SUBJECT: GJKZ182085 Repair Maintenance Hangar B1033 RFI Response #3

Any questions missing from RFI response #3 will be included in the fourth response.

1. Print T-103, Keynote 2, What strands are to be terminated in this patch panel? The three 72 strand fiber cables are terminated in the rack. I would assume the 24 strand FO cable to Room 110 would be in the rack also.

All fiber patch panels should be at the top of the rack and not stacked. Example: if there are 3 racks and 3 fiber patch panels, then each one should have one fiber patch panel at the top.

2. Print T-401, At what height is the ladder tray to be installed? It is usually at 7’ to help support the rack?

If there is an 8 foot ceiling then 7 foot height will be sufficient. We need at least a foot of overhead space to reach in the rack.

3. Print T-501, Detail #3, Is each outlet one voice and one data? Do they terminate on the same patch panel in the Comm Rooms?

Each outlet should contain at least two ports per outlet. If using analog as one of the ports then both phone (analog) patch panel and Ethernet patch panel can be inside the same rack/cabinet.

4. 2.20 Interface to the base wide area mass notification networks.

2.20.1 Fiber Optic

The fiber optic transceiver shall be fully compatible with EIA standards for RS-232, RS-422 and RS-485 at data rates from 0 (DC) to 2.1 mbps (200 kbps for RS-232) in the low speed mode or from 10 kbps to 10 mbps in the high-speed mode. The fiber optic transceiver shall be capable of simplex or full duplex asynchronous transmissions in both point-to-point systems and drop-and-repeat data networks. The fiber optic transceiver shall be user configurable for the protocol, speed and mode of operation required. The fiber optic transceiver shall be installed as a stand-alone or card-cage unit. The fiber optic transceiver shall operate on Single-mode fiber optic cable. The fiber optic transceiver shall be supplied with ST or FCPC type optical connectors.

Cabling: as specified in Section 27 10 00 BUILDING TELECOMMUNICATIONS CABLING

Is there more information about this requirement?

Is it for future connection?

The requirements Specification 28 31 76 Section 2.20.1 Fiber Optic is not applicable. The new fire alarm system shall be connected to the existing radio transmitter.

5. General note 2 states that the notification in the hangar high bay is to remain. The devices are standard horn strobes not capable of voice notification. Is mass notification not required in the hangar high bay?

The hangar bay is not in the scope of the project so all devices are existing to remain.

6. General note 3 states mass notification system is existing to remain, and that the text signs are to be relocated after renovation. The existing system is a conventional system and does not have an MNS. Should this note be deleted?

Yes, Note 3 from F-601 should be deleted since the existing system does not have LED text signs.

7. General note 4. States that a new fire alarm/MNS control panel is to be installed in AFFF 127.

There is very limited space in AFFF 127 and will not accommodate the required cabinets for the new system. Is there additional space available to install the new equipment? It also states the new equipment in the administration area and the existing equipment in the high bay are to be connected together. The fire alarm devices in the high bay are not compatible with the new equipment, should we plan on updating the equipment in the high bay area?

If the new panel is not able to fit in AFFF 127, locate in VEST 100. If the panel is located in AFFF 127 the Annunciator panel in the vestibule will no longer be required. No, do not update the equipment in the high bay since it is out of scope. It is not clear why the devices are not compatible, connect the existing devices to the new fire alarm/mns panel.

8. General note 5 states that additional functions related to the hangar, including mass notification sequence of operation is not included. Is a complete sequence of events for the project going to be provided? Or is left to our discretion? Are there any air handlers that need to be shut down?

Contractor shall be responsible for maintaining the existing sequence of operation. Existing return air units over 2000CFM that requires shutdown shall be maintained. AHU-1 shall be provided with a duct smoke detector on the supply side of the unit and will require shut down on duct smoke detector activation.

9. General note 9 states that both the signaling line and notification circuits shall be Class A.

Other projects on the base have the notification circuits as Class B. Are the notification circuits on this project required to be Class A?

The notification circuits shall be permitted to be Class B.

10. General note 4 states mass notification system is associated with the hangar bay. The drawings do not show any speakers or speaker strobes in the hangar bay. In the hangar bay in order to achieve the audibility requirements for a mass notification system it requires hyper spike speaker arrays. Are we to design the hangar bay as a mass notification system? Is the hangar going to be required to meet the audibility requirements for a mass notification system? If so, is the engineered sound report going to be provided? The report is required to indicate the number and location of the hyper spike speaker arrays.

The hangar bay is not in the scope of the project so all devices are existing to remain.

11. General note 5 states that fire alarm devices in the hangar bay are to remain as-is and are out of the scope of this project. I believe there are fire alarm pull stations in the hangar bay. If so, they have to be upgraded to addressable devices, correct?

The pull stations do not need to be upgraded to addressable rather than can be monitored with an addressable monitor module.

12. General note 6 states all fire alarm devices in the rooms adjacent to the high bay must be explosion proof. The area in the shadow of the aircraft is Div 1 Class 2 to 5' above the finished floor, all the perimeter walls in the high bay are Div 1 Class 2 to 18" above the floor. None of the fire alarm devices will be in either of these zones. Are all the fire alarm devices in adjacent rooms required to be explosion proof? If so can you provide a list of rooms required to be explosion proof?

Refer to electrical plans for hazardous classification locations. If the fire alarm devices are not within the zones mentioned above, the devices are not required to be explosion proof however devices located within hazardous zones are required to be explosion proof.

13. Specification Section(s) 23 09 23.01 & 23 09 13 requires LonWorks with Fox Communications and Niagara Supervisory Gateways.

Requested Substitution:

FAFB standard HVAC communications protocol is BACnet - Is Johnson Controls Metasys BACnet Supervisory and Equipment controllers an acceptable substitution?

DDC control provided and required to be interfaced with existing EMCS system. Only the BACtalk system from Alerton shall be used.

14. In the spec (see below) it says to paint the below unless otherwise noted. I don't see on the plans that it notes to paint the exposed columns, girders, beams, joists and metal deck,. But according to the spec I am seeing that it calls for all to be painted. Is this correct, are we to include painting all these including in the high bay area?

The existing exposed columns, girders, beams, joists, and metal deck in the hangar bay are not in the scope of the project unless specified on drawings and specifications.

See S-001, Structural Steel Notes, 9. ALL STRUCTURAL STEEL WORK, EXCEPT

THAT STEEL TO BE EMBEDDED IN CONCRETE, SHALL BE SHOP PAINTED PER

UFGS 09 97 13.27 AND TOUCHED UP IN THE FIELD AFTER ERECTION.

15. Hardware spec does not have hardware groups that correspond with door schedule? Also, are draft control seals needed?

16. Duct liner - 23 00 00 2.10.7.5 says duct liner is not permitted; however 23 07 00 insulation specification it appears that acoustical duct liner is acceptable. Please clarify if duct can be lined.

No duct liner or acoustical liner is to be used.

17. Fire dampers - There is a specification for fire dampers; however, we do not see locations indicated on the mechanical plans.

Fire dampers are not required.

18. The scale on M-404 Plan F appears to be incorrect. Please submit a question confirming 1/16" = 1'-0" is correct for M-404 Plan F.

Scale is 1/4"=1'-0"

19. Specification 23 21 13.00 20 LOW TEMPERATURE WATER (LTW) HEATING SYSTEM and Specification 23 64 26 CHILLED, CHILLED HOT, AND CONDENSER WATER PIPING SYSTEMS might be modified to include press fittings for use on both copper and steel piping?

No press fittings.

20. Page M404 show the heating water in the mechanical room and to VAV 201 run in 2". Detail 4 on sheet M503 indicates 3" to the building. Which is correct 2" or 3"?

2" is correct for the main HWS & HWR. HWS&R to VAV 201 should be 3/4".

21. Page M503 details 2 and 4 show air separators on both heating and chilled systems. What size and model number should be used as basis of design for each system?

The air separator should be line size. 3" for the chilled water and 2" for the hot water.

Chilled water: Bell & Gossett model R-3f with stainless steel strainer, hot water: Bell & Gossett model R-2N with stainless steel strainer.
