W50S9624QA011 – Dining Hall & Gym Cleaning Services Question and Answer

Amendment 1 – 24 January 2024

Question 0001: Who is the current contractor? Or most recent contractor?

Response 0001: There is no current contract. Our most recent contract was W50S9622P0001. Information on this contract is publicly available.

Question 0002: What was the total dollar amount of the current or most recent contract? Including option years?

Response 0002: Information on W50S9622P0001 is publicly available.

Question 0003: How many employees were provided on the last contract to support the Dining Hall and Gym cleaning?

Response 0003: Previously between five or six contract employees were used to clean the Dining Hall and one or two to clean the Gym.

Question 0004: Has this solicitation changed from the last awarded solicitation?

Response 0004: The scope of the new requirement has changed slightly from the previous requirement regarding the number of times per week that the gym will require cleaning. Please see Question 0016 below for details.

Question 0005: What is the square footage of the areas to be cleaned for the dining hall?

Response 0005: The square footage of the highlighted area on Technical Exhibit 4 is 9,620 sq ft. The square footage of the area to be cleaned for the dining hall would be less when you subtract the storage areas and hallways that do not require cleaning.

Question 0006: What is the square footage of the areas to be cleaned for the gym?

Response 0006: The square footage of the highlighted areas on Technical Exhibit 5 is 3,373 sq ft (2488 + 885); however, when you subtract out the bathroom areas (335 + 318) that do not require cleaning the square footage goes down to 2,720 sq ft.

Question 0007: Are there any hand sanitizer dispensers in the Gym?

Response 0007: Yes, hand sanitizer stations and a sanitizer solution dispenser are used for the gym equipment.

Question 0008: Any restrooms in the Gym area?

Response 0008: There are two separate bathrooms in the Gym area, one for men and one for women;

however, they do not require cleaning as part of this requirement.

Question 0009: What equipment, chemicals and cleaning supplies are provided by the Government?

Response 0009: The Government will provide ALL chemicals and cleaning supplies (materials), and equipment needed to clean the Dining Hall and the Gym. Please see PWS paragraphs 3.2 and 3.3 for additional detailed information. Copies of Safety Data Sheets (SDS) will be provided upon request.

Question 0010: Do you have a specified number of hours you require for cleaning the dining hall or just a window of time to complete the services from 0700 to 1530, and what are the serving times?

Response 0010: The contractor shall provide cleaning services in the Dining Hall between the hours of 0700 and 1530 CST with meals being served between 1030 and 1230 CST. Since this will be a performance-based contract the contractor must determine the amount of employees and hours needed to complete all tasks in the PWS. Please see PWS paragraph 1.4.1.1 for additional detailed information.

Question 0011: Does the Government provide a lunch meal and a space for breaks and meals for contractor employees?

Response 0011: Contractor employees can bring their own lunch or purchase a lunch meal from the Government. The current rate for a government purchased lunch meal is $7.00. Contractor employees may use a designated area in the dining hall to eat lunch and take breaks and they may use a designated area outside of building 60 for smoking.

Question 0012: Will the dining hall cleaning services be done every weekend for the base year, minus holidays?

Response 0012: As stated in the solicitation description under the solicitation Background paragraph, Dining Hall cleaning services may be required up to 12 weekends a year, normally on Regularly Scheduled Drill (RSD) weekends. Dining Hall Cleaning Services are usually required for Saturday and Sunday of each (RSD) weekend but may be required other days of the week due to mission requirements. The schedule of RSD weekends will be provided at the Post Award Conference.

Question 0013: Are you expecting food to be served to participants for the dining services?

Response 0013: No, government employees will serve the food when serving is required.

Question 0014: Will the Government be able to provide the drill schedule at contract award for Contractor planning purposes?

Response 0014: The drill schedule of RSD weekends will be provided at the Post Award Conference.

Question 0015: Will the contractor be compensated for additional days of working cleaning the Dining Facility outside of the Regularly Scheduled Drill (RSD) weekend and how much notice will be provided for additional work requirements?

Response 0015: As stated in the solicitation description under the solicitation Background paragraph, Dining Hall cleaning services may be required up to 12 weekends a year, normally on Regularly Scheduled Drill (RSD) weekends. It is unlikely that the Government would require Dining Hall services for more than 12 weekends per any year period of performance. Any such request from the Government would need to be agreed to by the Contractor via a bi-lateral modification to the contract.

Question 0016: How many hours of service are expected per day to clean the gym, what days does the Government prefer the gym is cleaned, and how many times per week does the gym need to be cleaned?

Response 0016: The original PWS stated in paragraph 1.4.1.2 that the Contractor shall provide services TWICE per week; however, this was incorrect. The NEW requirement will only require the gym to be cleaned ONCE per week. A revised PWS has been posted with this amendment to correct this change. This paragraph goes on to say the scheduled days and times will be open to discussion after award of contract.

Since this will be a performance-based contract the contractor must determine the amount of employees and hours needed to complete all tasks in the PWS.

Question 0017: In support of the 114FW Form 48 identification requirements for base access, will the Contractor staff be required to present Real ID?

Response 0017: As stated in PWS 1.4.5 subparagraph A, Contractors shall submit the 114FW Form 48 and copy of state or government issued identification for all employees that require access. As stated on the 114FW Form 48, Contractor employees or visitors requiring continual access to the base will be required to pre-enroll in a system called DBIDS.

Question 0018: Can the Contract Manager for this project be a member of the Contractor’s corporate staff with an on-site supervisor to manage daily operations?

Response 0018: Yes.

Question 0019: Can the Government Clarify the requirement in item 5.1.5 “hood vent removed and cleaned quarterly”?

Response 0019: There are two hood vents located above the cooking equipment and within the hood system. Cleaning of the vents takes approximately one hour to complete.

Question 0020: During the site visit the Government addressed cleaning the sauna in the gym; however, the sauna is not mentioned in the PWS. Can the Government clarify this requirement?

Response 0020: Cleaning of the sauna will be the same as the rest of the equipment where it will be wiped down with no rinse sanitizer and the floor swept and mopped. Please see Paragraph 5.2.11 which has been changed in the revised PWS.

Question 0021: In 5.2.11 the Government requires high dusting of areas 10’0” above the floor. Will the Government provide a scissor lift and proper safety equipment for this task?

Response 0021: The requirement for High Dusting has been removed and is longer included in the revised

PWS.
