STATEMENT OF WORK
Project Number VBDZ232104
Construct Transformer Pad
DESCRIPTION:
Contractor shall provide all material, labor, equipment, and supervision required to build a concrete pad for a three-phase oil-filled transformer. Pad specifications are provided in the Electric System Bulletin (ESB) 759B July 2010 that can be downloaded from http://www.nationalgridus.com/electricalspecifications. ESB 759B is also included with this Statement of Work (SOW) as Attachment 1. Should there be any conflicting requirements between the ESB 759B and the SOW, Contractor shall bring the conflict to the Contracting Officer Representative (COR) before proceeding with material purchase and/or construction. In ESB 759B, please note that references to the “Company” refer to National Grid.
ESB 759B requires Contractor to coordinate inspections with National Grid and the Base throughout construction.
1. PROJECT SCOPE
1.1. Location
1.1.1. Transformer pad location shall be marked by the base. The pad’s approximate location is shown in the Figure #1. The location of the concrete transformer pad shall be approved by National Grid in advance of the construction.
1.1.2. Should Contractor discover that the pad location is within 10 feet from a buried utility line or 25 feet from exposed utilities, Contractor shall stop the work and notify the Base.
1.1.3. The site location does not have water readily available for the concrete work.
Contractor shall provide water for concrete work.
Figure #1: Approximate Transformer Location
1.2. Excavation
1.2.1. Contractor shall obtain a Dig Permit for the area of operation to ensure that no underground infrastructure or utilities are compromised. Our facility has both an external and an internal dig permit process.
1.2.2. No mechanical excavation shall be permitted near utilities if found.
1.2.3. Excavation work shall be performed in a safe and proper manner with appropriate precautions being taken against all hazards. Excavations shall provide adequate working space and clearances for the work to be performed therein. In no case shall excavation faces be undercut for extended footings.
1.2.4. Excavated material shall be removed from the site.
1.2.5. Contractor shall provide and maintain adequate dewatering equipment to remove and dispose of all surface and groundwater entering excavations, trenches, or other parts of the work. Each excavation shall be kept dry during subgrade preparation and continually thereafter until the concrete is poured.
1.3. Construction
1.3.1. Subgrade surfaces shall be leveled and made clean and free of loose material of any kind when concrete is placed thereon.
1.3.2. Transformer pad is to be oriented to allow the high voltage side to face the pole.
1.3.3. Contractor to install two (2) conduits between pole and high side of transformer.
These conduits are to be trenched and encased concrete per Sections 20.0 through
20.3 of Attachment 1. The conduits shall be at least 4”. Distance shall be field measured by the Contractor prior to bidding, however assumed to be approximately 25 feet. One conduit is a spare.
1.3.4. Contractor to provide two (2) 10’ long buried rigid conduits on the low side of transformer towards the anticipated building location. Conduits shall be 3” in diameter.
1.3.5. Fourteen (14) bollards shall be installed per section 11.0 Transformer Mechanical Protection/Bollards of ESB 759B July 2010. Additional bollard detail is in Section
29.0 Bollard Detail of ESB 759B July 2010. Also, bollards located in front of the transformer pad shall be located a minimum of 10’ from the pad to the bollard.
1.3.6. Transformer pad shall be installed per section 12.0 Transformer pad of ESB 759B July 2010. The transformer pad shall be as the one on page 38, Figure 27.0-2 15kV Transformer Pad 750-1500kVA 44-114 (ref-44-114/UF8B) of ESB 759B July 2010. (Please note there is an error in the ESB and the 2500 kVA should be 1500 kVA) Please be prepared to potentially mortar in open conduits.
1.3.7. The conduit sweeps shall be installed per section 14.0 Transformer Sweep Entry.
Contractor shall be responsible for the installation of expanding foam Hilti Inc.
CF810.
1.3.8. The grounding and bonding shall be installed per section 15.0 Transformer Grounding and Bonding.
1.3.9. Oil containment shall be installed per section 16.0 Oil Containment. Additional, step-by-step, oil containment specifications are also provided as Attachment 2 to this SOW.
1.3.10. Grounding and bonding to be included as part of the SOW with G4 ground clamps as shown in Step 5 of Attachment 2.
1.3.11. The concrete specifications shall comply with section 30.0 Concrete Specifications of ESB 759B July 2010.
1.3.12. The pad shall be leveled.
1.3.13. Backfilling and construction of fills and embankments during freezing weather shall not be done. No backfill, fill, or embankment materials shall be installed on frozen surfaces, nor shall frozen materials, snow, or ice be placed in any backfill, fill, or embankment.

1.4.2. Material applications shall follow the manufacturer’s recommendations.
Approved pre-cast manufacturers are available on page 53 of Attachment 1.
1.4.3. Contractor shall provide all equipment necessary to perform the work including any lifts, hoists, and rigging.
1.4.4. Contractor shall fill out and sign a form DD1354 to signify the acceptance of the project by ANG and authorize the capitalization of the asset. The Project will not be approved past 95% payment without the DD1354 completed and ready for signature. Draft DD1354 is attached (Fill out the company information and the line cost per building. Line cost must add up to the project cost).
1.4.5. Contractor shall submit a Detailed Work Plan including work sequence, material lead times, and weather-related delays.
1.4.6. Contractor to coordinate timing of project with the COR and National Grid’s schedule.
1.4.7. Special National Grid inspections will be required during construction to evaluate conduit, ground grid, and other aspects as required.
