About this file
This file is a Questions and Answers document addressing clarifications to a combined synopsis/solicitation for Inactive Duty Training (IDT) lodging and feeding services. The solicitation (W50S8H-26-Q-0011) seeks a single-award Blanket Purchase Agreement (BPA) with a performance period of 9 April 2026 through 31 March 2028, issued by the Department of the Army New York Army National Guard. The acquisition is a 100% competitive set-aside for SBA-Certified Woman-Owned Small Businesses (WOSB), with a NAICS code of 721110 and small business size standard of $40,000,000.
The contract requires lodging and meal services at multiple locations: Rome, NY (13 rooms per IDT night), Fort Belvoir, VA (3 rooms per IDT night), Niagara Falls, NY (40 rooms per IDT night), and Syracuse, NY (28 rooms per IDT night), with all rooms doubled to accommodate service members. Meal quantities are 14 lunches daily in Rome and 24 lunches daily near Fort Belvoir, with typical fluctuations of plus/minus one to two meals per IDT day. All lodging and feeding will be provided through third-party hotels and food facilities subcontracted by the awarded WOSB contractor, with no government-furnished equipment or facilities available. Pricing shall be structured as fixed flat prices (FFP) for nightly room rates and meal costs by location and time of year, not to exceed GSA Per Diem rates. The government will issue BPA calls with master rosters provided no later than 5 calendar days in advance, and all invoicing shall be conducted through Wide Area Workflow (WAWF).

RFI Questions & Responses Combined Synopsis/Solicitation W50S8H-26-Q-0011 MEALS — 222nd CACS
Q1. The SOW references Exhibit 2 for menu requirements. Could you please provide a copy of that exhibit?
A1 - I confirmed with our Services Flight that the reference to an Exhibit 2 is from an old SoW template and it’s since been removed.
Q2. What government-furnished facilities or equipment, if any, will be available at the Rome, NY and Fort Belvoir, VA locations (e.g., kitchen space, prep area, serving equipment, dining area)?
A2 - There is no Government-furnished equipment at any location to support the lunch meals. All lunch meals must be provide off-installation.
Q3. Are the stated meal quantities — 14 per day in Rome and 24 per day at Fort Belvoir — firm fixed counts, or is there expected variability? If variable, what is the anticipated range?
A3 - The 14 lunch meals needed in Rome, NY and 24 lunch meals needed near Ft. Belvoir, VA are the typical numbers expected. There may be a fluctuation of plus / minus one or two meals needed for each IDT day.
LODGING — 107th Attack Wing
Q4. What is the minimum number of hotel rooms required per location per drill weekend?
A4 – Hotel rooms needed: Rome, NY 13 per IDT night; Ft. Belvoir, VA 3 per IDT night; Niagara Falls, NY 40 per IDT night; Syracuse, NY 28 per IDT night. Note -> All rooms at all locations are expected to be doubled (if 40 rooms needed, expect 80 service members to be needing lodging).
Q5. Is the contractor permitted to fulfill this requirement through subcontracted hotel properties? If so, does the government require prior review or approval of specific hotel selections?
A5 – The expectation is that there will be one BPA awarded to one SBA-Certified registered Woman-Owned Small Business who will manage all IDT lodging and feeding needs with 3rd party hotel and feeding facilities.
Q6. Could you share the pricing structure and contract ceiling from the master BPA? We want to ensure our proposed room rates and capacity align with the agreement before committing to a response.
A6 – The BPA will be structured with a FFP Line Item for each lodging location and time of year’s nightly room rate. The same is true for feeding at each location needed. The room & meal rates shall not exceed the GSA Per Diem rates for each locality and time of year.
GENERAL
Q7. Is there any restriction on a single contractor holding awards for both the Meals and Lodging contracts simultaneously?
A7 – As mentioned above, a single award BPA is expected for one WOSB firm to manage all lodging reservations & feeding needs.
