About this file
This Statement of Work (SOW) outlines requirements for replacing a failed backflow preventer assembly at Jefferson Barracks Air National Guard Station (JB ANGS) in St. Louis County. The existing FEBCO Model 805 8-inch double check valve backflow preventer is located in a below-ground vault approximately 40 inches deep in the West Parade Field and requires replacement with a lead-free Watts Model 757 or comparable system from the Missouri Approved Backflow Assembly List.
The contractor must be a licensed St. Louis County plumber with experience installing similar assemblies and OSHA confined space certification. Key requirements include: performing work during a weekend to avoid facility water service disruptions; field verification of existing equipment specifications; removal and proper disposal of the old assembly while preserving inlet/outlet gate valves for government reuse; installation of new assembly with double check valves and isolation valves; installation of a flanged spool fitting due to shorter valve train length; testing within 3 days of completion per St. Louis County requirements; and filing test results within 30 days. The contractor must provide a one-year warranty on materials and workmanship, comply with all local codes and security requirements, and coordinate with Civil Engineering for project management.
