About this file
This document is a Request for Information (RFI) response matrix addressing multiple technical and procedural inquiries for a roof replacement project at Jefferson Barracks Air National Guard Station. The RFI covers specific details including material specifications for fascia (aluminum for Buildings 53 and 50.2), flooring composition (plywood with paint, potentially containing asbestos), interior drywall repair painting instructions, and leaf guard installation requirements for Building 59. The government responses clarify that mailed bids will not be accepted, no blueprints are available for the three buildings, and project allowances for roof deck repair and board feet repair apply to the entire project across all three buildings, not per individual building.
The RFI is associated with Solicitation Number W50S8K25BA003, a 100% small business set-aside contract for roof replacements on Buildings 50, 53, and 59, with a project duration of 180 calendar days after notice to proceed. The project is valued between $250,000 and $500,000, with a NAICS code of 238160 and a small business size standard of $19 million. The contract will be awarded by the Missouri Army National Guard and requires the contractor to complete roof replacements, including associated repairs and installations, with specific limitations on subcontracting and comprehensive project requirements.

# RFI Government Response 1 Metal fascia - steel or aluminum? Fascia should be aluminum for B53 and B50.
2 Flooring to be replaced - what is the material? Is it asbestos?
The flooring material is plywood that is painted. The flooring or paint covering does not contain asbestos.
3 Interior drywall repairs: are we painting the whole ceiling to match or just the patch?
Contractor should make reasonable effort to match color of existing ceiling and blend from patch into rest of ceiling.
4 Para. 3.10.7.3, leaf guards - what exact areas are required? Leafguards are to be installed on all gutters of B59.
Is the Government willing to accept a mailed bid prior to the due date if a company is located in another state?
Mailed bids will not be accepted. Historically, bids sent via mail delivery are not received on time and frequently delivered to the incorrect address causing acquisition delays to determine if they can be accepted per FAR 14.304. Only hand carried bids to the bid repository as specified in the solicitation will be accepted.
6 Is there a blueprint for the 3 buildings? We do not have blueprints available for these buildings.
We have a couple questions on the amounts that we are to provide allowances for.
1. Is the 700 sf repair of damaged roof deck not visible, to be for each building (50, 53 and 59 Buildings) or in total?
2. Is the allowance of 200 board feet repair to be in total or per building? (For a total of 600 board feet repaired)
The allowances in the SOW para. 3.2.4.1 are for the entire project (all 3 buildings) and not a per building amount.
