DEPARTMENT OF THE AIR FORCE

HEADQUARTERS 141ST AIR REFUELING WING (AMC)

FAIRCHILD AIR FORCE BASE WASHINGTON

9 June 2022

MEMORANDUM FOR 141 MSG/MSC

FROM: 141 CES/CEO

SUBJECT: GJKZ182085 Repair Maintenance Hangar B1033 RFI Responses

1. T-103 General notes 6, 7 talk about a bid option list. So far, I haven’t run across such a list.

General Notes 6 and 7 are included in the scope and there are no bid options for this project. The Government will use a different line of accounting to fund General Note 6 and will require the contractor to separate these costs for payment after the contract is awarded.

2. T-104 Note 4 - Access Control wiring – Is a ¾” emt required the full length from each door device j box to IT Rm 204? I just want to be sure I’m reading that right, off base we generally get pathway to ceiling space and the cabling is free air.

Cable trays detailed in T-502 are acceptable substitute for ¾” emt to route cabling to IT Room 204.

3. T-501 Detail 3 states a 1” conduit to be run from device jbox to basket tray yet no basket tray is shown on our drawings besides in details 4,5 and 10 on T-502

Cable trays are shown on T-401.

4. T-501 Detail 8 keynote 1 ASC Cabling 2”C, I do not see that keynote on the schematic of detail 8. (I do not see a definition of ASC on my legends either); T-501 Detail 8 from note 2 door controllers the note 3 conduits terminate where?

ASC is defined in Specifications Volume II

1.4.3 Application Specific Controller (ASC): A device that is furnished with a pre-established built in application that is configurable but not re-programmable. An ASC has a fixed factory-installed application program (i.e Program ID) with configurable settings.

Door controllers terminate at the ACP shown on T-401. See General Notes 4 on T104.

5. T-501 Detail 9 conduit required the full length from Jbox to ACP control panel? (Similar to question 4)

Cable trays detailed in T-502 are acceptable substitute for ¾” emt to route cabling to IT Room 204.

6. T-601 Detail 1 note 6 calls for 1 ¼” conduit to data jacks, T-501 detail 3 calls for 1” conduit please clarify which size we are to quote. (1 ¼” conduit fittings are not designed nor listed to fit in a 4x4x2.5 box.) T-601 Detail 1 – with regard to the conduit shown with no size on this detail, can we presume it’s the 2” that runs from the wall mounted data rack in the closet next to OFF 110 to IT rm 204?

Use 1” conduit.

Yes, see key notes 2 on T-102.

Provide 2" conduit and 12 pair single mode fiber optic cable to telecom rack fopp located in room 204.

7. Looking at the window schedule, I have a question on the fire rated frames. Are your intentions to go with the aluminum fire rated frames or with hollow metal fire rated? (The aluminum frames are quite spendy and often are switched to hollow metal.)

Hollow metal fire rated frames are acceptable.

8. Per page A-102 grid line E there are three windows called out as an “E” frame interior. On page A-200 they are called out as a “J” frame exterior. Each is a different size and make up.

Does that include the fire rated frames being mislabeled as aluminum…?

The three windows on page A-102 grid line E shall be “J” frame exterior.

9. What is the slab thickness of the hangar floor?

See ground-penetrating radar report.

10. Hardware spec does not have hardware groups that correspond with door schedule? Also, are draft control seals needed?

Draft control seals are required for all exterior doors. Stanley Best hardware is used for all doors on base. Requesting A/E to provide information on hardware groups that correspond with door schedule.

11. Is the hangar epoxy floor only to be repaired on the hangar side and just repaired where the existing floor is disturbed, and new concrete is placed?

Yes

12. Primary Cables Question: During replacement of Transformers and pads for 3T1033A and 3T1033B the existing primary conductors feeding these transformers will be isolated and de-energized at Junction J-170. During this process it appears transformer T1029A will also be de-energized feeding a different hanger.

Do not replace transformer 3T1033B. The transformer was replaced with a new 225 KVA, 480/277V transformer in 2021.

Is there a loop system that can continue to feed transformer T1029A?

No

If no loop system is available will the hanger being feed by T1029A be required to stay energized?

Must schedule a power outage and minimize time to replace the transformer.

If it is required to stay energized what will be required to accomplish

No

13. (1) On the finish schedule (Page A-600), the high bay (114) and laundry (106) rooms appear to be the only two rooms calling for the POLY fuel-resistant epoxy flooring. However, the high bay has an (E) next to the finish. I assume this means, existing. Does Fairchild want this flooring in the high-bay removed and replaced per the spec?

(See screenshot below)

No

(Assuming the answer to #1 is yes, they do want the flooring replaced in the high bay)

(2) Is there a detail plan that shows how they would like the concrete joints detailed?

(3) Is there a line striping plan showing how and where they would like safety striping (extinguishers, eye wash stations, etc.) and laydown line striping for the aircraft?

(4) Are there grounding points in the hangar that need circular identification markings?

(5) How would the base like the perimeter of the high bay finished? There is no cove, wall base, or joint detail called out.
