QUESTIONS & ANSWERS FOR:
SOLICITATION W50SLF-24-R-0003
In relation to the Solicitation RFP
Dated 13-Aug-2024
1. Spec Section 21 13 13 Wet Pipe Sprinkler Systems, Fire Protection is missing in Volume 2
ANSWER: Addendum No. 01 issued to incorporate Specifications Section 21 13 13 Wet Pipe Sprinkler Systems.
For Questions 2 through 6 below:
Detail B3 on M-801 specifies the fuel vapor sensor to connect to the BMS. The BMS is supposed to alarm with the sensor is above setpoint and open the outside air damper and energize emergency exhaust fans.
Then, all exhaust emergency fans shall ramp up to full airflow capacity.
2. What manufacturer or local vendor installed/maintains the existing BMS (IE is it a Trane controls system, an Automated Logic system by Island Controls, a Delta system by American Controls, etc.)
ANSWER: There is an existing controller managing the main air handling unit, AHU-1 (E), that serves the current office space, it is believed to be Trane, contractor to verify. The design intent was to connect to this existing controller and updating programing to accept the fuel vapor sensor input and the emergency exhaust fan output.
3. Can it be assumed that this detail applies to each bay individually -- in other words, if one fuel sensor in the wash rack area trips, do the fans in the fuel maintenance/corrosion control bay need to ramp up, or do only the fans in the wash rack need to ramp up?
ANSWER: Only the fans in the bay that has the sensor detect high levels of fuel vapor in the air needs to turn on. If the wash rack sensor trips, then only the exhaust fans serving that bay needs to turn on.
4. Are all fans emergency exhaust fans? If not, please identify which fans are emergency and which are not. Please provide controls sequences for exhaust fans that are not emergency use.
ANSWER: All roof mounted exhaust fans in both hangars are emergency exhaust fans. EF-21 and EF-20 for the wash rack hangar. EF-7 and EF-6 for fuel maintenance hangar.
5. Do the emergency fans require VFDs to soft start or ramp up to full speed? Or is it the intent to use motor starters to achieve the ramp up? Is there a condition where the fans don't need to run at full speed?
If VFD's are required, please provide a specification for the VFD, bypass, and enclosure.
ANSWER: While fans are energized, where in normal operation or emergency operation, they are to run at full speed. Motor starters are needed, but no VFDs are required.
6. Most fans appear to have a wall switch connected to them. Is the switch a simple On/Off switch? If the switch is in the "off" position, and the fuel sensor trips, we assume the intent is for the BMS to override the switch in the "off" position and ramp up the fan. Please confirm.
ANSWER: Correct. Normal control for the fan operation will be through manual on/off wall mounted switches as shown. Design intent is for the fuel sensor to be able to override the wall switch to turn on the fans.
7. Ref Spec 01 14 00 Paragraph 1.3.3. Notes that KTR shall be working in an extg. building which is occupied. Do not enter the buildings without prior approval of the KO. Please advise if the building will be active and in-use by the occupants during construction.
ANSWER: As a Pre-Construction submittal prior to Notice To Proceed (NTP), the contractor is required to submit a Project Baseline Schedule per project specification. Once onsite construction starts, per approved scheduled by the Govt, occupant use of B3407 will be limited. The intent is to not have occupant use of B3407 interrupt the construction schedule and the contractor’s efficient use of hangar space, thereby avoiding the requirement for the contractor to phase construction execution around occupant use of the facility.
8. Furthermore, AD101 Note 9 notes for KTR to verify if equipment is not being used. Please advise if any Mechanical systems will be in use during construction.
ANSWER: There are no mechanical systems planned on being used during construction.
The existing condensing units ACCU-1 (E) and ODU are to be moved to the plan south side of the fire panel room 125, see MH100. The existing concrete pad for both units is to be demolished and repaired to be level ground. New concrete pads are to be poured and placed for the new locations of the existing condensing units.
9. Ref Spec 08 34 16. Spec notes that the Corrosion Control Hangar Doors are a delegated-design item.
Please advise if there are any approved providers. Please furnish the contact information for the adjacent F-22 building’s hangar doors.
ANSWER: The specification is written as an open-source performance standard. Manufacturers are to refer to qualifications for requirements. The AE has previously coordinated with the following companies for similar hangar door products; Industrial Door Contractors, Inc., Hangar Door Solutions LLC, Assa Abloy, and Fleming Steel Doors. This list of companies does not limit any other approved manufacturers from bidding that was not specifically mentioned.
Dated 14-Aug-2024
10. During the pre-bid walk, it was noted that the Men’s RR includes two shower stalls. One is shown on plan, ref A3/AD101. Please advise if there are any more discrepancies between the Restrooms per Plan versus existing. KTR did not enter the Women’s RR.
ANSWER: Demo plans should have shown both showers to demolish in the Men’s Restroom. The Women’s restroom shower is also to be demolished.
11. Spec 05 50 13 Part 2 Paragraph 2.8 and 3.8 reference Roof Hatch. Plans do not appear to indicate a new roof hatch, ref AE103. Please advise.
ANSWER: There is not a roof hatch in the project. The reference to a roof hatch in the specification can be removed.
12. We saw air barrier in the specification 07 27 19.01 but not in the plans. Please advise if air barrier is required.
ANSWER: This is a roof underlayment protective membrane that goes between the standing seam and the cover board. Please see wall section details accordingly, such as B2/AE501.
Dated 22-Aug-2024
13. On C-100 it appears that the S4 and S3 pipe from the existing sump pump and controls is shown existing to remain, on C-101 the S4 and S3 pipe is bolded out from the masonry wall to the new sump pump and existing manhole respectively. Is the existing S4 and S3 pipe in this area to be demolished and reinstalled new?
ANSWER: The existing sewer pipes between the sump pump MH and the storage tank structure, and from the structure to the existing sewer MH shall be removed. New pipes shall be installed as shown on C-101.
14. On C-101 there is a new concrete slab extension where the proposed oil water separator will be set. Detail A1 on C-500 appears to be the detail showing the proposed work. Please confirm the contractor will excavate footprint for proposed slab and reuse the existing subgrade material as base.
ANSWER: Confirmed, Detail A1 shows the concrete slab extension for the oil-water separator. New slab extension shall be constructed over 6-in thick aggregate base course over compacted subgrade. The contractor shall excavate as required to install the new concrete and base.
15. The plans do not show a construction boundary or fencing/environmental protection. Both spec sections 01 50 00 and 01 57 19 speak to a fencing/dust screen/bio sock/equipment clean out area. With the proximity to the active jets, we would assume that these protections would need to be in place. Also, without a designated site area, we are unable to assess if we need to file for an NPDES permit or develop a SWPPP. Please advise.
ANSWER: Fencing/dust screen are required. Locations shall be as directed by the Contracting Officer.
Contractor shall assume that the entire perimeter of the site, including the hangar and ancillary buildings, all excavated or disturbed areas as shown on the Plans, and the Contractor’s staging area, will require dust screen. Erosion and sediment control (biosocks) are required as directed by the Contracting Officer to prevent sediment from excavated areas and material stockpiles from leaving the project site or entering storm drains.
The disturbed area as shown on the Plans is less than 1-acre, and a NPDES permit is not required. Per Hawaii Department of Health, building interiors and asphalt milling areas are not considered disturbed areas for NPDES permitting.
16. The SOW indicates that the contractor personnel shall be licensed by the state of Hawaii and will need to provide a copy of said license to the CO at time of contract start. Some of the scope items on the plans will require contractors from the mainland. Can you please advise if this will be allowed?
ANSWER: Prime Contractor shall be licensed by the State of Hawaii. This requirement is not meant to extend to the prime’s subcontractor, suppliers, or vendor as the Govt contract is with the Prime Contractor only. Prime Contractor is responsible to ensure quality, safety, qualifications, and workmanship is in accordance with contract documents at no additional cost to the Govt.
17. How thick is the existing slab on grade within the hangar building? For example, the existing prep room and paint room where we are removing the slab for the grated containment area.
ANSWER: The original contract documents indicate the hangar bay concrete slabs to be 9” thick. All other slabs on grade are indicated to be 4” thick concrete. Note that in the existing Prep Room and Paint Room, the original documents indicate an 18” wide by 12” thick tie beam on Grid 6 that is integral with the slab. The tie beam in this area is to be cut and removed with the slab as required. These measurements will need to be verified in the field.
18. On drawing SF101 detail B1, please provide a detail of how the HSS8x2x1/4 beam is attached to the existing concrete wall at gridlines 1 and 10.
ANSWER: Existing W12x14 sloped steel roof beams on Grids 1 and 10 are to remain and the new HSS8x2x1/4 purlins are to bear on these beams. The sloped roof beams are shown in Elevation View C1/SF201. Weld as indicated in Detail A1/SF201.
19. On detail C2 on SF202, they call the new HSS cross beam a HSS 6x5x5/16, on detail C4 they call that same cross beam a HSS 6x3x5/16. which is the correct size?
ANSWER: The correct size is HSS6x3x5/16 for the new cross beam in Detail C2/SF202.
20. On detail D4 on SF401, they call out the L angle for the connection from the W16 to the W12 beam. What are the bolt details for this connection?
ANSWER: The 3” legs of the connecting angles shall bolt to the web of the relocated W12 beam with ¾” galvanized A325-N bolts. The 4” legs of the connecting angles bolt to the new W16 beam web. Provide
(2) ¾” galvanized A325-N bolts in horizontal short-slotted holes that are centered horizontally in the 4” legs.
21. On SF901 general note 2 indicates to clean and repaint all exposed steel. Please confirm this is only where the individual repairs are happening as shown in the details on this page and not the entire facility.
ANSWER: For Extent of all paint refer to IN001 Room Finish Schedule and Legend.
22. On S-002, detail C2, C3 & B2, is the contractor to assume that the angle 2x2x16 ga x 1'4" attached w/
(2) # 12 screws into the new HSS12x6x3/16 beam and existing 8" cold formed joists will be typical at each of the joist sections as shown on C3. Can ANG also confirm the quantity of joists connections there will be in total for the HSS12x6x3/16 beam connection?
ANSWER: Provide (2) angle 2x2x16 ga at each pair of existing cold-formed joists. The original contract documents indicate the existing joist spacing to be 24” on center. Assume 10 locations for the work shown in Detail C2/S-002.
23. Can ANG please describe the areas of the building that will be occupied? A. Will these areas require temp power? Temp water? B. Will temporary restrooms be required for the ANG staff? C. Will temporary storage be required for ANG FF&E? and if so what FF&E is required to be salvaged and stored during construction (other than the appliances noted on the plans)?
ANSWER: Equipment storage rooms would be occupied until the end-users can fully vacate. Temp water and power will not be needed. Temp restrooms will not be needed. No FF&E will be provided by the Govt other than those noted in the plans.
24. On IN101 the mechanical room 121 is hashed which means existing to remain and that no floor finishes are required. However, Keynote 9 on AD101 indicates the removal of the mechanical pads and to confirm locations and dimension and repair for new finishes. Can you please describe what is required for patching/finishes once the mechanical pads have been removed?
ANSWER: Mech 121 and Fire/Elec 120 to receive CONC1 floor finish. Refer to Spec Section 02 41 00 Demolition 3.1.7 Concrete and 3.1.14 Patching for patching/finishing requirements.
25. Please see attached marked up photo for the large louvers that are slated for removal and possible salvaging of existing z-girts for reinstallation. Can you confirm that our annotations are correct, and if not please provide clarifications.
ANSWER: Refer to reissued Sheet SF201 for clarification of louver framing demolition and new girt framing at the hangar walls along Grid A.
26. Can you please confirm what items are to be costed in the 0001AO "Energy Measures & Sustainability" line item on the bid schedule?
ANSWER: New light fixtures.
27. Specification section 01 57 19 speaks to an MS4 permit (sub sec. 1.2.10) to obtain an NPDES permit (sub sec 1.2.11 & 3.2.1)
Statement:
MS4 permit is for discharge to a municipal sanitary sewer system and does not require an NPDES. NPDES discharges to U.S. waters and does not require an MS4 permit.
Question:
Which permit will be required for this project? Note: This project at present does not meet minimum requirement to have to file for an NPDES.
ANSWER: A NPDES permit is not required based on the disturbed area shown on the Plans.
28. Plan pages C-100 & C-101 show “bore” locations.
Question:
Does ANG have access to the results/geotechnical reports associated with these locations?
ANSWER: Reference geotechnical report prepared by Geolabs, Inc. dated October 6, 2010. See attached.
29. Plan pages call for no specific environmental protection. Specification section 01 57 19 – 1.4 Environmental Protection Requirements is very vague.
Question:
Should general BMP’s following normal regulations be followed? Are there any protections needed for adjacent aircraft, materials, or personnel?
ANSWER: Contractor shall install BMPs following typical Hawaii Department of Health regulations to prevent sediment from storm water runoff from leaving the project site. Fencing/dust screen are required to protect surrounding buildings and aircraft. Locations shall be as directed by the Contracting Officer.
Contractor shall assume that the entire perimeter of the site, including the hangar and ancillary buildings, all excavated or disturbed areas as shown on the Plans, and the Contractor’s staging area, will require dust screen.
30. Can you please confirm where our crane can and cannot be located during construction?
ANSWER: Crane location dependent on type of crane, FAA permit approval, and lift plan approval.
31. KN14 on AE101 states that the contractor is to inspect the condition of the existing wall and determine suitability for fire partition rating. Patch and repair any damaged areas of wall, fill existing penetrations, and repair to conditions necessary to meet the expected rating of the wall. Some of these areas we were not allowed to go on the site visit. Can we get pictures of these partitions to get an idea of the repairs necessary? Also, can you confirm that the repairs are minor patch and repair? Example: old penetration holes that need to be patched, gouges in the wall, etc.
ANSWER: Pictures are not to be made available without permission from the base. Current understanding is that these walls will require minimal repair, possibly to include re-caulking at head of wall, and some patching of existing penetrations. There may be some light cracking or missing portions of tile to be repaired in extreme cases.
32. On AE110 detail A1, the keynote one states the electrical will show the locations, but I could not find them, can you please let me know where the grounding receptacle striping locations are shown on the plans?
ANSWER: Grounding locations are existing to be re-used, and are to be verified on location. Base to locate and coordinate at existing locations.
33. On Keynote 1 on AE151, it states that the existing building structural frame is to be painted. Can you please confirm if all exposed steel is to be painted (for example: monorail frame and supports, exposed purlins/girts/new HSS beams/C-Channel/Fall Restraint System/Etc.)?
ANSWER: The purpose for the note is to call out the existing building structure. Any exposed existing structure in the hangar bays or other occupied areas are to be painted. Any new and exposed structure in occupied areas are also to be painted, per schedule.
Per IN001 General Notes: K. All exposed vertical steel framing (including columns, brace framing, etc.)
shall receive semigloss paint to match adjacent wall, UNO.; L. Where exposed structure ceilings are scheduled to receive paint, the exposed ceiling and all structural elements shall be painted with the scheduled paint color.
34. On detail B1 “Partition Types” on A-0002, it is stating the need for a UL Joint assembly with a HW-D- 0039 Head Condition with steel angle supports to the deck. The three areas where M8 is shown on AE101 are openings that used to be doors or pairs of doors, and the infill will not go to the deck. Can you confirm where the condition shown on the detail B1 on A-0002 would be applicable?
ANSWER: The three locations shown for the use of wall type M8 are correct. The term ‘to deck’ may be replaced with the term ‘to underside of existing block’.
35. On detail B1 on A-002, are the I & F partitions supposed to have unfaced acoustical batts?
ANSWER: Wall types I and F on detail B1, sheet A-002, do not require acoustical batts. The note may be removed.
36. On spec section 11 94 00 Roof Top Fall Protection Anchors, subsection 2.2.2 states the posts shall be attached by means of toggle bolts to the structural steel deck, under subsection 3.2 letter b. it states that the roof anchors must be installed by welding to the roof structure as indicated on the drawings. On detail B3 on AE502, it suggests that the roof top anchors are bolted to the seam on the standing seam roof panels via screw clamps. Prime Contractor is currently working with Sub-Contractor to figure out how this system will be attached so that it is safe and reliant. We will have follow-up questions for this installation, but can the architect direct us on which method of installation is preferred? I would imagine that attaching the anchors to the standing seam would help retain the roof warranty whereas if you weld or start poking holes through the roof with a sub framing attachment, it will probably void the roof warranty, but it will be up to Sub-Contractor to decide if they are comfortable with the how the system is attached if they are going to take liability along with the installer of the system.
ANSWER: The fall-protection anchors are to be attached to the standing seam. Detail B3/AE502 is shown correctly.
37. On detail B3 on AE502, the plans indicate a safety cable attached to the roof top anchors. Please see attached annotated drawing. Can you please confirm that the this is the layout that the ANG wants for the cable?
ANSWER: The provided drawing appears to match the Roof Plan per sheet AE103. ANG has approved of the plans.
38. On AE401, the urinal partition is not listed as an item for the contractor to procure and install. I could not find it in the spec manual either. Is this by others?
ANSWER: Urinal Partitions are by contractor. Refer to Spec 10 21 13 Toilet Compartments 2.3.2 Urinal Screens.
39. On sheet IN0001 under wall finishes “MLP1” states that there is a metal liner panel on the North, South, East & West walls of the Fuel Maintenance/Corrosion Control Hangar and the Wash Bay Hangar, but no details show a liner panel or a wainscot liner panel. Can you please let us know if there is a full height liner panel required in these rooms? We have seen the single liner on the interior side of the hangar door, but no where else. Please advise
ANSWER: There are no liner panels on the interior of the hangar bays except on the interior side of the new hangar doors.
40. On IN0001 there is a material called out under “Misc” called “Railing Paint”. Can you please tell us where the railing is that requires PT9 paint?
ANSWER: Paint the Access Ladder in the Janitors Closet PT9.
41. On IF101 general note G, it states that the contractor is responsible for coordination of final locations for power and data for the furniture, equipment, and furniture systems with vendor. Can you please verify that the electrical and communications drawings contain all of the infrastructure necessary for the above furniture/equipment/furniture systems and we are only required to move said infrastructure to the vendors required location?
ANSWER: Drawings EP101 and ET101 show new power and data infrastructure required for new furniture power and data drop locations. All other existing receptacles and data drops are to remain unless noted on ED101. Contractor to coordinate with base & FF&E consultant for final arrangement.
42. Per spec section 11 94 00, sub section 2.1.3 Trolley, can you please confirm that the 3M DBI-SALA Trolley is acceptable?, and can you confirm if ANG would prefer the 2103147 (Stainless Steel) or 2103143 (Galvanized Steel)? If this trolley is not acceptable, can ANG provide a make and model that is acceptable with the understanding that a product of equal standards can be procured?
ANSWER: Stainless steel 3M DBI-SALA Trolley is acceptable. Stainless steel or Galvanized steel are both acceptable by the AE if they meet the requirements.
43. Please advise if ASTM D1557 can be utilized in-lieu ASTM D4253/D4254 to determine the density of the structural fill.
ANSWER: The Modified Proctor test (ASTM D1557) in lieu of ASTM D4253 is acceptable for determining the maximum density of soil.
44. Please advise if temporary electrical and water sources will be available for construction site and field offices.
ANSWER: Refer to Solicitation RFP Section 00 21 00, Paragraph 10. INFORMATION REGARDING
AVAILABILITY OF UTILITY SERVICES.
45. Will the foam recovered from the existing suppression system be off hauled as hazardous? Can the ANG describe how we are supposed to dispose of the foam recovered from the existing suppression system?
ANSWER: Contractor to test, containerize foam, and stockpile at site. Govt to haul off and dispose.
46. On FA100, general note 4, it states that all existing and new FA conduit shall be painted red or marked with red bands every 20 feet. Can you confirm if the existing FA conduit does not meet these criteria currently?
ANSWER: The current FA conduit does not have red paint or red bands at 20’ intervals and this will need to be added.
47. On Sheet SF101, please confirm the rigid steel frame along GLs 5 and 6 are existing.
ANSWER: The rigid steel frames along Grids 5 and 6 are existing that are to remain.
48. Due to the project’s proximity to the airfield, please advise if a crane will be allowed on the jobsite.
ANSWER: Crane is allowed. Crane location dependent on type of crane, FAA permit approval, and lift plan approval.
49. On Sheets SF901 and SF902, General Notes No. 3 states to assume a bid quantity of 24 individual anchors for the work shown in Details A1, A4, C1, and C4/SF901 and A1 and A4/SF902. Please advise if this bid quantity of 24 is the total quantity expected during the whole project; or if this bid quantity is the expected quantity for each detail.
ANSWER: The bid quantity of 24 is the expected total combined number of threaded anchors requiring repair as indicated in Details A1, A4, C1 and C4/SF901 and Details A1 and A4/SF902 (sheet keynotes 1 and 2).
50. On Sheets SF901 and SF902, General Notes No. 4 states to assume a bid quantity of 4 cross bracing connections for the work shown in Details C1 and C4 /SF902. Please advise if this bid quantity of 4 is the total quantity expected during the whole project; or if this bid quantity is the expected quantity for each detail.
ANSWER: General Note 4 applies only to Details C1 and C4/SF902. The bid quantity of 4 is the expected total combined number of bracing connections requiring repair as indicated in Details C1 and

62. Plan AE501, Detail B2: Detail shows 8” of rigid insulation over metal deck with protection board as substrate to the metal roofing. The clips for the roofing will need to have 10” or longer screws to attach through the insulation to the metal deck. Can the thickness of rigid insulation be reduced by installing batt insulation within the purlin cavity?
ANSWER: The use of batt insulation between purlins reduces the effectiveness of the roof by creating a thermal bridge. Due to strict ASHRAE requirements on this building, the insulation must be kept over the metal girts so that a proper thermal break is maintained.
63. On PD102 keynote 1, the note indicates that we are to demolish piping back to mains and cap from the existing fixtures/associated piping. Can you confirm that the underfloor demo shown on PD101 will contain all areas of piping that will be removed back to the mains? 71. It has come to our attention that Centria no longer makes aluminum insulated panels. Aluminum is not available in the market anymore. The largest insulated panel suppliers are Centria, Metalspan & Kingspan. Kingspan in our opinion is the top in the industry both from a quality, cost and warranty standpoint especially if we package the roof with the siding, I think we can achieve a warranty fairly close to the one described in the spec manual. We also have concerns about the 4 layers of rigid insulation over the admin space. We feel that this will be a difficult installation and will ultimately give you issues over time. The Kingseam roof is a great product and can easily meet the R-Value you are trying to achieve. Please see attached substitution request and let us know if you need any more information to make an informed selection.
ANSWER: Kingspan or Metalspan panels are an acceptable alternative to the Centria panels that were used as the basis of design. Similar thickness and R-value will be required. Submit color samples for selection so that the desired color can be approximated to the Centria panels.
UFC 3-110-03 does not allow the use of insulated metal roof panels beyond the length of 25’-0”.
Therefore, we cannot design the roof to use the insulated metal panels because we will exceed the maximum length allowed.
