SUBJECT: GJKZ182085 Repair Maintenance Hangar B1033 RFI Response #2
Any questions missing from RFI response #2 will be included in the third response.
1. Fire rated window frames are called out to be aluminum. Please confirm aluminum frames are required and not hollow metal frames.
Hollow metal frames are acceptable if meet the same fire rating.
2. Sheet A-102 GL E-12 calls for three type “E” windows, but 1/A-200 is showing these windows as type “J.” Please clarify.
Must be “J” type.
3. Please confirm if the steel fabricator and erector are required to be AISC Certified.

ACCORDANCE WITH THE PROJECT SPECIFICATIONS AND SECTION 1704.2.5.1

4. AS-Built drawings were mentioned at the site visit. Can as-builts be provided?
No
5. Print TD-102, General Note 8, How many or what type of devices are in the high bay to be re-connected?
7 Devices (Controllers for AHU (4) and De-Stratification fans (3)
6. Does this Fire/MNS system need to meet Fairchild AFB Base Design Standards?
Must have these capabilities listed below:
The complete Fire Alarm System shall be the product of only one manufacturer and shall be capable of communicating with the Monaco D-21 System. Fire alarm panel shall have Point to Point capability through the Monaco D-21 System.
The transceiver shall be a Monaco Radio Alarm System Transceiver and be capable of transmitting a Zone Identification (ZID) to the Monaco D-700 VHF Radio Alarm System located in the fire stations (FM frequency 138.925 MHz).
7. Can a proprietary system be used as long as training is supplied for end-user to have access to proprietary software?
2.14 states. Panels may be field programmable provided that this can be accomplished at the unit (panel) level, without the use of proprietary software, keys, the changing if electronic hardware or use of and proprietary device.
2.14.7 states. Any proprietary equipment and proprietary software needed by qualified technicians to implement future changes to the fire alarm system shall be provided as part of the contract.
Must meet specifications. Proprietary equipment and software shall be thoroughly documented and provided as part of the submittal data. All necessary tools shall be supplied for working with proprietary information. Must meet the capabilities listed in question 6.
8. This range is out of the normal range of listed speakers. Most listed speakers have a range if 400 Hz to 4,000 Hz is this acceptable to be utilized instead of the 150 Hz to 10,000 Hz?
2.18.1 a. Speakers shall incorporate a high efficiency speaker fir maximum output at a minimum power across a frequency range of 150 Hz to 10.000Hz

9. What pages from the scope are required in the bid submittal?

10. What needs to be submitted in the price break down of each trade, and how would you like it to be submitted?
6.4. Pricing of bids shall be broken down by respective trade as well as a final lump sum total. If bids are not broken down so we can see pricing of each aspect of the project that is cause for elimination from consideration for award. (page 9 of Solicitation)
11. Due to the ongoing fluctuations and market uncertainty and to limit potential windfalls and disasters (ref. Administration of Government Contracts by Cibnic, Nash & Nagle a part of the George Washington University Library as to our logic behind this clause – “They will have no windfalls and no disasters. The Government benefits from more accurate bidding, without inflation for risks which may not eventuate.”) we are requesting that this contract include the following FAR Clauses: 52.216-2 & 52.216-4. This will allow the proposals to not include potential material escalation factors which change daily and can be more than 30-40% or more of the materials pricing at times. Contractors will be able to provide an accurate proposal knowing that should factors outside of our control (i.e. material cost increases) impact the project the contracting team will allow for adequate compensatory amounts to account for the cost impacts.
Please confirm if these clauses will be included with the subsequent award of this proposal or if we should factor in these discretionary multipliers to absorb the potential risk.
These clauses will not be included.
12. There is not an SF-30 provided for amendment number 1. Is that going to be posted?
The amendment is only informational for the questions and responses.
13. To what extent do we need to break out our pricing? Page 3 of the solicitation states “Bid pricing must be broken down to include a price breakdown of each trade and aspect of the project. “ Will a pricing schedule be provided? We would like our pricing break down to match the format of the other bidders.
No pricing schedule will be provided, please adhere to what is stated, we are not looking for a specific format just the ability to see what we have asked for.
14. Is it possible for the bid due date to be extended until at least Friday, June 24th? Currently the due date is Tuesday, June 21st, however, this is right after a weekend with two back-to-back holidays. Please advise.
Bid will be extended to Friday 24th at 1:00 PM PST.
15. Confirm all that will be required to submit the proposal will be the 1442, SF-14, Bid bond, price schedule, and cover sheets.
No specific format is outlined as you can create your bids however you see fit as long as all information is provided that was asked for in the solicitation.
16. Reference Solicitation GENERAL REQUIREMENTS – 3.1 SCHEDULING: “Normal base work hours for the Contractor are Tuesday through Friday between the hours of 7:00AM through 4:30 PM, excluding Saturdays, Sundays, Mondays and Federal Holidays.” Please confirm that work on Mondays is not allowed for this project.
Normal base work hours are Tuesday through Friday between the hours of 6:00AM through 4:30 PM. Mondays are permitted on a case by case basis.
17. Please specify the on-site personnel requirements for this project. Is a separate Quality Control Manager and Site Superintendent required?
No but must be qualified to perform Quality Control Manager and Site Superintendent.
18. Please confirm if any framing and to what extent is required at exterior walls for the new windows and doors. Some details show 12” framing on exterior walls, but they do not specifically correlate to the exterior doors/windows.

19. Specifications direct mechanical contractor to follow 1966 SMACNA standards for metal ductwork and SMACNA 1981 for seismic anchorage. Please confirm this is correct or if we are to follow the most recent SMACNA standards.

20. The 078100 Spray Applied Fireproofing spec Part 2.4 calls for an Intumescent Epoxy Coating System, but I found no direction on the plans. Am I missing something, maybe? I can exclude it on my bid, but don’t want to leave you with any “holes”.

21. The new steel “roof” floor assemblies are shown to have a minimum of 4-3/4” lightweight concrete on the steel decking, per Keynotes 1 and 2 on S-104 and S-105. 1/S-506 seems to show a 3-3/4” slab. A minimum of 2-1/4” is all that is required for an inherent 1 hour rating with lightweight concrete. However, several details on A-301 show the decking to receive fireproofing. Will the decking require spray applied fireproofing? Please advise.
Yes, decking requires spray applied fireproofing per the drawings.
22. SH E 101 What is the voltage and amperage of the Storage Bldg. panel?
Not applicable
23. Per page 3 of the solicitation is appears you are asking the contractor to provide design oversight to meet the requirements specified below. Is that correct?
Ensure that the building is being designed in accordance with High Performance and Sustainable Building (HPSB) Requirements per UFC 1-200-02.
Space must support the Air Force Repair Enhancement Program (AFREP) and meet all UFC 4- 211-01 requirements to include fire suppression.
The contractor is responsible for Quality Control not design oversight.
24. Sheet S-502 detail 3 note 3 for the compaction, will a compaction test be required?
