This document is a Statement of Work (SoW) for a Memorial Pavilion Shelter project for the 107th Attack Wing New York Air National Guard at Niagara Falls Air Reserve Station. The project requires constructing a 30' x 36' shelter over an existing 20x30 concrete pad, with specific design requirements including structural steel square or rectangular tubing posts, a gable roof with 4/12 pitch, metal standing seam roofing in brown, and exposed tongue and groove fur decking stained colonial maple. The SoW includes two optional parking area elements: either paving a 20' x 90' asphalt area or excavating and installing a stone foundation for future paving.
The solicitation (W50S8H-25-Q-A012) is a 100% Service-Disabled Veteran-Owned Small Business Set-Aside using Simplified Acquisition Procedures, with a NAICS code of 236220 and a small business size standard of $45,000,000. SUMMARY OF WORK
INTRODUCTION
1.1 INTRODUCTION/BACKGROUND
The project site is at Building 912, 107th Attack Wing, New York Air National Guard (NYANG), at the western portion of the Niagara Falls Air Reserve Station (NFARS), Niagara Falls, New York.
1.2 SCOPE OF WORK
Provide all labor, materials, plant, equipment and supervision necessary to install a 30’ x 36’ (30 x 36 foot) shelter or approved equivalent dimensions to match roofline. The location of the structure will be centered over an existing 20x30 concrete pad at Niagara Falls Air Reserve Station. Existing concrete pad is to remain in place as the structure is assembled over and around it. Existing pad will not be used as a load bearing element for the shelter structure.
Final shelter design must be approved by the COR before construction. An example of a compliant shelter design is the Wrangell Mountain Series shelter produced by Natural Structures. Design intent is to have the structure element not contain a king post, webs, or chords. Obstructions to sightline in open areas or nesting surfaces for wildlife are to be minimal. Shelter posts and beams will be structural steel square or rectangular tubing. I beam, channel and angle are not allowed for use on this project to prevent bird and insect nesting. Fasteners will be hot-dip galvanized. Structural steel will be powder coated brown, color to be approved by the COR. All posts will be on the perimeter of the structure and none centered on the high point of the roof. The posts will be secured to a foundation provided and installed by the contractor.
Roof will be gable style with a 4/12 pitch or approved equivalent. Roof decking will be a minimum of 2”x6” tongue and groove fur. Decking is exposed on the underside stained approximately colonial maple or other color approved by the COR. Roofing will be metal and of a standing seam style or approved equivalent in brown matching the frame, color to be approved by the COR. Gutters are required and all other flashing and sheet goods will have a finish consistent in appearance with overall structure.
Foundation will be meet engineered design requirements. Foundation to be installed outside of the existing pad footprint. Existing concreted pad is currently 20’x30’. Foundation will be visually integrated with the existing pad by providing an extension on three edges of the pad matching the existing elevation and grade. The end result intended is pier foundation integrated with the extension of the existing pad. Extension will visually match the existing concrete finishing. Gutters are required and downspouts will go through the new pad and extend at least one foot past the perimeter of the new concrete work. Connection to a drainage system from that point on is not in the scope of work. No additional finishing site work or adjustment to soil will be required past what was necessary for construction of a finished and completed shelter and concrete pad. All damage to site, including tire ruts will be restored to preexisting condition. All spoils to be stockpiled on site.
All design requirements will be consistent with installation location. Design of the structure must be NY State engineered stamped and comply with DoD Unified Facilities Criteria (UFC) standards. Dig permit will be initiated and coordinated by contractor both internally to the Niagara Falls Air Reserve Station and with all required external organizations.
Option 1: Pave a 20’ x 90’ (20 x 90 foot) asphalt parking area adjacent to the shelter site. Three inches of binder and two inches of top course are required. Contractor to pave asphalt on top of existing 12 inch thick compacted #2 stone foundation put in place by the Government. Seam with existing pavement will be milled, tack coated, and overlapped to create a well bonded and sealed joint. Paint striping parking area is not in the scope of work. Work will be conducted within industry standards. A warranty will not be required beyond contract closeout, but paving will be inspected prior to project completion and acceptance. Coordination with the Government team installing the foundation is required as it is not currently in place.
Option 2: Excavate as needed and install a 12 inch thick compacted #2 stone foundation suitable for the 20’ x 90’ (20 x 90 foot) parking area adjacent to the shelter site. This will then be followed by paving on top of this foundation to create a parking area. Three inches of binder and two inches of top course are required. Seam with existing pavement will be milled, tack coated, and overlapped to create a well bonded and sealed joint. Paint striping parking area is not in the scope of work. Pavement should be sloped to allow for drainage away from a future sidewalk on the western edge. Work will be conducted within industry standards. A one-year standard warranty of work is required. Dig permit will be initiated and coordinated by contractor both internally to the Niagara Falls Air Reserve Station and with all required external organizations. All spoils from digging will be stocked on site.
