About this file
This is a Memorandum for Record documenting a site visit Q&A for Project RVKG 25-2366, a Memorial Pavilion Shelter project for the 107th Attack Wing at Niagara Falls Air Reserve Station. The document clarifies three key points: (1) site restoration requirements, where the contractor will only need to level the ground and remove vehicle ruts, with no landscaping expected; (2) the solicitation suspense date for quotes, which is confirmed as 17 September 2025 at 4:00PM EST, with a correction being made to the previously incorrect SF-1442 form; and (3) shelter specifications, indicating the government will accept any free-standing pavilion shelter that fits over the existing 20 foot by 30 foot concrete pad, even if dimensions differ from the initially suggested 30 foot by 36 foot size, provided it comes with stamped plans. The memorandum is issued by Philip J. Rott, Master Sergeant with the New York Air National Guard, who serves as the Contracting Officer.

NIAGARA FALLS NY
27 August 2025
MEMORANDUM FOR RECORD
FROM: 107 MSG/MSC
SUBJECT: Project RVKG 25-2366 Memorial Pavilion Shelter Site Visit Q&A
1. A site visit was conducted for the Subject Line project today at 9:00AM EST on the Niagara
Falls ARS, NY just North East of Building 904, Logistics Readiness Squadron. The following questions came up:
• Q1 – Is site restoration included? Question asked since an approx. 20 foot radius around the site for the memorial shelter to be constructed is mostly unimproved dirt with no grass growing.
• A1 – The contractor will only be responsible for removing all ruts from the vehicles & equipment they bring to the site during contract performance. Utilizing a back / rear / terracer / land leveling blade to return the soil to a flat and level appearance is all that is required. No hydro-seeding is needed and no landscaping of any kind is expected from the contractor.
• Q2 – There is confusion about the solicitation suspense date for quotes. Is it 9 September
2025 or 17 September 2025?
• A2 – The suspense date is 17 September 2025 at 4:00PM EST. The notice at Contracting
Opportunities reflects the 17 September date, however, the SF-1442 incorrectly reflects the 9 September 2025 date. The Contracting Officer will make the amendment and post it to SAM.gov today.
• Q3 – Is the Government tied to needing exactly a 30 foot by 36 foot shelter to be constructed free-standing outside of the existing 20 foot by 30 foot concrete pad?
• A3 – The Government will accept any free standing pavilion shelter that will fit over the existing pad. IE – if there’s a pre-existing commercially-available solution that will come along with stamped plans, the Government will accept a shelter with different dimensions that will still stand outside the existing concrete pad.
