About this file
This is a Questions and Answers document for Solicitation W50S9J-26-B-A010, issued by the Department of the Army National Guard on 3 June 2026, addressing inquiries regarding the Hangar Fire Alarm System project at McLaughlin Air National Guard Base in Charleston, West Virginia. The solicitation concerns the repair and replacement or refurbishment of fire alarm and mass notification systems serving Hangars 407 and 421.
Key clarifications provided include: bidders must submit proposals based on the original Statement of Work posted to SAM.gov on 12 May 2026, with system substitutions permissible only if demonstrating full compliance with code and UFC requirements; the government will consider extensions to the 90-day performance period due to supply chain delays; all existing conventional initiation devices (manual pull stations, smoke detectors, heat detectors, and duct detectors) must be replaced with addressable devices; heat detectors must be addressable rather than conventional wired; aircraft may remain in the hangar during installation, requiring coordination with Maintenance leadership; existing conduit must be reused; lift heights previously used in the hangar have reached 75 feet; complete fire alarm drawings for all sectors are available on SAM.gov; and the existing HEF system has been deactivated and is not subject to modification under this contract per the USAF Sundown Policy mandated by the 2020 National Defense Act. The government declined to provide additional photographs of control unit cards/modules or record drawings beyond those included in the original Statement of Work package.

QUESTIONS AND ANSWERS
407 and 421 Hangar Fire Alarm System W50S9J-26-B-A010 1679 Coonskin Drive Charleston, WV
1. Will the Government consider a design that does not reuse the existing Siemens panel in Building 407, but instead replaces it so that both Building 407 and 421 are served by a single, unified Potter fire alarm and mass notification system?
· If allowed, are there any constraints (e.g., existing base‑wide monitoring infrastructure, network compatibility, or standardization with other base facilities) that we must specifically address in our design narrative and submittals?
· An acceptable “or equal” system substitution under the current solicitation, provided we demonstrate full compliance with all code and UFC requirements and functional equivalency/improvement; or
· A change that would require a formal modification to the SOW?
Answer: Bidders are to submit their bids based on the original Statement of Work posted to SAM.gov on 12 May 2026.
2. Regarding the NTP and 90 days for completion, is the government willing to work with the winning bidder for an extension on the period of performance due to possible supply chain delays?

3. Is the contractor to install heat detectors that are addressable or conventional wired as a single zone to an addressable system using an initiating Device Circuit Monitor Module?
