About this file

This is a Site Visit/Pre-Proposal Conference Summary for a fire alarm system installation project at McLaughlin Air National Guard Base in Charleston, West Virginia. The conference was held on May 26, 2026, at 10:00 AM EST and was attended by three contracting firms: Dan Hill Construction Company, Burdette Electrical Inc, and S.A. Comunale Inc. The Contracting Officer is Mr. Juan H. Arevalo, with technical representatives from the 130th Civil Engineer Squadron and 130th Fire Department present to provide an overview of project scope, existing conditions, and integration requirements.

The project involves repair and replacement of the fire alarm and mass notification system for Hangars 407 and 421 at the Air National Guard Base. Key project parameters include a 90-day period of performance from Notice to Proceed, with work required at heights up to 75 feet above the hangar floor. Critical requirements include integration with the existing Siemens control panel, installation of addressable heat detectors, reuse of existing conduit where possible, coordination with the Base Fire Department for burning and welding permits, and coordination with the Maintenance Group regarding aircraft presence in hangars. The government confirmed flexibility regarding potential supply chain delays and willingness to extend the period of performance if necessary. Additional written questions must be submitted no later than June 9, 2026, and any responses affecting price, quantity, quality, or terms will be issued via formal amendment. This summary was posted to SAM.gov for all interested parties.
