About this file
This document appears to be a series of questions and answers related to a federal contract opportunity for hazardous materials abatement and demolition work at Building 3400 of the Hawaii Air National Guard Campus. The key details are:
The scope of work involves removing asbestos, lead-containing paint, and other hazardous materials, as well as demolishing walls and cutting openings in concrete masonry unit (CMU) walls. The contractor is responsible for obtaining necessary licenses/permits, disposing of waste, and complying with safety regulations. The government will provide a steel door and frame to be installed by the contractor. The project is estimated between $25,000 and $100,000, and a bid bond will not be required since the estimate is less than $150,000. The contractor will be allowed to work in all spaces concurrently and must complete the actual remediation on a "Down Monday." The government will disconnect electrical and shut off water prior to the contractor's start. The contractor must pack any void spaces between the door frame and CMU wall with non-shrink grout.

1. Please confirm bid bond will NOT be required since the project is estimated at less than $150,000 per SF1442 Box 10.
SF 1442 Box 10 states :
The magnitude of this project is between $25,000 and $100,000 A bid bond will be required for offers that are estimated at $150,000 or greater
SF 1442 Box 13 item B states:

2. Please provide hazmat surveys for asbestos and lead.
HAZMAT surveys 1 and 2 are now posted in SAM.
3. Design Submissions Please clarify intent/requirements. The project scope (haz mat removal) seems simplistic enough and typically does not require design drawings, calculations, and stamp by licensed A-E. Suggest that design requirements be omitted from SOW since this appears to be excessive and/or not applicable.
No design requirements are required. Disregard the DESIGN SUBMISSIONS section. A new SOW dated 17 Sep 2024 with this section deleted has been posted.
4. Please confirm SOW is limited to hazmat abatement and demo activities as stated in Section 00 21 00 Para 1.1 Scope and as reiterated in the SOW scope.
Contractor to perform all work as identified in the SOW. Hazmat abatement and demo activities are the preponderance of the work.
5. What do the highlights represent in the SOW Principle Elements of Work section.
Disregard. Holdover from internal editing process. A new SOW dated 17 Sep 2024 with highlights removed has been posted.
6. Please confirm all other work stated in SOW Principle Elements of Work Paragraph 2 stated below are to be performed by others under separate contract.
· Install government-provided steel frame door into Wall 1.
· Finish Wall 2 with drywall to encapsulate ACM at the perimeter of the opening. Ensure readiness for painting upon contract completion.
· Verify door dimensions for Wall 1 and adjust demolition limits accordingly.
· Install angle iron as a lintel to prevent collapse.
Contractor to perform all work as identified in the SOW. No separate contract for work identified in this SOW.
If stated items above are to be performed under this contract…
· Please provide doorway opening dimensions.
See section 2 of Principle Elements of Work for wall 2 Opening. Government has marked door locations. See below pictures.
· Please provide product spec data / cut sheets on govt provided door, frame, and hardware to be installed.
Door including frame is approximately 40”x81”. See below picture.
· Please clarify ‘finish wall 2 with drywall to encapsulate ACM at the perimeter of the opening’ Contractor is to cut an opening in wall 2 approximately 47” by 81” then finish opening with tape, mud, and corner beads. Wall shall be smooth and ready to accept paint.
· Please confirm 4’ wide by 3’ tall cutouts These are required. 2 cuts are approximately 3’x4’ and one is approximately 32”x3’. See attached pictures as marked by the government.
· Please provide detail on angle iron / lintel.
Use a 3”x2”x1/4” angle for the lintel. Cut a notch in the existing CMU and extend the lintel 12” beyond each opening. Use non-shrink grout to fill any voids left.
7. Please confirm if there is a required sequence to SOW and will KTR be allowed to work in all spaces at once?
Contractor’s choice. Make sure to note the requirement for actual remediation to occur on a “Down Monday.”
8. Please confirm if government will require a clearance letter per room once abatement work has been completed.
Yes.
9. Please confirm whether contractor will be required to remove any items in each of the room or will facilities be responsible for this.
Government will remove all items prior to NTP.
10. Room 2. There is an existing surface mounted electrical conduit and plumbing pipe running along the CMU wall where the cutouts are to be made. Please confirm that the electrical conduit and plumbing pipe is dead or will be disconnected or cut/cap by others prior to demo.
The government will disconnect the electrical prior to NTP. The government will shut off the water line for 1 day prior to demo. Contractor to cap the line at the end of the day.
11. Room 2. Please photo of the plumbing chase (behind the cutouts in the CMU wall).
12. The government furnished door frame is thinner than the CMU wall. What should be done with the void spaces inside the CMU cells?
Pack void spaces with non-shrink grout to create a uniform and finished appearance between the wall and door frame. Place the door frame flush with the wall on the hinge side.
