STATEMENT OF WORK (SOW)

FOR

PSXE172003, Construct Ground Base PV Array

1.0 General:

1.1 Scope: The contractor shall provide all personnel, equipment, tools, materials, supervision, and quality control necessary, except as specified in Paragraph 3.0 as Government Furnished, to construct photovoltaic generation and support systems install; providing on site renewable distributed electrical generation increasing energy resiliency power to McGhee Tyson Air National Guard Base. Locate and ground mount the PV arrays on-base property. Provide inverter system and performance monitoring equipment. Install meters compatible and linked to local energy management system for instantaneous and historic performance tracking. Provide additional related works as necessary to include all services, as defined in this SOW.

1.2 Background: Presently, no renewable energy systems exist at the installation. Therefore energy security and resilience depends on back generators which rely on fossil fuel availability. The proposed solar arrays would diversify the ANG's electric supply and contribute to the DOD’s goal of 25% renewable energy investments goal by 2025. During emergency situations, PV Array systems can maintain the daytime load and thereby supplement the generator load for longer periods by reducing refueling requirements. This creates a microgrid for the installation’s critical missions; APC3 (Area Processing Center), 119th CACS (Command and Control Squadron), ANG ROSC (Regional Operations Security Center for 16 installations), and the standby Alert KC135 Refueling mission. Also billeting and the feeding of up to 1,000 personnel at the ANG TEC (Training and Education Center) would be sustained during electrical outages from off base thereby preserving on time training requirements for the Air National Guard.

1.3 Period of Performance (PoP): The Period of Performance shall be 270 days.

1.4 General Information:

1.4.1 Place and Performance of Services: The contractor shall provide services between the hours of 0700 - 1700 on _Monday through Friday__, except on recognized US holidays or when the Government facility/installation is closed due to local or national emergencies, administrative closings, or similar Government-directed facility/installation closings. Performance shall be at PV Array construction site as shown on the provided drawings. The contractor shall at all times maintain an adequate work force for the uninterrupted performance of all tasks defined within this SOW when the Government facility/installation is not closed for the above reasons. When hiring personnel, the contractor shall keep in mind that the stability and continuity of the work force are essential. Teleworking is not authorized.

1.4.1.1 Unscheduled gate closures by the Security Police may occur at any time causing all personnel entering or exiting a closed installation to experience a delay. This cannot be predicted or prevented. Contractors are not compensated for unexpected closures or delays. Vehicles operated by contractor personnel are subject to search pursuant to applicable regulations. Any moving violation of any applicable motor vehicle regulation may result in the termination of the contractor employee’s installation driving privileges.
