27. The solicitation states electronic bids are not accepted. Please confirm what address the hardcopy bids are to be mailed to.

A: 123 Briscoe Drive Louisville, TN 37777

28. Based on the amended solicitation document, the system for the base bid is assumed to go from string 1-1 to string 12-4. However, based on sheets E2.0 and E2.1 in the drawing set, the size of the system that is indicated as the base bid includes strings 1-1 to 12-5. Which of these is correct?

A: Use sheet E2.1 for layout, sizing of the array and of the Alternate

29. In Option 1 in the solicitation it is stated that this Option includes strings 13‐4 to 17‐4. However, on page E2.1 of the drawing set, the strings for inverter 4 only go up to 16‐4. Was the inclusion of 17‐4 a typo or is the drawing set incorrect?

A: This was a typo and should be 13-4 to 16-4.

30. There are multiple discrepancies between sheets E2.0 and E2.1 in the drawing set:

a. E2.1 is missing 16 tables within the main array when compared to E2.0.

i. 1 table to the left of string 4-6 as shown on E2.1

ii. 1 table to the left of string 11-6 as shown on E2.1

iii. 1 table to the right of 3-8 as shown on E2.1

iv. 2 tables to the right of 8-8 as shown on E2.1

v. 3 tables to the right of 11-8 as shown on E2.1

vi. 5 tables below the row containing 9-8 to 11-8 as shown on E2.1

vii. 3 tables below the aforementioned 5 tables

b. Can you confirm which of these layouts is accurate?

A: Use sheet E2.1 for layout, sizing of the array and of the Alternate

31. We are not seeing any specific approved ground mount racking system in the project documents. Does this mean that we can use whatever ground mounting system that we want for the purpose of the bid?

A: The intention is to have driven piles for support of the ground mounted tables with loading to meet the requirements identified in previous Addendum.

32. Can you list the name, phone number and email address of the POC for this project at the City of Alcoa?

A: Alcoa Electric POC: Steve Reynolds, Senior Electric Engineer 865‐380‐4869 SReynolds@cityofalcoa‐tn.gov

33. Is the City of Alcoa expected to make the MV terminations in the transformer and MV SWGR?

A: Yes, Alcoa Electric will terminate all MV cable ends at transformer and switchgear.

34. Will the materials that the contractor needs to purchase from Alcoa be delivered by Alcoa or will the contractor be responsible for transportation of these materials to the site?

A: The GC will pick up the coffin vaults and half of the 4" electric conduit from Alcoa Electric's warehouse/yard. Just to clarify. The GC will purchase the coffin vaults from Alcoa Electric. Alcoa Electric is providing 3 of the 6 conduits for the duct bank (at no cost to the GC) for future loop closure. All 6 conduits will turn up in each vault (vault specs can be re‐issued if needed) The vaults are in stock, but we will have to order the conduit.

35. Sheet E6.0 Keynote #7 states that “CONDUCTORS TRANSITIONED BETWEEN ROWS TO DC

COMBINER WILL ADHERE TO ROW G OF THE DC SCHEDULE.” There is no Row G listed on the DC Wire Schedule on sheet E6.0. Can you clarify this?

A: This was a typo and should be A.1 not G

36. The DC wire and Conduit Specifications table on sheet E6.0 has a row titled “A.1”. This Row is not called out on the reference sheet E5.1. Can you clarify where row “A.1” is applicable?

A: Row A.1 is not shown but Keynote 7 clarifies the connection and details.

37. Section 26 0519 3.01 D states “PV Circuits: Copper. Solid for No. 10 AWG and smaller; stranded for 8 AWG and larger.” 2,000V rated PV wire is not manufactured with solid copper in any size; only stranded. Is stranded Cu 10 AWG 2kV PV wire acceptable? If not, do you want stranded Cu 8 AWG 2 kV PV wire used instead of

10 AWG?

A: Stranded Cu 10 AWG 2kV PV wire is acceptable.

38. Detail #2 on sheet E4.2 shows a 3” Sch 80 PVC conduit at the DC combiner for DC string wire. The DC wire and conduit specifications on sheet E6.0 call out a 1.25” conduit for this wire. Can you clarify which is correct?

A: Use 1.25” conduit for this wire.

39. Detail #2 on sheet E4.2 shows a 3” RMC conduit at the DC combiner for the conductors to the inverter. The

DC wire and conduit specifications on sheet E6.0 call out a 2.5” conduit for this wire. Also, Keynote #5 on sheet E6.0 states that Sch. 80 PVC is to be used for transitions from above grade to below grade. This conduit would be transitioning below grade so should this be Sch. 80 PVC rather than RMC?

A: Use 2.5” or 3” conduit is acceptable based on preference/availability. This conduit should be Sch. 80 PVC

40. Will the contractor be responsible for costs associated with the Special Inspection and Observations listed in

S.1? If so, can you provide the contact information for the geotechnical engineer of record as well as the structural engineer of record?

A: Yes. Geotechnical Services were provided by the following:

GEOServices, LLC 2561 Willow Point Way Knoxville, TN 37931 Phone (865) 539-8242 Fax (865) 539-8252

41. It is our understanding that the 480W Hanwha module that is the basis-of-design for this project is no longer manufactured in Georgia. Would the government still accept this modules use if it is manufactured outside of the US?

A: Government would not accept product manufactured outside of the US

42. Section 26-3100 states that Jinko Solar is an approved manufacture for this project. At this time, Jinko is only producing 405W modules in their facility based in Florida. Would the government approve the use of a 405W module for this project?

A: The government would accept the lower wattage panels if the requested DC wattage for the base bid and for each of the Options is met. It would be the responsibility of the contractor to redesign the layout and get approvals so as to accommodate the larger array.

43. If the government will approve the usage of a smaller wattage module for this installation should the contractor increase the total number of modules in their bid to match the overall DC wattage of the system as it is currently designed?

A: Yes, it is the intention to meet the requested DC wattage for the base bid and for each of the Options. It would be the responsibility of the contractor to redesign the layout and get approvals so as to accommodate the larger array.

44. Section 26-3100 lists monocrystalline as the only acceptable PV cell material. Would the government consider the use of thin film modules for this project?

A: No. the project specifications require monocrystalline

45. Section 4.1.1 Existing Fill Materials of the Geotechnical Report states “There is an inherent risk of excessive total or differential settlement of foundations and other features constructed on undocumented fill materials. At a minimum, we recommend that debris laden fill, deleterious materials, or very soft to soft materials encountered during grading or construction and/or between our borings, be completely undercut and disposed off‐site. A budget contingency for additional undercutting and replacement of unsuitable materials that may be encountered during construction should be included.” Is the intent to have the cost of undercutting fill materials and replacing with suitable fill included in this bid? We would usually defer to the structural engineering team for the racking manufacturer on this rather than including this cost in our bid.

A: It is not the intent to have to have any additional cost of "undercutting and replacing with suitable fill", included in the project bid. It is anticipated that the engineering team for the racking manufacturer has considered the current conditions to accommodate the intended pile installation. There is minor construction of the shallow footings area at the equipment pad, where unsuitable soil could impact the installation. This would be addressed as/if needed and covered by a change to the work.

46. Similar to above, do we need to include a budget for pile refusals during racking installation? We typically handle this via change order if needed after piles have been installed on the site to avoid unnecessary cost if all piles are able to be installed without refusal.

A: There is a possibility, per the Geotech report, of hitting obstructions during pile installation. If that should happen, we will handle the impacts of any pile refusals, at that time, and by reviewing available alternatives based on the location of the refusal. The documents do not request any additional budget/contingency be included as part of the bid.

47. Paragraph 52.211‐10 Commencement, Prosecution, and completion of work (APR 1984) , item (C)

"complete the entire work ready for use not later than three hundred sixty‐five days (365) after receipt of notice to proceed. The SF1442, item 11, states that: [work will be] "completed within 270 calendar days after receiving notice to proceed. The addendum No. 001 and NO. 002, SF1442, item

11. Indicates 270 days duration to complete. Please confirm that the duration is 365 days to complete, after the notice to proceed.

A: Contract duration is 270 days from NTP.

48. For the MV conduit purchased by Alcoa. The run is shown as approximately ¾ of a mile. We need to know how long the conduit provided by Alcoa is to be? 10ft, 20ft?

A: 10 Ft

49. Sheet C1.0 does not show the solar field being enclosed by a fence. Please confirm that this is not required by the Authority Having Jurisdiction

A: See Response to #60.

50. Please provide pictures of the interior of the existing electrical panels that the system will tie into.

A: Contractors may schedule a prebid site visit to open/inspect gear as part of the bid process. POC for site visits is Lt Col Jay Ferguson at (865) 336-4212.

51. Can you confirm that the installation of a security fence surrounding this PV array is not included in this project?

A: See Response to #60.

52. Can you confirm that the procurement and installation of Inverters 5‐8 are not to be included in the base bid?

A: This is correct, the only inverters included in the base bid are those required for the Base Bid sub Arrays.

53. Sheet E5.2 shows a Power Manager System Control. Is this intended to be included in this package or is this already existing on the site?

A: This is part of the existing Standby Generator back up system.

54. Is this project exempt from sales tax?

A: No

55. The legend on sheet E5.2 calls out multi‐mode fiber running from the PV Switchgear to the

Microgrid Panel. It appears that the wire schedule on sheet E6.0 is calling for single mode fiber here according to the reference sheet column for Row “O”. Can you clarify this?

A: Single Mode Fiber is intended per wire schedule.

56. Considering the current supply chain uncertainties, how long does our price need to be fixed? We see that the government is asking for pricing to be held for 90 days on the SF 1442.

A: 90 days

57. Does the government want us to include a contingency to account for future price fluctuation in our bid, or how should this be handled if the award is made after 90 days?

A: The Government can’t tell you how to submit your pricing. This is a Firm Fixed Price Contract

58. If the project moves to a higher wattage module, will the clearing/grading requirements for the site change?

A: Yes, the appropriate area shall be cleared and graded to accommodate the final accepted array size, this applies to Base bid alternative wattage panels, and/or Bid Alternate array size.

59. Please confirm the current specification concerning the inverter and modules. The current market has evolved from the equipment mentioned in the drawings, please confirm alternative products are allowed and who is responsible for the reengineering fees associated with switching products.

A: Alternative projects/models are acceptable assuming compliance with all performance and production requirements outlined in the specifications. It will be the responsibility of the provider for any reengineering.

60. No fence is currently called out in the plans, yet the NEC 2017 code calls for all ground‐mounted arrays to require a fence surrounding the perimeter of the array. Is a fence required here, and what is the current fence specification?

A: Per NEC 2017, fencing is required for large‐scale PV electric production facility of no less than 5000 kW, reference Article 691.4 (2). The current design is less than 5000 KW.

61. Please clarify the future expansion comment on drawing E2.2 Inverter/Transformer station details.

Is this inclusive of all alternate bids only or future expansion beyond this?

A: Provide Stub ups, capped 12” above slab and 12” beyond slab edge, for all potential Inverters for full build out of 150kW (AC) Array.

62. In Note 9, regarding the 3,000' run and tap box that Alcoa is providing, please confirm if the cables and conduits being provided is between PV12 and the MV transformer or PV12 and the array.

A: The cables and conduits being provided are between MV switchgear and solar PV transformer (2000kVA pad mount transformer)

63. On drawings 3.0, are SF lines drawn through THE array of all Straw Wattle, and if so, will there be a perimeter Silt Fence? Please provide clarity on what labels are Straw Wattle and which are Silt Fence.

A: The silt fence and straw wattle are interchangeable. Please use whichever is best suitable for the site and ease of installation.

64. Can the site superintendent also serve as the project's quality control manager and site safety?

A: Based on the type/size of the project, this is acceptable.

65. Please confirm water tower foundation does not conflict with proposed routing of medium voltage electrical trench.

A: Confirmed. GC is advised that every ground disturbance must have a dig permit to ensure infrastructure is marked and avoided.

66. Please confirm electrical coffin vaults are provided by others.

A: Vaults are purchased from and provided by the City of Alcoa.

67. Can the government please clarify the Period of Performance: the SF 1442 States 270 days but the

RFP and Pre‐Bid Slides reference 365 days?

A: 270 days

68. Is there a person that a mailed bid should reference and that bidder can confirm receipt? Or will this be emailed directly to bidder upon notifying Contract Specialist that bid is being mailed, per Pre‐Bid Slides?

A: Bids can be mailed to:

134th Contracting Office MSgt Lisa Fingland 123 Briscoe Drive Louisville, TN 37777

There is not a way to confirm receipt prior to bid opening unless you put your email on the outside of the envelope with a request for notification.

Clarification Disregard Sheet E3.0, note #9 that states “Alcoa shall provide MV cables …..”. The MV cable should be part of the material supplied by the awarded general contractor. Alcoa is only providing the MV coffin style vaults and three spare conduits from the POI to the PV array. Alcoa staff will perform the terminating of all MV cable.”

** Workers in this classification may be entitled to a higher minimum wage under Executive Order 14026 ($15.00) or 13658 ($11.25). Please see the Note at the top of the wage determination for more information.

Note: Executive Order (EO) 13706, Establishing Paid Sick Leave for Federal Contractors applies to all contracts subject to the Davis-Bacon Act for which the contract is awarded (and any solicitation was issued) on or after January 1, 2017. If this contract is covered by the EO, the contractor must provide employees with 1 hour of paid sick leave for every 30 hours they work, up to 56 hours of paid sick leave each year.

Employees must be permitted to use paid sick leave for their own illness, injury or other health-related needs, including preventive care; to assist a family member (or person who is like family to the employee) who is ill, injured, or has other health-related needs, including preventive care; or for reasons resulting from, or to assist a family member (or person who is like family to the employee) who is a victim of, domestic violence, sexual assault, or stalking. Additional information on contractor requirements and worker protections under the EO is available at https://www.dol.gov/agencies/whd/government-contracts.

Unlisted classifications needed for work not included within the scope of the classifications listed may be added after award only as provided in the labor standards contract clauses (29CFR 5.5 (a) (1) (ii)).

The body of each wage determination lists the classification and wage rates that have been found to be prevailing for the cited type(s) of construction in the area covered by the wage determination. The classifications are listed in alphabetical order of ""identifiers"" that indicate whether the particular rate is a union rate (current union negotiated rate for local), a survey rate (weighted average rate) or a union average rate (weighted union average rate).

Union Rate Identifiers

A four letter classification abbreviation identifier enclosed in dotted lines beginning with characters other than ""SU"" or ""UAVG"" denotes that the union classification and rate were prevailing for that classification in the survey. Example:

PLUM0198-005 07/01/2014. PLUM is an abbreviation identifier of the union which prevailed in the survey for this classification, which in this example would be Plumbers. 0198 indicates the local union number or district council number where applicable, i.e., Plumbers Local 0198. The next number, 005 in the example, is an internal number used in processing the wage determination. 07/01/2014 is the effective date of the most current negotiated rate, which in this example is July 1, 2014.

Union prevailing wage rates are updated to reflect all rate changes in the collective bargaining agreement (CBA) governing this classification and rate.

Survey Rate Identifiers

Classifications listed under the ""SU"" identifier indicate that no one rate prevailed for this classification in the survey and the published rate is derived by computing a weighted average rate based on all the rates reported in the survey for that classification. As this weighted average rate includes all rates reported in the survey, it may include both union and non-union rates. Example: SULA2012-007 5/13/2014. SU indicates the rates are survey rates based on a weighted average calculation of rates and are not majority rates. LA indicates the State of Louisiana. 2012 is the year of survey on which these classifications and rates are based. The next number, 007 in the example, is an internal number used in producing the wage determination. 5/13/2014 indicates the survey completion date for the classifications and rates under that identifier.

Survey wage rates are not updated and remain in effect until a new survey is conducted.

Union Average Rate Identifiers

Classification(s) listed under the UAVG identifier indicate that no single majority rate prevailed for those classifications; however, 100% of the data reported for the classifications was union data. EXAMPLE: UAVG-OH-0010 08/29/2014. UAVG indicates that the rate is a weighted union average rate. OH indicates the state. The next number, 0010 in the example, is an internal number used in producing the wage determination. 08/29/2014 indicates the survey completion date for the classifications and rates under that identifier.

A UAVG rate will be updated once a year, usually in January of each year, to reflect a weighted average of the current negotiated/CBA rate of the union locals from which the rate is based.

WAGE DETERMINATION APPEALS PROCESS

1.) Has there been an initial decision in the matter? This can be:

* an existing published wage determination

* a survey underlying a wage determination

* a Wage and Hour Division letter setting forth a position on a wage determination matter

* a conformance (additional classification and rate) ruling

On survey related matters, initial contact, including requests for summaries of surveys, should be with the Wage and Hour National Office because National Office has responsibility for the Davis-Bacon survey program. If the response from this initial contact is not satisfactory, then the process described in 2.) and 3.) should be followed.

With regard to any other matter not yet ripe for the formal process described here, initial contact should be with the Branch of Construction Wage Determinations. Write to:

Branch of Construction Wage Determinations Wage and Hour Division U.S. Department of Labor 200 Constitution Avenue, N.W.

Washington, DC 20210

2.) If the answer to the question in 1.) is yes, then an interested party (those affected by the action) can request review and reconsideration from the Wage and Hour Administrator (See 29 CFR Part 1.8 and 29 CFR Part 7). Write to:

Wage and Hour Administrator U.S. Department of Labor 200 Constitution Avenue, N.W.

Washington, DC 20210

The request should be accompanied by a full statement of the interested party's position and by any information (wage payment data, project description, area practice material, etc.) that the requestor considers relevant to the issue.

3.) If the decision of the Administrator is not favorable, an interested party may appeal directly to the Administrative Review Board (formerly the Wage Appeals Board). Write to:

Administrative Review Board U.S. Department of Labor 200 Constitution Avenue, N.W.

Washington, DC 20210

4.) All decisions by the Administrative Review Board are final.
