About this file

This is a Questions and Answers document for Solicitation Number W50SLF26QA022, an RFQ for an Indoor Firing Range Targeting Retrieval System to be performed at Joint Base Pearl Harbor-Hickam, Hawaii. The document addresses 12 inquiries submitted by potential quoters regarding design alternatives, system specifications, scheduling, and compliance requirements. Key approvals include acceptance of a consolidated three-rooftop-mounted HVAC system design (instead of six individual units) provided all UFC and ETL standards are met, including negative pressure of -0.05 inches water gauge, laminar airflow of 75 fpm at the firing line, and HEPA filtration at 99.97% efficiency. The Government rejected a proposed ground-mounted dust collection system alternative, requiring the primary ventilation system to handle all particulate loading per the original Statement of Work. Modifications to transition area door assemblies are permitted at no additional cost to accommodate supply air diffusers while maintaining fire ratings and airlock integrity. The delivery schedule for the HVAC equipment (Item 0004) was extended from 180 to 270 calendar days to accommodate industry lead times. Miscellaneous parts CLINs (0003) must be priced as fixed-price allowances for non-routine repairs authorized in writing by the Contracting Officer only. Phase II target retrieval system installation will commence upon Phase I completion with a 120-calendar-day performance window. Site electrical as-built drawings and utility capacity information are available in the reference document Pearl Harbor HI ANG PDF Files 09-16-14, and contractors may reuse existing electrical infrastructure after field verification and engineering approval. The document confirms no hazardous material abatement is in scope, no full-time Quality Control Manager or Site Safety and Health Officer is required, and general contractor subcontractor past experience is acceptable for proposal submission.

Q&A

Project Name:Indoor Firing Range Targeting Retrieval System
Solicitation Number:W50SLF26QA022
Questions Due Date & Time:10:00AM Hawaii Standard Time on 23 September 2026

Q1: SOW 5.3.1 requires the contractor to remove the six (6) existing rooftop VAC units and furnish, install, and modernize six (6) replacement units. Based on our preliminary evaluation, We do not believe this approach represents the most efficient or effective solution for meeting the range ventilation requirements.

Would the Government consider an alternative design approach utilizing either two (2) larger centralized, ground-mounted systems or three (3) rooftop-mounted systems to provide conditioning and cooling for the entire range?

Based on our preliminary evaluation, either configuration would offer significant advantages over replacing the existing six (6) units with six new systems of similar arrangement. Consolidating the conditioning and cooling equipment into two (2) centralized ground-mounted units or three (3) rooftop-mounted units could improve overall system performance, reduce maintenance requirements, simplify operation, and increase energy efficiency while still meeting the ventilation and environmental performance objectives of the project.

Please advise whether the Government would be receptive to either of these alternative design approaches so they may be considered during system development, design, and pricing.

A1: The Government accepts the alternative design approach utilizing three (3) consolidated, rooftop-mounted systems for the range, provided that the system design meets all criteria outlined in UFC 4-179-03F, UFC 4-179-02, and ETL 11-18. Specifically, the design must guarantee a constant negative pressure of a minimum -0.05 inches water gauge relative to adjacent spaces, a uniform laminar airflow profile of 75 fpm (±15 fpm) across the firing line, and an exhaust system utilizing pre-filters followed by HEPA filtration (99.97% efficiency at 0.3 microns). The contractor shall also provide structural calculations verifying the roof can support the revised consolidated equipment loads.

Q2: The existing ventilation system currently routes dust generated from bullet trap impacts through the range ventilation system. This arrangement increases maintenance requirements and contributes to additional wear and tear on the ventilation equipment.

Would the Government consider an alternative approach that incorporates a dedicated dust collection unit connected to the existing bullet trap to perform this function? Separating dust collection from the primary ventilation system could help reduce particulate loading on the ventilation equipment, lower maintenance requirements, improve system longevity, and enhance overall system performance.

Please note that the proposed dust collection unit would require a ground-mounted installation. A technical data sheet for the proposed unit has been attached for the Government's review and consideration. We request confirmation as to whether this alternative design approach would be acceptable.

A2: The alternative ground-mounted dust collection system is not accepted. The contractor shall design and install the range ventilation system in strict accordance with the existing Scope of Work (SOW) requirements. The primary system must be designed to handle all range particulate and dust loading, including that from the bullet trap, while fully meeting all environmental, filtration, and performance criteria specified in the contract.

Q3: The existing ventilation system for this range results in inadequate airflow in the transition area where personnel exit the office space and enter the range. Based on our evaluation, achieving proper airflow in these locations will be difficult unless modifications are made to the existing door assemblies to allow for the installation of standard supply diffusers or other suitable air distribution devices.

Without these modifications, airflow performance in this area may not meet the intended design objectives and could result in stagnant air zones or reduced ventilation effectiveness. Would the Government be willing to accept this condition, or would modifications to the existing doors and surrounding construction be permitted to allow for the installation of diffusers and improve airflow in this portion of the facility?

A3: To maintain the mandatory negative pressure barrier and prevent lead dust migration, the Government accepts the contractor's proposal to modify the transition area to accommodate supply air diffusers, provided these modifications are executed at no additional cost or schedule impact to the Government. Modifying the door assemblies themselves is only permitted if the contractor verifies in writing that all required fire-ratings, acoustic seals, and airlock integrity are fully maintained. Accepting stagnant air conditions is rejected, as all spaces must comply with the contract's safety and airflow standards

Q4: The delivery schedule for Item 0004 specifies a completion period of 180 calendar days. Based on current industry lead times, procurement of new range ventilation equipment can require up to 180 days alone, leaving little to no time for equipment shipment, installation, startup, testing, and commissioning.

In consideration of these lead-time constraints, would the Government consider extending the delivery schedule from 180 calendar days to 270 calendar days?

A4: Yes. The Government is willing to consider an extended delivery schedule of up to 270 calendar days for Item 0004, based on demonstrated procurement lead times and availability of required parts and equipment. Quoters should clearly identify anticipated lead times with their quotation.

Q5:Could you please clarify the scope and pricing basis for CLIN 4003 and the corresponding base and option-year miscellaneous-parts CLINs. PWS paragraphs 5.7.2 and 5.7.5 state that replacement parts are owner-supplied and that non-routine repairs require a separate written quotation and Contracting Officer authorization. Should CLIN 4003 be priced as a Government-established parts allowance, a contractor-developed allowance, or another fixed-price amount?
A5:CLIN 0003 and the corresponding option-year miscellaneous-parts CLINs are established for use only when parts and materials are required for non-routine repairs and are authorized in writing by the Contracting Officer.

Offerors shall propose a fixed-price allowance for each applicable miscellaneous-parts CLIN based on their anticipated requirements and current market conditions. These CLINs will not be evaluated as part of the total evaluated price.

Routine replacement parts identified as owner-supplied remain the responsibility of the Government and are not included under these CLINs. For non-routine repairs, the contractor shall submit a written quotation for the required parts and materials. No procurement, repair, or reimbursement under these CLINs may occur without prior written authorization from the Contracting Officer.

Q6:Phase II states Target Retrieval System Installation shall be complete within 120 calendar days from date of contract award. This is shorter duration than Phase I, is the Gov't intent to have the Target Retrieval System complete, tested commissioned without the HVAC system complete? Recommend Phase II start date be after completion of Phase I.
A6:The Phase II period of performance will begin upon completion of Phase I work. The contractor shall complete the Target Retrieval System installation, testing, and commissioning within 120 calendar days after Phase I completion.
Q7:Please confirm these drawings is the As-Built Document? Or Basis of Design? Please provide complete As-Built drawings including civil drawings with utilities
A7:The provided drawings are the only drawings available to the Government.
Q8:Please provide site electrical as-built drawing or provide existing power source capacity of HVAC system and existing modular target range facility to be use as reference for the new equipment and confirm if existing electrical connection can be re-use.
A8:The site electrical as-built drawings, panel schedules, and utility layouts detailing the existing power source capacity for the HVAC system and modular target range facility are available within the reference document Pearl Harbor HI ANG PDF Files 09-16-14. The contractor is conditionally permitted to reuse the existing electrical connections and infrastructure; however, they must first field-verify all current on-site conditions, confirm that the legacy wiring and overcurrent protection meet the minimum circuit ampacity (MCA) of the new equipment in accordance with the National Electrical Code (NEC), and submit updated load calculations for formal engineering approval prior to connection.
Q9:Please confirm no hazardous abatement scope of work in this solicitation, and if encountered after award it will be considered a different site condition or change order.
A9:No hazardous-material abatement is included in the scope of this solicitation. If suspected hazardous materials are encountered during performance, the contractor shall immediately stop work in the affected area and notify the Contracting Officer. Any required abatement or resulting work impacts will be addressed in accordance with the applicable contract terms and conditions.
Q10:Please confirm no separate Quality Control Manager and/ or Site Safety Health Officer (SSHO) required on site during the performance of this solicitation. If there is, please provide qualifications
A10:This requirement is primarily a supply purchase with incidental installation services. A separate, full-time on-site Quality Control Manager and/or Site Safety and Health Officer (SSHO) is not required.

The contractor remains responsible for providing adequate quality control and site safety oversight for all installation activities and for complying with all applicable contract requirements, safety standards, and installation procedures.

Q11:Request bid submission be extended one more week after receipt of RFI responses.
