About this file
This document is a Request for Information (RFI) for a renovation project at Building 309 for the 167th Airlift Wing in Martinsburg, WV. The RFI contains 91 questions and answers addressing various technical details of the project, including electrical systems, communications infrastructure, security systems, and construction phasing. Key clarifications include confirmation that security systems (cameras, card readers, access controls) are part of the contract scope, AV work is included, and the project will be completed in two phases with the first floor renovated initially while the second floor remains occupied.
The project is a total small business set-aside with an estimated value between $1-5 million, subject to Davis-Bacon wage rates. The renovation involves electrical upgrades, communications infrastructure, security systems, and potential additional bid items for specific areas like a unisex bathroom, Financial Management Suite, and Service Flight suite. The government will handle non-systems furniture removal, and the contractor must ensure minimal disruption to ongoing operations during the phased renovation. Bidders are required to hand-carry bids to a specific repository, with strict instructions for base entry and bid submission.
