QUESTIONS AND ANSWERS
Building 134 Bid Inquiries
1. Are there CAD files available for the grading for this project showing existing and proposed grades? Also, the utilities if available?
Government will provide CAD files for the grading for this project after the contract is awarded.
2. Please confirm that 3rd party Total Building Commissioning is to be provided by General Contractor.
Confirmed, GC to provide.
3. Please confirm that 3rd party pressure testing for the air barrier is to be provided by General Contractor Confirmed, GC to provide.
4. There are architectural, plumbing and electrical demo plans, but no HVAC demo plan. Please clarify the intent.
The intent is to demolish all existing HVAC systems and associated wiring, controls, and accessories within the scope of demolition described on drawing AD-101 (general note L).
5. CD101 has a note saying, "All parking lot work is to be included in Option 03". C101 does not note Lot A or Lot B as Option 03. C102 shows Lot B as Option 03. Please clarify the scope of Option 03.
Both Parking Lot A and B should be considered as part of the Option 3.
6. C101 - Marble Inlays (7) at entrance noted as "details to follow". Should we include an allowance? Please provide guidance.
GC to price 7 Marble Inlays, specific images to be provided during construction.
7. C101 has notes to relocate existing light poles (I count 5) and coordinate new locations with the COR.
These are not shown in the electrical drawings. What should we assume for bidding purposes?
Assumption is per note 6 on C-101. These will require relocation if Option 3 is awarded.
Two of the existing light poles should be moved to the northwest side of “LOT A”. Three of the light poles will be moved to the southeast side of “LOT A”. Light poles must be evenly spaced out. As noted in keynote 6, contractor is responsible for providing all required conduit, conductors and ductbanks for relocation of the existing light poles.
C101 shows (2) shades of asphalt. One labeled light duty asphalt and the other labeled full depth asphalt replacement. Both reference the same detail A1/C502. What is the difference between the two?
Lot A has a shaded portion that is asphalt overlay which refers to the detail on the right labeled overlay.
The light shaded area is new full depth section which is the detail on the left because it is in a new location and will be regraded. The darker shaded area is existing, but requires full depth replacement down to the existing subgrade and verify required compaction is met.
Lot B: The darker shaded area is full depth replacement down to the existing subgrade and verify required compaction is met. The light shaded area is new full depth section which is the detail on the left because it is in a new location and will be regraded.
8. B1/S502 shows typical new CMU at the perimeter to 3'4" AFF, D4/AD101 shows existing precast panels to remain from 7'2" AFF to top of parapet. In locations without windows, what fills the space between 3'4" & 7'2 (C2/A520 corners, Office 119, Toilet 112, etc...) at the perimeter? No details found.
New 8” CMU with brick veneer will fill the spaces between the windows and at the corners from the new slab/foundation extension to the bottom of the existing precast walls at 7’-2”. The new brick veneer will wrap around the existing concrete columns at the perimeter walls.
9. C3/A310, C3 & C5/A311 all show a concrete brick shelf at the base of the wall with a note to see structural. I have not found any details in structural for this brick shelf. Please provide guidance.
The brick support concrete shelf should have been indicated on the structural Foundation/Slab Plan/S-100.
This condition should be shown along three column lines – along column line C.5 between column lines 2 & 5.2, along column line 5.2 between column lines A & C.5, and along column line A, between column lines 5.2 & 10.2. The concrete shelf is 8” wide x 10” deep, continuous under the brick at the locations noted above. Reinforce with 2-#5 longitudinal and #4 @ 24” transverse. Dowel into existing turned down slab with #4 hooked bars @ 24”, epoxy anchored into existing turn down, embedded a minimum of 5”, centered on the shelf beam.
10. D1/A313 shows adding a concrete stem wall on an existing concrete beam. I have not found this in the structural drawings. Existing conditions include a round column with precast panels above. Please clarify the intent.
This is intended to be an extension of the 20” concrete entry column along column lines F.7 & 6.8 to support the new metal stud column wrap at the top and to support the new concrete cap. The stem wall is 1’-4” wide x 3’-0” high x 3’-6” long. Reinforce with 5 - # 5 each face vertical and 4 - #4 each face horizontal. Epoxy dowel the vertical bars into the supporting concrete.
11. C3/A510 shows a steel clip angle above the trusses and behind the gutter. It refers us to structural for details. I have found no reference to this angle in structural. Please clarify the intent.
The comment seems to be referring to the continuous steel angle (or more clearly, the bent plate) that is shown connected to the top chord of the trusses and supports the sub-fascia and vertical metal panels at the top of the wall instead of the angle clips. Structural drawings indicate this closure steel as a true angle connected to the bottom chord of the new trusses and extending vertically to just below the new steel roof decking. The architectural drawing is correct, but the thickness of the plate is not called out. Use 3/8” bent plate. The clip angles in the referenced detail are used to anchor each new light gauge metal truss bottom chord to the top of the new steel beams and are part of the delegated truss design (See B4/S-501).
12. Air barrier is specified, but not shown in the wall details on A310 or A311. Please clarify the intent.
The air barrier should be placed on the interior side of rigid insulation in brick cavity wall construction. The insulated metal panel systems act as their own air barrier if the joints are properly installed.
13. C1/A550 has a new footing and refers us to Civil drawings for size and location. C101 shows the location of a new building monument sign but refers us to architectural and structural plans for details. I have not found the foundation design for this sign in structural. Please provide guidance.
Assume a concrete footing 24’L x 4’-6”W x 1’-6”thick with #5 rebar @ 12” o.c. T&B. The structural DOR will issue more detailed information about doweled reinforcing bars extending from the footing up into the CMU brick backup in a future Amendment. Disregard the plan B3/A-550 as the existing monument sign is to be demolished in this contract and a new one constructed nearby.
14. D1/A550 has architectural details for an entry feature and refers us to structural for foundation details. I have not found the foundation design for this sign in structural. Please provide guidance.
There is no Detail D1/A550. Please clarify.
15. Please provide soil contamination report if available.
There is no soil contamination on site, therefore soil contamination report is not required.
16. Given the age of the building and the amount of demo required, has lead and asbestos testing been completed, if so can the findings report be published.
Yes, the Government has surveyed the facility and confirmed no asbestos onsite. The building was constructed in 1987, appx 10 years after lead and asbestos bans.
17. Provide the most recent flow test information for building and surrounding fire hydrants.
See attached, this is provided for reference only, the Govt makes no guarantees regarding the content of these documents. GC will be responsible for obtaining their own flow data for design.
18. Will the furniture be removed and stored by the base, or should the Contractor anticipate removing and storing furniture?
The government will remove and store furniture.
19. Built up roof system must be removed down to metal deck prior to install of light gauge metal trusses, what is the condition of the metal deck. Is there an existing roof structural analysis, is the decking/roof in good condition to work from inside the building footprint or will all work need to be done from outside building footprint.
Once the existing roofing materials are removed, inspect the decking for deterioration or structural issues.
For bidding purposes assume the decking is adequate to support the typical roof live load of 20 PSF.
Contact COR if issues are encountered.
20. Please provide Davis Bacon Wage Determination for this project.
Wage Rates are in the solicitation
21. Are there any equipment or devices that are to remain and be reused, if so please provide a list No, the Government will remove any devices intended for reuse.
22. Are as-builts available for the existing precast concrete wall panels that are to be removed.
See attached, this is provided for reference only, the Govt makes no guarantees regarding the content of these documents.
23. Given that the site visit occurred on 1/24/24 and roster was provided on 1/24/24 is it possible to extend the bid date by 14 days to provide sufficient time for consideration of all conditions?
Bids will be extended 2 days to accommodate Q&A adjustments
24. Which comm closet is the MDF?
MDF is COMM RM 154
25. Does the SIPR closet need fiber?
24 strand SM FOC and 25pr copper to SIPR from COMM Rm 154.
26. What strand count fiber is needed for the backbone?
24 Strand
27. Do MAGS, PINs, Card readers, Duress buttons, Electrical Meter Monitoring, and Telephones(w) need to go to specific closet?
Comm RM 154
28. Which closet do the speaker runs go to?
Comm Rm 154
29. Do we need to extended service to the MDF location?
The existing campus backbone cabling feeding Building 134 will be pulled back to the nearest manhole and capped during construction. The cable will be re‐installed, re‐terminated and retested when the MDF has been made ready for cable installation.
30. Do you have an approximate start date for this project?
Contract awarded anticipated NLT 1 June
31. What size and type is the cable tray on drawing T-110?
12 x 4 Wire Basket. General Note C.
32. Is MC cable acceptable on this project between outlets?
No, MC cable is not acceptable.
33. S001 Delegated design notes list ATFP component bracing. Where does this occur?
Refer to UFC 4-010-01 Standard 15 and 19. Only the features and equipment modified or provided in this project are applicable. Specification 13 48 73 provides additional information regarding bracing requirements.
34. Are there any ATFP requirements in the project (like the windows)?
Yes, UFC 4-010-01 applies to this project. The requirements have been included in the design and specifications. For windows, specifically, refer to specification section 08 81 00 Glazing for minimum ATFP requirements (inner layer of insulated assemblies must be laminated or polycarbonate sheeting).
35. Specification 07 19 00 is for water repellants, but I don't see any scope noted in the bid documents. Please clarify the intent.
Disregard specification 07 19 00. There are no water repellants required in this project.
36. Specification 13 48 73 Seismic Control for Misc Equipment, part 1.2.2 calls for seismic bracing on Equipment/Components with Ip=1.5. I have not found a list of Equipment/Components with Ip=1.5. Please clarify the requirements.
Equipment related to life safety functions, such as emergency lighting, fire suppression systems, fire alarm system, mass notification system.
37. Note 3/A102 states provide shelving, See B4/A603. No shelving is shown this detail. Please clarify the requirements.
The reference detail is incorrect. Disregard the ‘See Detail B4/A-603’ in keynote #3 and instead see Detail
B4/A-605. This wood shelving occurs in rooms 108 (keynote 3 is missing), 170 & 188. Disregard keynote 3 in room 118.
38. Specification 09 22 00:
Part 1.2: Shop Drawings for Metal Support Systems: Are shop drawings for metal stud framing required or can the structural/exterior framing required be according to the EOR structural sheets? Metal Support System shop drawings are required as these systems are delegated designs.
Part 2.1.1.2. indicates minimum metal thickness as 0.0329 and rules out Equivalent Thickness metals that would allow for dimpled drywall gauge studs. This will be significantly more costly than allowing the EQ 20g studs. Are structural 20g (0.0329) required or can this spec be waived to allow for EQ studs? Non-load bearing metal studs can be 22 gauge, but load bearing metal studs must be as designed by the delegated light gauge metal stud engineer with his/her stamp of approval.
39. Specification 09 29 00 Part 3.4. calls for all exposed drywall to be finished to Level 5 drywall finish (this finish is typically reserved for semi-gloss and higher sheen paint finishes). Level 5 finish on all exposed drywall will significantly drive up the price of this scope of work. Is Level 5 drywall finish required on all exposed drywall? If not, please call out any locations where Level 5 must be provided.
Yes, Level 5 drywall finish is required for all exposed drywall.
40. Specification 09 51 00:
Part 1.2 SD-02 calls for shop drawings for Acoustical Ceilings. Manufacturer’s instructions are typically all that is required for ceiling submittals. Please waive or clarify specific details requiring shop drawings as related to acoustical ceiling systems. Shop drawings for Acoustical Tile Ceilings will not be required. Product data and samples will still be required.
Part 1.8.a calls for UL declassifications for fire-rated ceiling/roof assemblies. No such fire-rated assemblies are shown on this project. Can this requirement be waived? Yes, the requirement for fire-rated acoustical ceilings is not required.
Part 2.1.
Please clarify what “Provide sound controlling units mechanically mounted on a ceiling suspension system for acoustical treatment” means. Disregard this requirement.
“Coordinate with paragraph RECLAMATION PROCEDURES for reclamation of mineral fiber acoustical ceiling panels to be removed from job site.” Are you requiring the waste/scrap ceiling tiles to be recycled? Manufacturers will not set up recycling for scraps. Please waive. The reclamation procedures for acoustical ceiling panels refer to the removal of all the existing ACT, not the scraps produced as a by-product of the new installations.
Part 2.1.1.
Is there a mock up required for testing? No, a mock-up of the ceiling systems requiring an attenuation class (CAC) of 35 or greater is not required. Manufacturer’s data in acoustic transmission values will suffice.
Are fixture attenuators required at light fixtures? These can cost more than the light fixtures. Please specify a particular attenuator, if required, because these can vary widely in performance and price.
No, fixture attenuators will not be required at light fixtures and other ACT penetrations since all sensitive areas requiring higher STC and CAC values will occur in rooms where the perimeter walls will extend to the roof deck.
Part 2.1.2 and Part 2.1.3 call for ASTM Test methods to determine two different performance criteria (Will on-site testing be required or will manufacturer literature on the specified products be sufficient for these determinations? The manufacturer’s literature will suffice for indicating the performance criteria for Acoustical Tile Ceiling systems.
Part 2.2.1 calls for ACT-1 to be a 2x2 tile with Tegular edge; Plan sheet A-610 Finish schedule calls out Armstrong 605 ceiling tile. This call out is a 2x4 tile with a square lay-in edge rather than tegular. RCP shows 2x2. Please clarify spec for ACT 1 (see attached data-sheet-ceramaguard.pdf). All acoustical ceiling tiles in moist areas (ACT 1) shall be 2’x2’x5/8” equal to Armstrong’s Ceramaguard 607.
Part 2.3 Indicates aluminum cap facing on Type 2 ceiling and steel facing on Type 1 ceiling. Type 1 ceiling is listed on the finish schedule A610 as Armstrong 605 Ceramaguard and is coded on ceiling plan A103 as moisture resistant. Typically aluminum cap would be designated for moisture prone areas and steel cap would be designated for common office spaces. This seems to be the opposite of design intent; should Type 1 be aluminum cap and Type 2 be steel cap?
Yes, the materials are stated backwards. Type 1 shall have aluminum cap and Type 2 shall have steel cap.
42. A-610: AWC1 is insufficiently called out. Is the grid supposed to be black? Is the tile a custom color to match WV2? Please clarify/fully specify AWC1 (see attached woodworks-channeled-tegular-data-sheet.pdf). There are numerous options for color and acoustic performance that drive the material and labor pricing for this line of products.
Yes, the grid is black, this is noted in the finish schedule. Finish states to match WV2, this is a typo and should read WS2. The product data sheets indicate stains can be matched.
43. In the Telecommunications Legend on drawing T-001, the NIPRNET triangle symbol calls for (4) CAT6, but the TELECOMMUNICATIONS ONE-LINE DIAGRAM D1 on drawing T-601 shows WAO receiving (2) CAT6. Please clarify 4 or 2 CAT6 cables to clear triangle symbols on drawing.
4 Cat 6 cables for NIPRNET
44. Drawings T-401, T-402, and T-403 call for 24 STRAND SINGLEMODE FIBER OPTIC CABLE to be installed in the backbone. However, the TELECOMMUNICATIONS ONE-LINE DIAGRAM D1 on drawing T-601 show 12 STRAND SM OPTICAL FIBER CABLE in the backbone. Please clarify 24- or 12-strand needed in the backbone.
24 Strand
45. Are j-hooks needed in the horizontal for CAT 6 cabling or do the drop locations have conduit from the faceplate all the way to the corridor basket tray?
Conduit will be installed from each outlet to tray whenever possible. J-hooks will be installed for short runs when distance from WAO to cable tray is within 50 feet.
46. The TELECOMMUNICATIONS ONE-LINE DIAGRAM D1 on drawing T-601 states “OUTSIDE PLANT BACKBONE CABLE, TYPE AND QUANTITY UNKNOWN.” Please confirm scope for Division 27 does NOT include any outdoor cabling.
The existing campus backbone cabling feeding Building 134 will be pulled back to the nearest manhole and capped during construction. The cable will be re-installed, re-terminated and retested when the TR has been made ready for cable installation.
47. Under the wall panel section 07 42 13 Part 2.2.2.5 Color - it list the color as selected from the manufacturer’s premium color chart. Does the contracting officers intent include custom color (very expensive) or just standard/metallic colors? The colors will be required to be custom.
48. We can get the water tight warranty on the wall panels, but we have to use the manufacturer’s recommended high temperature ice and water shield behind the panels. Because of this we won’t be able to use the specified air and moisture barrier. Please specify which panels are in question; roof or wall panels? If it is the roof panels as I assume, the ice and water shield will act as the air and moisture barrier.
49. Under the standing seam section 07 61 14 Part 2.1 states the use of not less than 12” wide panels. Does this mean we can use a 16” or 18” wide panel if we choose? Both of these widths will be less expensive in material and labor.
Yes, 16” or 18” panels will be acceptable.
50. The roof detail drawings A510 & A511 don’t show any sort of sub-framing to anchor the wall panels to. We would recommend a Z furring anchored to the existing concrete wall. Can you ask the architect what the intent is at these details. Anchoring the wall panels to gyp board is not an option.
The intent is to use metal studs or Z furring at 16” o.c. anchored to the existing concrete walls as noted on the details on sheet A-310. Disregard the use of exterior gypsum board where indicated as a siding backer and use vertical Z furring to attach the horizontal metal panels. The rigid insulation will act as the air barrier if properly taped and sealed.
51. Sheet A102 - Lockers in Rooms 145, 157 & 158 reference Keynote 5. The note conflicts with the quantity on the drawings and the locker sizes in the locker specification. Other rooms (Rm 118, Rm 114 for example) show something that could be lockers but are not noted. Please clarify the intent.
LK1 listed on the finish legend are 18”W x 18”D x 72”H. Double tier lockers from Lyon Lockers. The lockers are located in rooms 114, 118, 145, 157 and 158 (BCE). Provide the number of lockers shown in rooms 114, 118 & 145, but only provide (4) double tier lockers in rooms 157 & 158. Disregard the keynote #5 on sheet A- 102.
52. Solid surface wall guards are specified in Specification 10 26 00 Wall and Door Protection, but I have not found any locations noted in the drawings. Please clarify the intent.
Solid surface wall guards are not required for this project. Disregard this material in the specification 10 26 00 Wall and Door Protection.
53. Corner guards are specified in Specification 10 26 00 Wall and Door Protection, but I have not found any locations noted in the drawings. Please clarify the intent.
The finish legend states “install on all outside corners”, please reference the attached floor plan with locations to further clarify
54. Option 02 is for Advantor Security and references specs and drawings. I have not found a specification or a scope noted in the drawings. Please clarify the intent.
Spec section for ESS is attached. Drawing T-110 indicates location for ESS hardware. Specific system requirements should be coordinated with Advantor.
55. Spec section 07 53 23 (2.1.2 & 2.1.12) is requiring energy star rated roof materials in the form of a coating over the new membrane. Can we use a manufactured white EPDM membrane to accomplish rating? It will be a better product than a black EPDM with a white acrylic/silicone coating.
Yes, a white EPDM roof membrane will suffice for the energy efficiency requirements.
