided. Are potential option year coefficients to be provided in the solictation response?Option years are not applicable for JOCs. This contract will be a 5-year ordering period and will not have option years (i.e. a base year plus four, 1-year option periods).
0034For Section 6.3.1 (e) of the solicitation, please confirm commitment letters do not count towards to page limits for the Mangement Approach. As part of Volume II - Technical Acceptability of the proposal, executed agreements as required by Section L, 6.3.1e will not be counted as part of the 50 page limit. See RFP, Volume II for specifics.
0035In 8.1.2 of the Solicitation, it states that the costs proposed in Exhibits D, E, and F shall be accompanied with a narrative explaining methodolgies, calculation, exceptions, and assumptions. Is the coefficient to include the costs on indivdual taks orders of superintendence, project management, quality control or are these to be pre-priced items? The coefficient includes all costs annotated on Exhibits D, E and F for the 5-year ordering period of this contract. Individual job orders will not be issued for superintendence, project management, or quality control. These costs should be included in the coefficient, and are not separately priced. See also Solicitation Section L, paragraphs 8.1.2 and subparagraphs.
0036Please confirm that we are able to use our own layout for Section 7.2.1.5 - Specific Relevant Contract Reference Sheet.Refer to Section J, Exhibit A- Specific Relevant Contracts Reference Sheet for the applicable layout.
0037For Section 7.2.1.3 of the solicitation, please confirm consent letters are excluded from the page limits.Consent Letters, Client Authorization Letters, and Organization Structure Change History responses are counted toward the page limit for Volume III. See RFP Section L, Volume III for further specifics.
0038For Section 7.2.1.4 of the solicitation, please confirm client authorization letters are excluded from the page limits.Client authorization letters are excluded from page limits of the proposal.
0039Please confirm projects from each individual partner of the JV are acceptable for Section 7.2.1.5 (Specific Relevant Contract Reference Sheet) of the solicitation. As stated in Section 7.2.1.5, references may include active or completed contracts, specific task orders under an IDIQ, or subcontracts/commercial contracts if recent and relevant. 0040Please clarify if projects less than $10M are acceptable for section 7.2.1.5 (Specific Relevant Contract Reference Sheet) of the solicitation.Solicitation Section L 7.2.1.5 has been updated to reflect "- Magnitude: Comparable to the anticipated $20M overall contract price over a 5-year ordering period."
0041Please confirm CPARS are acceptable in lieu of PPQs.No.

0042Please confirm previously completed PPQs are acceptable.No. Previous PPQs will not be accepted. Please refer to RFP, Section L, Volume III for PPQ requirements.
0043Do the pre-priced items contain subcontractor profit and overhead?Coefficients include all costs annotated in Exhibits D, E and F (including subcontractor profit and overhead) for the 5-year ordering period of this contract.
0044Attachment 2, 5.4.2, states that a formal construction project management software is required for task orders. Is there a required software or list of softwares that are acceptable? The awarded contract will utilize eGordian as the commercial cost and estimating project management software tool. See Solicitation Attachment 2, paragraph 4.0.4.
0045In Attachment 2, 7.10.2, it states that eGordian Fees are the Contractor's responsibility. Please confirm that this is the case.Yes. As listed in Attachment 2 7.10.2, eGordian Fees (5% for first $6 million of TOs, 1.95% after the threshold).

0047Page 133, Paragraph 2:

7.0 Volume III – Factor 2; Tab E – Specific Relevant Contract Reference Sheet:

- Magnitude: Comparable volume, dollar value ($10M-25M IAW DFARS 236.204), and/or duration.

Question:

Is the comparable volume/dollar value for the requested Specific Relevant Contract References $10 to $25 M?

Submitting this question because Page 129 indicates Bonding Capacity at $500k single and $5 Million aggregate.

Solicitation Section L 7.2.1.5 has been updated to reflect "- Magnitude: Comparable to the anticipated $20M overall contract price over a 5-year ordering period."
0048Amendment 01 incorporated Section M into the RFP, however, the information included in Section M is not well aligned with the proposal requirements in Section L.

Section L Management Approach requires, “The Offeror shall submit a Staffing, Recruitment and Retention Plan that details the processes for hiring, training, and replacing personnel (within 30 days of task order award or 5 business days of vacancy) and methods to minimize turnover.”

Section M states, “Staffing, Recruitment, and Retention Plan - Address all five task areas (Administrative, Recreational, Billeting, Workshops and Maintenance, Training Facilities); include processes for hiring, training, and replacing personnel within required timeframes; and provide methods to reduce turnover.”

Please provide additional information regarding what must be included in the proposal to address “all five task areas.”

The Government has removed "all five task areas (Administrative, Recreational, Billeting, Workshops and Maintenance, Training Facilities); include," from Section M, para 2.1.1, and replaced with "Address the processes for hiring, training, and replacing personnel within required timeframes; and provide methods to reduce turnover."
0049Amendment 01 incorporated Section M into the RFP, however, the information included in Section M is not well aligned with the proposal requirements in Section L.

Section L Key Personnel requires, “The Offeror shall provide the Key Personnel identified in the SOW by name, with firm commitment letters. The Offeror shall explain its approach for assigning and utilizing these individuals to fulfill the duties outlined in the SOW and support successful contract performance.”

Section M states, “Identify all required positions, rationale for designation, and minimum qualifications (degree, certifications/licenses, relevant experience, etc.). Must designate a Program Manager, Superintendent, Quality Control Manger, and Safey and Health Officer with full authority over contract operations for their positions as delineated in paragraph 9 of the PWS.”

Are Key Personnel resumes to be included in the proposal?

Are Key personnel commitment letters still a requirement?

Solicitation Section M, paragraph 2.1.1, has been updated to reflect "The Government will evaluate whether committment letters and resumes were provided for all Key Personnel, and whether all Key Personnel meet the requirements of the SOW."
0050Amendment 01 incorporated Section M into the RFP, however, the information included in Section M is not well aligned with the proposal requirements in Section L.

Section L requires information in multiple TABs under Factor 2, including:

TAB A - SUMMARY PAGE

TAB B - ORGANIZATION STRUCTURE CHANGE HISTORY

TAB C - CONSENT LETTERS

TAB D - CLIENT AUTHORIZATION LETTERS

TAB E - SPECIFIC RELEVANT CONTRACT REFERENCE SHEET

TAB F - AFFILIATE PAST PERFORMANCE

MEANINGFUL RELATIONSHIP & Commitment Letters

TAB G - PAST PERFORMANCE QUESTIONNAIRE

SUMMARY LIST OF QUESTIONNAIRE RECIPEIENTS

Section M mentions Past Performance Questionnaires but is silent on TABs A through G.

Are TABs A through G still a requirement for this Factor?Yes.
0051Amendment 01 Section M identifies the following as a proposal requirement:

Warranty Plan - The Government will review each proposal to ensure the Offeror has submitted a Warranty Plan that meets the requirements delineated in Section 00100, Instructions to Offerors, 5.1.9 Tab H - Additional Required Documents. Failure to submit an acceptable plan will make the offeror ineligible for an award of a contract.

Section 00100 5.1.9 TAB H does not include any requirements for the submission of a Warranty Plan.

Please confirm this is not a proposal requirement or provide a revised Section 00100 that includes the requirements for the Warranty Plan. The Warranty Plan requirement has been removed from Section M in the solicitation in amendment 0002.
0052Amendment 01 Section M identifies the following as a proposal requirement:

Quality Control Plan Overview - The Government will review each proposal to ensure the Offeror has submitted a Quality Control Plan overview as delineated in Section 00100, Instructions to Offerors, 5.1.9 Tab H - Additional Required Documents. Failure to submit an acceptable plan will make the offeror ineligible for an award of a contract.

Section 00100 5.1.9 TAB H does not include any requirements for the submission of a QC Plan overview.

Please confirm this is not a proposal requirement or provide a revised Section 00100 that includes the requirements for the QC Plan overview. The Quality Control Plan Overview has been removed in solicitation amendment 0002.
0053Amendment 01 Section M identifies the following as a proposal requirement:

Safety and Health Plan Overview - The Government will review each proposal to ensure the Offeror has submitted a Safety Plan overview as delineated in Section 00100, Section Instructions to Offerors, 5.1.9 Tab H - Additional Required Documents. Failure to submit an acceptable plan will make the offeror ineligible for an award of a contract.

Section 00100 5.1.9 TAB H does not include any requirements for the submission of a Safety and Health Plan Overview.

Please confirm this is not a proposal requirement or provide a revised Section 00100 that includes the requirements for the Safety and Health Plan Overview.Safety and Health Plan Overview has been removed in solicitation amendment 0002.
0054Page 66 of the Statement of Work states, “Direct costs of materials, labor, & equipment shall be adjusted by the incorporation of the latest UPB cost data in each subsequent option year.” Since there are no option years, please confirm that the CTC will be updated at the contract anniversary each year.SOW, pg. 65, has been updated to reflect the Construction Task Catalog will be updated annually on the contract anniversary date .
0055If the CTC will not be updated each year, what is the planned update schedule for eGordian data?SOW, pg. 65, has been updated to reflect the Construction Task Catalog will be updated annually on the contract anniversary date .
0056On JOC and SABER contracts, there are commonly several months between proposal submission and contract award, so this contract will likely not be awarded until late summer. The current CTC is dated August 2025, which means that if this CTC is used for the first contract year, the contractor will probably be using pricing published in August 2025 through the summer of 2027. Does the Government intend to update the CTC at the time of award as well as the contract anniversary each year to ensure contractors are using current data?Offerors shall utilize the Attachment 4 - Construction Task Catalog provided in the solicitation during proposal development. The CTC will be updated at time of award for the contractor to use during the 5-year ordering period.
0057When does the Government expect to award the contract? The Government expects to award the contract on or around September 2026.
0058Does MICC or the local DPW implement mandatory brand-name usage for materials, equipment, or services intended to be provided for under this contract? If so, please provide the mandated suppliers or vendors for these services.
There are no specific brand name or vendor requirements for this contract.
0059If single source requirements exist, this increases the market power of those suppliers as well as restricts the ability of the contractor to receive bids from multiple subcontractors. Does the CTC account for any single source requirements in its pricing? If not, would the Army allow single source items to be priced as NPP items, or is there another adjustment that would be allowable? If the contractor has an item that is significantly different from the CTC line item, the contractor may request an equitable adjustment through the contracting office.
0060When in the construction process are the eGordian fees due? If they are invoiced immediately following task order award, how would a small business pay this amount upfront before any payment is received from the government? For example, at the Federal fiscal year end, the Government has historically awarded millions of dollars of projects in Q4. If fees are due within 30 days of task order award, well before any construction work on the project has been invoiced, this puts a significant financial burden on a small business. Please clarify the eGordian invoicing process. The eGordian software is a fee-based service (not a subscription based software), paid by the KTR to Gordian. The Government recommends the offeror discuss Gordian billing questions with Gordian.
0061Section 9.1.2 of the SOW indicates “The Superintendent or Alternate Superintendent shall be physically present at the on-site location while work is being performed, except on Federal Holidays or post closures.” Since Superintendents may be managing multiple projects simultaneously, please confirm that “on-site” indicates the Carlisle Barracks facility and not an individual work location. The on-site refers to the Carlisle Barracks facilities.
0062Please provide the evaluation methodology to be used. For example, is this a best value contract (past performance/price tradeoff with acceptable technical), Low Price-Technically Acceptable evaluation (with past performance also evaluated as acceptable/unacceptable), or other?Section M of the Solicitation has been updated to reflect "The Government intends to award a Single Award Indefinite-Quantity Indefinite-Delivery (IDIQ) Job Order Contact (JOC) for construction services at Carlisle Barracks, Pennsylvania, using a best value source selection under FAR 15.3, as supplemented by the DFARS, and AFARS. Award will be made to the responsible Offeror (FAR 9.104) whose proposal conforms with the material requirements of the solicitation, is determined to be the Lowest Priced Technically Acceptable proposal, and whose price is determined to be fair and reasonable."
0063Please confirm contracts of greater magnitude than $25M will be considered relevant past performance, provided other relevancy elements are demonstrated, such as similar project size or JOC methodology
Yes. Contracts greater than $25M magnitude will be considered relevant past performance, provided other relevancy elements are demonstrated. See Section L, 7.2.1.5 for further details.
0064Section L, paragraph 5.1 states the following regarding Volume I: “Offerors are required to submit a completed SF 1442 (Solicitation, Offer and Award) (including acknowledgment of all Amendments), Section B, and Section K.” Please confirm offerors are to enter pricing information into Section B and submit it in Volume I.Offerors will enter pricing information into Volume I and Volume IV. Please see amendment 0002 where the Section B of the solicitaiton has been updated with the overall estimated value of the contract for each CLIN and where contractors will insert their coefficient in the description section for each CLIN.
0065If offerors are to complete Section B, please clarify how offerors are to enter their coefficients into the table. For example, do the coefficients go into the Unit Price column and the Amount column is left blank? Please see amendment 0002 where the Section B of the solicitaiton has been updated with the overall estimated value of the contract for each CLIN and where contractors will insert their coefficient in the description section for each CLIN.
0066Section L, paragraph 8.1.2.3 states that the Price Volume is to contain Section 001000, Solicitation Contract Form. We did not see this form posted, can the Government please indicate where it can be found? In Section M, verbiage containing Section 00100 has been removed from the solicitation and is not a requirement.
0067Section L, paragraph 8.1.2.3 seems to indicate that offerors are to show a breakdown of direct labor as one of the cost elements included in the coefficient. Our understanding is that direct labor and material costs will be addressed in the “Value of the UPB” and are not a separate Cost Covered by the Coefficient. Since any details regarding the specific skill category, quantity, etc. of direct labor cannot be known at this time, please confirm that direct labor and material costs are to be incorporated in the offeror’s Value of the UPB and are not to be broken out in this manner. The coefficient should include all indirect costs (including indirect labor costs such as project superintendants, managers, and administrative staff), overhead, and profit not included in the Unt Price Book (UPB) line-item costs.
0068Please confirm that the pricing narrative referenced in Section L, paragraph 8.1.2.3 may be submitted in the form of a Word or PDF document.Volume IV Pricing is required to be submitted in Microsoft Excel. See Section L, Table 3.1.1, and solicitation paragraph 8.1 for further details
0069Statement of Work, paragraph 7.4 and subparagraphs reference the City Cost Index (CCI). There is also a reference to use of the CCI in Attachment 7. Please confirm that since the UPB is custom made for this JOC, a separate CCI will not be applied.References to the CCI have been removed from SOW paragraph 7.4 and Attachment 7. The UPB is custom made for this JOC, a separate CCI will not be applied.
0070Will the contractor incur any costs beyond the eGordian fee (5% for first $6 million of TOs, 1.95% after the threshold) to provide estimating software for itself or the Government Contracting Office? The contractor shall take into account any fees associated with eGordian when composing and submitting their proposal.
0071Statement of Work, Section 9.0 Personnel states, “The KTR’s staff shall meet or exceed the position requirements as stated in the TO.” As this is a job order contract, offerors must price all future requirements into the coefficients at this time. Please confirm task order staffing requirements will not exceed the requirements stated in the current solicitation and Statement of Work.Staffing requirements will be based upon the requirements put forth in the solicitation and Statement of Work (SOW).
0072Please confirm our understanding that in Section 9 of the Statement of Work, “On-Site Staff” is referencing staff located at the Carlisle Barracks installation and not the work sites of individual task orders. The on-site staff will manage multiple task orders.
0073Statement of Work paragraph 13.6 states, “The government shall provide an office area for the on-site KTR staff (superintendent, SHO, QCM).” Will this be an office inside a building, or a space for an office trailer? The government shall provide shared office space for the superintendent & QC/ SHO in a building at Carlisle Barracks.
0074Approximately how much work is expected to be performed in areas where government escorts are required? The historic work requirement would be 10-20% escort required. The government shall provide escort for those areas.
0075Will there be any cost to the contractor for government escort services? No.
0076Approximately how much work is expected to be performed in areas where material and personnel check-in and check-out is required?Minimal. There has been only 1 project in a secured area during the current JOC contract.
0077How will the contractor be compensated for time lost when check-in and check-out of material and personnel is required? The Government is not responsible for compensating the contractor when check-in/check-out of material and personnel.
0078Exhibits D and E designate certain items as Costs Covered by Coefficient (CCC). However, this list includes several items which might be considered to instead be included in the Value of the UPB (VUPB). (Note that whether they are categorized as being CCC or in the VUPB, we understand that these costs are included in the coefficient.) Subcontractors’ overhead and profit is shown as “In VUPB.” Would it be acceptable for offerors to identify other items as being “In VUPB,” provided offerors explain the items’ inclusion in the VUPB in the coefficient narrative? The Government cannot specify how the contractor is to develop their own coefficients. The development of the coefficients is the responsibility of the contractor. See the instructions provided in Exhibits D, E and F for further information.
0079On Exhibits D, E, and F, please confirm that offerors are to use the pre-existing Estimated Annual Task Order Awards (EATOA) in cell D3.Yes. Offers shall use the pre-existing EAOTA provided in cell D3.

See the updated amount provided in the updated Exhibits D, E and F provided in solicitation amendment 0002.

0080On Exhibits D, E, and F, would the Government consider allowing the VUPB to be expressed to three decimal places to better reflect offerors’ actual coefficient calculations? No.
0081On Exhibit F, how are offerors to calculate the Value of the UPB for non-pre-priced items, which are priced based on subcontractor quotes rather than the UPB?The Government cannot specify how the contractor is to develop their own coefficients. The development of the coefficients is the responsibility of the contractor. See the instructions provided in Exhibit F for further information.
0082The Instructions worksheet on Exhibits D and E state that equipment rental is included in the coefficients (see row 64, item #28). However, there are approximately forty pages of Equipment Usage line items in the CTC to be “used for owned, leased or rented equipment.” Please confirm that the equipment items in the CTC are allowed to be included in line item estimates as appropriate. The contractor can use line items in the UPB to price equipment necessary to complete construction projects.
0083In the CTC, it appears that material purchased using the GSA schedule will be provided to the government at cost, i.e. with no markup. How often is the GSA schedule expected to be used via the JOC?There has been no GSA requirements on projects that have been performed.
0084It appears that GSA schedule items and reimbursable items are both to be paid with no markup. Will the eGordian fee of 1.95%-5.00% apply to these items? If it will apply, would the Government consider allowing the then-current eGordian fee to be added to reimbursable and GSA schedule items such that contractors are not providing these items at a loss?Historically the TO have not required a GSA purchase. From the GSA line in the CTC, The item shall be entered "at cost". The item shall have the note field listed with the description of the purchace. The coefficient adjustment factor for that line shall be listed at 1.0 regardless of the contractor's coefficient.
0085Will offerors have an opportunity to ask follow-up questions regarding the RFI responses within a short window (e.g., three business days) from when the information is released?Any amendments to this solicitation will be posted on SAM.gov. Please monitor SAM.gov for updates.
