Dollar Limits of MATOC Contract $25,000,000.00 program limit for all MATOCs awarded All contracts share the total capacity limit

Dollar Limits of MATOC Contract $5,000,000.00 Maximum Per Task Order for the General Task Order Contract

$2,000 Minimum Per Task Order for the General Task Order Contract

$2,500 MINIMUM ORDER which will be issued at time of basic contract award

Number of Basic MATOC Awards A Maximum of 15 Small Business Awards Anticipated Task orders may be set-aside for socio-economic groups such as HUBZone, Service Disabled Veteran Owned Business, Woman Owned Small Business, etc. provided two or more contractors in the socio-economic group are awarded a MATOC Basic

VOLUME 2: Part I

Volume 2: Part I -TECHNICAL PROPOSAL Limited to 23 single pages (10 pages for Subfactor 1, 3 pages for Subfactor 2 and 10 pages for Subfactor 3), exclusive of table of contents, tabs, and dividers. Resumes/Letters of Intent are limited to 2 pages each. Resumes, Letter of Intent, and Organizational Chart do not count toward the 23 page total. Pages in excess of the limit will not be evaluated.

If you have a CPARS Final Evaluation for the project that may be included in lieu of sending form - place behind applicable Exhibit A

Section 00800- Special Contract Provisions Offerors should carefully read section 00800- and DIVISION 01 General Requirements before preparing proposal Important basic contract requirements and conditions are contained in these sections

The Prototypical Project All offerors, regardless of the areas of consideration on location, shall price the prototypical project for examination purposes. Failure to provide a priced Exhibit D will be considered non-compliant with the solicitation requirements and grounds for elimination from consideration/evaluation. *Note: The prototypical project will be examined on price only to determine price fair and reasonable. This price examination will not be applicable to the overall evaluation of proposals and award decision.

Proposal Evaluation Detailed in Section 00120 of the RFP CAREFULLY review sections 00100, 00110 & 00120 and 00800 through Division 01 when preparing proposal Comply with Section 00100 AND 00110 requirements Inquire in writing if you have questions Failure to furnish a complete proposal may result in elimination from consideration

Best Value Award Basis Past Performance and Technical when combined are approximately equal

Best Value Award Decision Best Value is defined as an award based on the greatest overall benefit in response to the requirement.

MATOC Awards The Contractors whose proposals provide the best value to the Government will be awarded contracts

Task Order Award & Fair Opportunity Every Contractor who is awarded a MATOC contract will be given a FAIR OPPORTUNITY to complete for the award of Task or Projects unless an exemption applies

Fair Opportunity Exemptions Urgent or emergency requirements Services are unique or highly specialized interest of economy and efficiency Satisfy the minimum guarantee

Other Times You May Not Be Given An Opportunity To Compete KO May limit competition or exclude a contractor for the following reasons:

Satisfy Agency Small Business Program Goals Projects will be set-aside for 8(a) MATOC Contractors and/or HUB Zone and/or SDVB MATOC Contractors and/or Women Owned Small Business Failure to prosecute the work diligently on a current Task Order Award Order outside your areas of consideration

Master Specification The Master specification, also referred to as the default specification Establishes an industrial and/or commercial standards for maintenance and repair of Government Facilities If SOW does not address a specification for an element of work, the master/default specification applies

Contractor’s Location Normal response time is two (2) days for site visit and three (3) days to thirty (30) for proposal depending on complexity Contractors must be able to respond within 120 Minutes in the event of an emergency to view a site and possibly give a price.

Insurance Requirements MATOC contractors are required to have insurance while under contract- not just when the task order is issued.

You will have access to base for contract related events Must be in place if responding to emergencies

Construction Wage Rates & Bonds Most current Construction Wage rates will apply to each MATOC Request for Proposal Link to Web site will be provided- Note the most current wage determination at time of award of Task Order applies to the Task Order Performance and Payment bonds are established by each Task Order

PAYMENT BOND - T.O.>35K

PERFORMANCE BOND - T.O.>$150K

Bid Bonds If Performance & Payment Bonds are required, a bid bond must also be submitted with the proposal

Task Order Award Execution Procedures KO establishes site visit & notifies MATOC Contractors by email Provides MATOC Project synopsis, offering letter and basis for award & when available SOW/Plans/Wage Rates etc.(RFQ/RFP) (Note in some instances this will be provided at the site visit) KO & Engineer conducts the site visit with MATOC Contractors KO validates proposal due date with Contractors

Task Order Award Execution Procedures Contractor submits questions to KO who will provide answers to all If necessary, engineer makes changes via addendum and forwards to KO who issues Amendment Contractor submits price or best value proposal by hand carried, email, or fax as applicable KO does evaluation and makes award upon receipt of funds KO emails award notice to awardees Notifies all others of award only

Plans and Specifications Normal method of distribution will be via email or web posting When issued on CD/DVD one set of project plans & specifications will be provided to each MATOC contractor at no cost.

It is the MATOC contractors responsibility to notify their subcontractors and provide them copies.

Electronic versions when available will be on the Web

Important Reminders Award is contemplated to be made without discussions - do not anticipate a chance to make corrections or changes Your first proposal will probably be your only proposal!
