About this file
This document is an asbestos inspection report for Joint Base Pearl Harbor-Hickam (JBPHH) Building 3400. Muranaka Environmental Consultants, Inc. (MEC) was retained to inspect the building prior to upcoming renovation work. MEC collected six samples on December 20, 2023 and found detectable amounts of chrysotile asbestos, ranging from 2-4%, in the black mastic beneath the vinyl floor tiles. The report outlines the sampling locations, descriptions, and laboratory analysis results. It notes that if the asbestos-containing materials are disturbed during demolition or renovation, compliance with EPA, OSHA, and state regulations is required, including air monitoring, proper abatement, and waste disposal.
The related federal contract opportunity, Solicitation #W50SLF24R0017, is for hazardous materials abatement and demolition work in JBPHH Building 3400. The scope includes removing asbestos-containing floor tiles and mastic, lead-based paint, and other hazardous materials, as well as demolishing walls and restoring the facility. The work is to be performed at the Hawaii Air National Guard Campus, JBPHH, Hickam AFB, HI and is being procured by the Department of the Army National Guard.

B3400 Asbestos Survey
Dear Captain MacNeal, Muranaka Environmental Consultants, Inc. (MEC) was retained to provide professional consulting services for JBPHH as they plan to remove vinyl floor tiles and cut the concrete that lies beneath the tile. The services included an asbestos inspection.
MEC conducted the inspection sampling on December 20, 2023. A total of six
(6) suspect asbestos-containing samples were collected for analysis. Samples were logged on to a Chain of Custody form and submitted to NVL Laboratories, Inc., a DOD accredited laboratory, for asbestos analysis.
Detectable amounts of asbestos were found in the black mastic beneath the 12x12” light gray vinyl floor tile. Table 1 lists the sample locations, descriptions, and laboratory results.

Asbestos If materials containing asbestos are disturbed during demolition or renovation, compliance with EPA, OSHA, and State of Hawaii-Department of Health, is required.
Air sampling should be performed during the removal of ACM to document that air concentrations of asbestos fibers are below the Hawaii Occupational Safety and Health (HIOSH) permissible exposure limit (PEL) of 0.1 fibers per cubic centimeter of air (f/cc) as an 8-hour time weighted average. Once the ACM have been removed, visual clearance by a certified technician must be performed to document adequate clean up. Asbestos-containing waste must be handled and disposed of in accordance with DOH Title 11 HAR, Chapter 501 Asbestos Requirements.

Case Narrative:
The following summarizes samples received by NVL Laboratories, Inc. from customer indicated on the accompanied cover letter. Samples were logged in for analysis per customer request using both customer sample ID's and laboratory assigned ID's as listed on NVL Labs Receiving Record. All samples as received were processed and analyzed within specified turnaround time without any abnormalities and deviations that may affect the analytical results. All quality control requirements were acceptable unless stated otherwise. The conditions of all samples were acceptable at time of receipt and all samples submitted with this batch were analyzed unless stated otherwise on NVL Labs Receiving Record .
Prior to conducting analysis, the original sample was homogenized thoroughly in a sample container. A representative aliquot of 100 grams of the homogenized sample was removed, dried and pulverized in a mortar and pestle to further refine the content prior to being sifted through a sieve with 200 mesh size (75 um) and transfer to a clean sample container for microscopic analysis. Confirmation of asbestos components is conducted using PLM with dispersion staining technique. Percent asbestos concentration reported for each sample is determined using the 400 point counting procedure as specified in CARB Method 435.
Eight slides of thoroughly homogenized material are prepared for any given sample that requires point counting. In order to be counted as a point, the crosshairs of the microscope must center on either a fiber or a particle. The analyst counts at least 50 points per slide preparation. A minimum of 400 non-empty points is counted, then the number of counted asbestos fibers are divided by the total number of points counted to arrive at the percentage of asbestos in the sample.
Definition of Data Qualifiers:
J1 = Composite result for whole sample is less than 1% asbestos
J2 = Qualitative analysis was conducted for the presence of asbestos fibers in this sample
J3 = Insufficient sample amount for thorough analysis
J4 = Composite result for whole sample provided per client request
J5 = Sample appears to be contaminated from outside source
J6 = Surface appears to be contaminated by chrysotile-containing material
J7 = Description on field data sheet does not match sample composition
J8 = Unable to estimate with confidence due to very small amount of material
J9 = Unable to separate components for layer analysis
J10 = Unsure of correct layer sequence
J11 = Sample not analyzed per client request
J12 = Sample bag empty
R = The data are not reliable due to possible contamination or loss of material during preparation or analysis. Re-sampling and reanalysis are necessary for verification.
NOTE: Method Quantitation Limit (MQL) using 400 point counts is defined as 0.25% and Method Detection Limit (MDL) as 0.1%. We will report <0.1% if asbestos fibers observed but not landed at the cross-hair in the field of view. No asbestos fibers observed in the field view is reported as zero percent.
