About this file

This document is a comprehensive architectural and engineering specification for renovating Building 309 at Shepherd Field Air National Guard Base in Martinsburg, West Virginia. The project involves a full interior renovation to create operations and training spaces, with specific requirements for construction materials, finishes, and system upgrades across multiple technical specification sections.

The solicitation is a total small business set-aside with an estimated project value between $1-5 million, targeting NAICS code 236220. Key project elements include installing new gypsum board, ceramic tile, carpet, paint, doors, wire mesh partitions, electrical and mechanical systems, and accessories. The renovation will create spaces such as a Command Post, Financial Management Suite, Services Flight Suite, and a SCIF (Sensitive Compartmented Information Facility) with specialized security requirements. Davis-Bacon wage rates apply, and while funds are not currently available, the project is on the National Guard priority list with anticipated funding prior to award.

4. With the submission of the Preliminary Construction Schedule, include a tabulation by date of submittals required during the first 90 calendar days of construction, or show the submittals on the schedule. Include the submittals required to maintain orderly progress of the Work and those required early because of long lead-time for manufacture or fabrication.

B. Contractor's Construction Schedule: Prepare and periodically update a comprehensive, fully developed, horizontal bar-chart-type construction schedule. Base the Contractor's Construction Schedule on the preliminary construction schedule and whatever updating, and feedback received since the start of construction.

1. Submit the initial Contractor's Construction Schedule within 10 working days after the date established for commencement (NTP) of the Contact.

2. Within each construction activity's time bar, indicate estimated completion percentages in not more than 10 percent increments and, as work progresses, place marks in the bars to indicate actual completion percentages.

CONSTRUCTION PROGRESS DOCUMENTATION 013200 - 2
