About this file

This is a Questions and Answers (Q&A) document for federal contract W50S8V-26-Q-0025, dated September 8, 2026, addressing clarifications on a construction project involving parking lot repairs, sidewalk construction, and Exercise Pad installation.

The project includes multiple options covering concrete sidewalks, rubberized surfacing systems, parking lot repairs (both mill & overlay and full-depth reconstruction), storm drain adjustments, steel railings, pavement markings, and site work. Key government responses clarify that: all SOW measurements are approximates with a 5-foot sidewalk width; rubberized surfacing shall use rubber granules with polyurethane binder or prefabricated synthetic rubber rolls with color samples required; one storm drain requires adjustment; one Superintendent can oversee all concurrent work; total land disturbance remains under the 1-acre NPDES threshold requiring no SWPPP/NOI; the Bid Guarantee is 20% of bid price not to exceed $3M (correcting a solicitation error stating 100% or $600,000); Payment and Performance Bonds are required for the full awarded contract amount; unsuitable subgrade conditions qualify as differing site conditions; work shall follow industry standards; welded steel railings shall be galvanized; only the centerline requires reflective glass beads; topsoil may be stockpiled on base or disposed of at a Government site; one qualified individual may serve concurrently as Superintendent, Quality Control representative, and Site Safety and Health Officer; waterborne paint is acceptable except for yellow centerline; light gray or beige handrail finishes are acceptable; and the Government will handle road and lot closures based on schedule and weather conditions.

GOV'T RESPONSE

SOW §3.2.4 specifies a 75 LF x 5 FT (375 SF) concrete sidewalk at the Fitness Track; however, Attachment 4.1 drawing depicts a sidewalk footprint of approximately 47' x 9'. Please confirm the correct sidewalk dimensions/quantity to be used for pricing purposes.

All measurements in the SOW are apporximates. The width of this sidewalk is 5'

Please confirm the required rubberized surfacing system for the Exercise Pad (e.g., poured-in-place rubber, rubber granule/polyurethane binder, or prefabricated synthetic rubber rolls), the minimum required thickness, and any Government-approved color options.

Material shall be rubber granules with a polyurethane binder, or prefabricated rolls of synthetic rubber or approved equivalent.

Color option samples should be provided with submittal.

Please confirm the quantity and type of storm drain structure adjustment required at the Building 309 parking lot (e.g., number of grade rings, casting replacement, or full structure reconstruction) needed to raise the existing drain to new finish grade.

There is one storm drain that will need to be adjusted

Please confirm whether Attachment 4.1 delineates the exact boundaries between partial-depth (mill & overlay) and full-depth reconstruction areas at Parking Lot #5, or provide a callout/detail identifying which specific areas require full-depth versus partial-depth repair.

This is a approximation. There was a site visit to allow for visual

SOW §1.9.1 requires a full-time on-site Superintendent. If multiple options are awarded and performed concurrently at different locations across the base, please confirm whether one Superintendent may cover all active work areas or whether a dedicated Superintendent is required per concurrent work location.

One superintendent can oversee all work on the installation

Please confirm whether a SWPPP/NOI will be required for Option 08 (approximately 11,100 SF of ground disturbance), and whether cumulative disturbance across multiple concurrently awarded options must be aggregated toward the 1-acre NPDES permitting threshold.

Total approx. land disturbance is under the 1 acre NPDES threshold

QUESTION

Please confirm whether the required Bid Guarantee (100% of bid price or $600,000, whichever is less) applies to the Base Bid only, or to the Base Bid plus all evaluated options combined.

This is incorect on the solicitation. The correct statement for the Bid Guarantee amount is 20% of the bid price, not to exceed $3M. The Bid Bond amount should be calculated for the amount of the base bid and all evaluated options. All options WILL BE evaluated during the pre-award process.

The solicitation specifies the bid guarantee amount as 100 percent of the bid price or $600,000, whichever is less (FAR 52.228-1). Would the Government consider accepting a bid bond calculated at the more typical 20 percent of the bid price in lieu of the 100%/$600,000 requirement? If so, please advise whether a solicitation amendment would be issued or if written Contracting Officer confirmation would suffice.

This is incorrect on the solicitation. The correct statement for the Bid Guarantee amount is 20% of the bid price, not to exceed $3M. Payment and Performance Bonds will be required for the full amount of the awarded contract, prior to issuance of the Notice to Proceed.

For the approximately 10,200 SF full-depth repair in Parking Lot #5 and the approximately 11,100 SF new Bldg. 309 parking lot, please confirm whether the Contractor should assume the typical section shown in SOW 3.1.2. If unsuitable subgrade is encountered below the required section, please confirm that additional undercut and replacement beyond the indicated section will be addressed as a differing site condition.

This situation would be considered a Differing Site Condition IAW 52.236-2 Differing Site Conditions.

(Deviation 2026-O0038).

Please confirm whether the new sidewalks, stairs, and entry curbs require reinforcement. The SOW specifically identifies doweling where new sidewalks connect to existing sidewalks and reinforcement for the glycol tank pad, but does not identify reinforcing steel or welded wire reinforcement for the typical sidewalk sections.

Work shall be done to industry standards using contractor means and methods.

The SOW requires welded steel railing on both sides of the exterior stairs but does not identify the required finish. Please confirm whether railings are to be galvanized, painted, powder-coated, or otherwise protected from corrosion.

Galvanized

Option 01 specifically identifies reflective glass bead paint for the double-yellow centerline; however, the required material for parking stalls, hash marks, crosswalks, stop bars, white lines, and other pavement markings is not clearly identified. Please confirm the required pavement marking material, color, and whether reflective glass beads are required for all markings.

Only the centerline requires reflective beads

Option 07 allows rubber granules with polyurethane binder, prefabricated synthetic rubber rolls, or approved equivalent but does not establish thickness or performance criteria. Please provide the required minimum finished thickness, impact/attenuation requirements, slip resistance, UV/weather resistance, and any other required performance criteria for the approximately 16,000 SF exercise pad.

Rubber material shall be installed using industry standards

Please confirm whether excavated topsoil/fill from the approximately 11,100 SF Bldg.

309 parking lot may be stockpiled/disposed of at a Government-designated location on base or must be hauled off base at the Contractor's expense.

Topsoil can be saved on base to be used for finish grading if needed. A dump site will be provided if needed.

Please confirm that one qualified individual may serve concurrently as the full-time Project Superintendent, Quality Control representative, and Site Safety and Health Officer (SSHO), provided the individual meets all applicable qualification requirements and is present onsite during construction activities.

Yes

Noticed a soft area in the first parking lot we observed.

Although we did not walk every square inch of the project, we wanted to make sure that we were fulfilling the expectations of the prime.

There could be more that we run into. It will not add much to cost, but we wanted to be prepared.

If those areas are noted as mill & overlay repairs, we are requiring the area to be milled to a depth to remove any uneven and damaged asphalt. The result shall be uniformly even asphalt that matches the grade of surrounding asphalt.

If there are areas that need small amount of base work, please add it to the bid.

For areas listed as full depth repairs, base work will be required as needed.

Please confirm the line striping material for the crosswalk (i.e. Hot Thermoplastic, Cold Thermoplastic, or Waterborne)?

Waterborne paint is acceptable for all painting except for yellow centerline painting.

Please confirm the finish for the steel handrail? Are we to assume a light gray paint as shown on the provided example stairs?

Light gray or beige is acceptable. All rails shall be the same color throughout the project.

Is the contractor responsible for traffic control and lot closures or will that be handled by base personnel? Also, will the roadways be allowed to be closed for seal coating operations and dry time, and paving operations?

The base will handle road and lot closures based on schedule, dry/cure times, and weather.

Can additional information or an example be provided on the type of rubberize material wanted? The bid specs can for either rubber granules with a polyurethane binder, or prefabricated rolls of synthetic rubber. These two options allow for the potential of a wide range of products and pricing. Any additional specs or examples would be helpful in narrowing down the options to include in the bid.

Material shall be rubber granules with a polyurethane binder, or prefabricated rolls of synthetic rubber or approved equivalent.

Color option samples should be provided with submittal.

There is an existing light pole that falls within the limits of the new paved area. Is the removal/relocation of the light pole the responsibility or the contractor or base personnel? If it is the responsibility of the contractor, please confirm whether the pole is to be removed or relocated and if relocated please provide an approximate location? Also, if it is the responsibility of the contractor, please consider a bid extension to allow us to get pricing from a licensed electrician for disconnection and/or relocation.

The pole’s location is in a hashed out no parking area.

While it will need paved around, there will be no reason to remove or relocate.

Will base work be expected in areas with visible sink holes? The Government is unaware of any existing sink holes.

Will topsoil be saved for use at a different location on-site or disposed of? Topsoil can be saved on base to be used for finish grading if needed. A dump site will be provided if needed.
