About this file

This is Standard Form 30 (SF 30), Amendment 0002 to Solicitation W50S8J26QA023, issued by the W50SJ Air Force Contracting Activity on September 17, 2026. The amendment is not extending the offer receipt deadline and modifies the evaluation criteria for an OEM engine replacement project.

The primary change revises the evaluation criteria in Section M to clarify submission requirements for the Technical and Past Performance evaluation factors. Offerors must submit a brief description (maximum one page) of a single completed project demonstrating similar scope, magnitude, and complexity. For the Past Performance factor, offerors must provide a current, verified Point of Contact with name, title, phone number, and email address for the referenced project; the Government will contact this POC to gather performance information. A significant addition permits prime contractors to submit relevant experience and past performance information of their authorized Kubota subcontractor in lieu of or alongside their own company information, with the Government able to request a signed letter of commitment from the proposed subcontractor. The amendment emphasizes that complete submissions, including verifiable POCs, are strongly encouraged to avoid negative evaluation impacts. The contracting officer is Nicholas Bastiani.

- Given the **NOTE ON SUBCONTRACTOR EXPERIENCE AND PAST PERFORMANCE** specialized nature of this OEM Engine replacement, prime contractors submitting a quote in response to this opportunity may include relevant experience and past performance of the authorized Kubota subcontractor they intend to utilize for this project, in lieu of or alongside their own company's experience/past performance information. If subcontractor experience/ past performance is utilized, the Government may request as signed letter of commitment from the proposed subcontractor demonstrating that entity's commitment to support performance.

Note: The Past Performance evaluation is directly tied to the project submitted for the Technical evaluation. While the Government may request missing information, offerors are strongly encouraged to provide a complete submission, including a verifiable POC, to avoid negatively impacting their evaluation.
