Question and Answer 2 Aircraft Mishap Site Cleanup/ Remediation - Hiawatha National Forest

W50S9F-23-Q-0009

1)

• Question: Based on the SOW and Aircraft Mishap RI Report it appears the crash site is located off either national forest or state-maintained roads. Are these roads capable of supporting the type of truck traffic for this project? If not, will the contractor be responsible for upgrading and maintaining them during the project duration?

• Answer: Depends on the truck being used but an average dump truck (tri-haul, 20 ton) should be fine. Contractor is responsible for any damage caused to roads. The roads are not paved though so consideration to outdoor conditions should be well-thought-out.

2)

• Question: Based on the answer to question #1, if required to upgrade and maintain how many feet should be considered when preparing a proposal?

• Answer: Only required to repair damage.

3)

• Question: How far is the crash site located from the closest maintained roadway? Will a temporary construction road be required to get equipment and dump trucks to the site for transportation of the contaminated soil?

• Answer: Please reference the site map which is to scale. Please see above answer, depends on size of equipment. Not asking to build a temporary road.

4)

• Question: Can any encountered groundwater be treated using a filtration treatment and discharged either back into the ground or to surface?

• Answer: Yes, as long as the filtration treatment is approved by the MI DNR.

5)

• Question: Will the contractor be required to keep the excavation open while waiting for sample results to determine if the excavation is clean?

• Answer: This depends on what time of year and how long samples are expected to take for results.

6)

• Question: Based on the pictures with the RI it appeared the crash site was mostly cleared, will the contractor be required to clean and grub any additional areas of the site to perform the remediation? If so what is the estimated square footage and how heavily vegetated is the area? Will the tree and vegetative material be left onsite or go off site for disposal?

• Answer: No clearing and grubbing.

7)

• Question: Will a bid sheet be provided with specific CLINs as an addendum, or should we create our own bid sheet?

• Answer: Line items are on the Combined Synopsis Solicitation. Provide pricing for each line item in a straightforward format. A bid sheet is not provided by the government.

QCP as a planning document. Will an APP/SSHP and/or UFP-QAPP also be required?

• Answer: No, make sure project safety is up to OSHA standards.

Answer: If the contractor wants to create their own access road they can. The road needs to be removed and restored at the end of the job.

16)

• Question: If road gravel needs to be imported to make an access road, should this be provided as an Optional CLIN item with assumptions provided?
