About this file

This is a Performance Work Statement (PWS) for engine installation and repair services on a Kubota SVL90-2 Compact Track Loader owned by the 109th Airlift Wing at Stratton Air National Guard Base in Scotia, New York. The contractor must procure and install a new replacement engine (Part # 1J542-00001 / REPL ENG V38CRT or exact equivalent) along with associated intake and emissions components to restore the equipment to mission-capable status. The equipment is currently disassembled following a complete diagnostic inspection that determined the previous engine non-repairable due to a "runaway" event.

The scope requires the contractor to perform an initial inventory and inspection of the government-furnished vehicle and all removed components, procure and install the new engine through an authorized Kubota dealer or certified service center to maintain the manufacturer's one-year warranty, and install specified new components including a muffler gasket, Mass Air Flow sensor, Assembly Indicator, inner and outer air filters. The contractor must also service the engine and hydraulic systems with manufacturer-specified fluids and lubricants and conduct a full operational test-run under load prior to final acceptance. The deliverable is the fully operational SVL90-2 Loader with warranty documentation due within 60 days after contract award. Work shall be performed at the contractor's facility located within a 50-mile radius of Stratton Air National Guard Base, with the government responsible for transportation of the disassembled equipment to and from the repair facility.
