About this file
This combined synopsis/solicitation requests quotations for aircraft mishap site cleanup and remediation services within the Hiawatha National Forest in Michigan. The Department of the Army National Guard requires approximately 700 cubic yards of contaminated soil removal during the base period from July 2023 through March 2024, with options for additional soil removal in 120 cubic yard increments through June 2024. Quotes are due by the date specified and must include pricing for each line item, technical and past performance information, and the offeror's UEI and CAGE. Question and Answer 1 Aircraft Mishap Site Cleanup/ Remediation - Hiawatha National Forest
W50S9F-23-Q-0009
1)
• Question: Is the forest road capable of handling heavy equipment?
• Answer: After exiting road 2218, the roads leading to the site are classified as “Road Not
Maintained for Passenger Cars.” Based on road conditions last year, it may have been possible to haul heavy equipment on road 2685 as well.
• See this link for additional information regarding access roads and site location:

2)
• Question: If not (in response to question 1), can we go through with a bulldozer?
• Answer: Coordination will need to occur with the USFS.
3)
• Question: Based on my experience the first phase, 700 yds, will take no more than 2 weeks but giving a year?
• Answer: The base period provides an eight-month period to for planning, mobilization, and performance of the excavation / filling as required. If performance is not completed by winter, it allows the contractor additional time as performance may not be possible during that time.
4)
• Question: Can we do all excavation options during same mobilization? We can submit samples for analysis and go back to any areas requiring additional exaction.
• Answer: The government cannot guarantee the exercise of any options as the need is unknown and funding is not available. If an option was needed to be exercised based on results of the base and government funding was available, the intent would be to exercise the option as soon as possible to avoid a second mobilization. Each option line item may be quoted without the price of a mobilization included and additional mobilizations may be quoted as their own line item, if desired.
