Questions and Answers – Site Visit held 16 Feb 21

1. Q: Is the project within the secured access area of the ANG facility, requiring daily secured gate entry for contractor and suppliers (roll-off containers, equipment, etc)?

A: Yes

2. Q: The PWS states that we are to remove the slab of the primary building and the concrete columns of the secondary structure. Does this include all subgrade foundations?

A: Yes

3. Q: If foundation removal is required, to what depth? I assume all foundations are a minimum of 42” deep.

A: There are no footings beneath the slab

4. Q: Will access to the site require any secondary secure access points, crossing of flight areas, and/or FOD checks at any point?

A: No

5. Q: The PWS calls for filling the well with soil. This is not an allowable remedy. A well has to be decommissioned by a licensed well driller, altered, then filled with specific and varied fillers at the required intervals. Is this the intent of the PWS or was this unanticipated?

A: This is a shallow dug well, it can be filled per the PWS modification

6. Q: If the well decommissioning was not anticipated to require proper procedure, do you wish it to remain a part of this RFQ? If so, would the ANG be accommodating to any potential delays regarding this portion of the work since such services can sometimes be difficult to retain and schedule?

A: This is a shallow dug well, it can be filled per the PWS modification

7. Q: The PWS calls for the removal of the septic holding tank. Please clarify if the tank is to be removed entirely or is it acceptable to properly collapse the tank, in place, as is typical in such situations.

A: Removed entirely

8. Q: Is there soil on site for backfilling needs or is the contractor responsible for bringing the required soil to the site? If soil is available on base but not at the actual work site, where exactly is it located?

A: The Contractor is required to bring the soil to the site.

9. Q: Regarding delivery of equipment and materials to site, will those providers’ personnel be required to possess the required training, such as AT Level I Training, or are such deliveries excluded?

A: For a delivery and/or pick-up, the driver does not need AT Level 1 Training, they will have their license run at the gate to ensure that it is valid and no outstanding warrants.

10. Q: Regarding subcontractors for refrigerant recovery, and well-decommissioning, will those providers’ personnel be required to possess the required training, such as AT Level I Training, or are such limited contractors excluded?

A: They will get a briefing when they get their badge. The briefing will cover the AT level 1 topics

11. Q: How long will it take for security approvals for contractor and other required personnel, before entering any secure areas?

A: Approvals typically take 1-2 weeks

12. Q: Has a hazard analysis been done on the existing structure to determine the MDL (Material Disposition List)? i.e., asbestos, lead, any hazardous materials.

A: There was a hazard analysis performed in 2018 as part of design services, no lead or asbestos was found. Spectrum Environmental Services performed the analysis.

13. Q: Scope of work calls out removing well pump and associated piping. Is contractor to remove pipe from well to building also? Does the line run under or next to existing building to remain? Please clarify.

A: Contractor is only to remove pump and piping inside the well per the PWS , the water line in the ground between the well and the building does not need to be removed.

14. Q: AT Level 1 training is being required to perform work on site based on PWS. How long will AT Level 1 training take? Is it accomplished on site or online? Is this the only training required to perform this work on site?

A: AT Level 1 training can be accomplished during the badging process on base. The training takes between 15-30 minutes.

15. Q: The 30-day completion is this calendar days or 30 working days (Monday thru Friday)?

A: There are 30 calendar days to complete the project

16. Q: Is their access to water or a fire hydrant to use for control dust if needed?

A: Access to a hydrant is possible with coordination with the Base Fire Department.

We do not anticipate dust control issues in the area.

17. Q: Is the range still listed as an operational range or is the intent to have the range closed?

A: The range is not currently operational and will remain closed at present.
