About this file
This document is a Requests for Information (RFI) file for Solicitation W50S8V-25-B-A010, covering the renovation of Building 309 for Operations and Training at the 167th Airlift Wing in Martinsburg, WV. The RFI contains 105 detailed questions and answers addressing various aspects of the project, including electrical work, communications infrastructure, security systems, mechanical systems, and project phasing. Key details include a two-phase construction approach where the first floor will be renovated first while the second floor remains occupied, with the second floor being vacated for complete renovation afterward. The project involves comprehensive renovations including electrical systems, communications infrastructure, security systems, AV equipment, and room modifications, with specific requirements for cable trays, floor boxes, wireless access points, and signage.
The solicitation is a total small business set-aside with an estimated project value between $1,000,000 and $5,000,000, subject to Davis-Bacon wage rates. Bids must be hand-carried to a specific repository at the 167th Airlift Wing, with strict guidelines for entry and submission. The project includes multiple potential additional bid items (ABIs) for specific room renovations, such as a unisex bathroom, Financial Management Suite, and Flight Services Suite. Contractors are advised that anything not specifically identified as part of the Additional Bid Items will be considered part of the base bid, and the government will handle non-systems furniture removal while expecting contractors to manage all technical and infrastructure installations.
