About this file
This is a Questions and Answers document for federal contract solicitation W50S8G26QOR05, issued August 17, 2026, for NMANG 150th R&R Advertising and Marketing Services. The solicitation establishes a budget range of $170,000 to $230,000 as a cumulative total for all combined advertising and marketing requirements, representing a ceiling that the Government will use to evaluate price reasonableness. The contract encompasses three marketing packages: Goatheads sponsorship (CLIN 0001), Ice Wolves sponsorship (CLIN 0002), and Television and Theater advertising (CLINs 0003 base and 1003 option).
The Period of Performance for Goatheads and Ice Wolves comprises one full year commencing upon contract award. Television and Theater services consist of a three-month base period plus a three-month option period (six months total), governed by FAR Clause 52.217-9. The television requirement mandates a minimum of 76 spots per month distributed across three Designated Market Areas (Albuquerque-Santa Fe, El Paso-Las Cruces, and Amarillo)—not per DMA. Theater advertising must run on all 149 specified screens with no flexibility for alternative cinema networks. The contractor must hold sponsorship agreements directly with franchises, provide all-inclusive firm fixed pricing for each package, establish and manage lead capture and digital advertising infrastructure, and produce broadcast-ready and cinema-ready video assets. The contractor may cite subcontractor or teaming experience and commercial sports marketing experience for past performance evaluation. Quotations must not exceed 15 pages for technical content (Factors 1 and 2 combined) and must be submitted in Microsoft Word or PDF format with attachments not exceeding 20MB. The question due date was August 24, 2026.

W50S8G26QOR05 - NMANG 150th R&R Advertising and Marketing Service
Issued on: August 17, 2026
Budget Parameters: $170,000 and $230,000
Q&A
Question Due Date: August 24, 2026
08/17/2026
1. Attachment 3, para 1.3 states a 3-month base plus one 3-month option. Para 5 states "3 months base and
4 months option." The Schedule shows 3 months for CLIN 1003. Which controls?
Answer: Section 5 of the PWS has been updated to reflect a 3-month base period and a 3-month option period.
2. For CLINs 0001 and 0002, does the one-year POP begin at award or at the start of each team's season?
Answer: The Period of Performance (PoP) shall commence upon contract award.
3. Are 76 spots per month a total across all DMAs, per DMA, or per station?
Answer: The requirement for a minimum of 76 television spots per month is a total to be distributed across all Designated Market Areas (DMAs) specified in the Performance Work Statement
(Albuquerque-Santa Fe, El Paso-Las Cruces, and Amarillo). It is not 76 spots per DMA.

4. The solicitation states the budget parameters are between $170,000 and $230,000 for the base and option year. To ensure our pricing is structured correctly, please confirm whether that $170,000 to $230,000 range is the total ceiling for all line items combined (CLIN 0001 Goatheads and CLIN 0002 Ice Wolves one-year sponsorship packages, plus CLIN 0003 base and CLIN 1003 option for Television and
Theater), or whether it applies on a per-component or per-year basis.
Answer: The established budget parameter of $170,000 to $230,000 represents the total of all combined advertising and marketing requirements.
5. Budget parameter. Please confirm that the stated $170,000 to $230,000 range is inclusive of all three packages combined, the Goatheads package, the Ice Wolves package, and the television and theater advertising, rather than a figure per package. Please also confirm whether that range is a ceiling or a target the Government will use in evaluating price reasonableness.
Answer: The established budget parameter of $170,000 to $230,000 is all-inclusive and represents the cumulative total for all three marketing packages combined (Goatheads, Ice Wolves, and
Television/Theater advertising).
The Government will evaluate all quoted pricing for reasonableness in accordance with Evaluation
Factor 3 of the solicitation.
6. Contractor role with the franchises. Please confirm whether the Government expects the contractor to hold the sponsorship agreement directly with each franchise, or whether the Government will hold the agreement with the contractor coordinating and executing against it.
Answer: The contractor will hold the sponsorship agreements directly with each franchise. The contractor is responsible for coordinating and executing all advertising and marketing requirements across all specified franchises.
Budget Parameters: $170,000 and $230,000
7. Sponsorship fee structure. Please confirm whether the Government expects the franchise sponsorship and rights fees to be embedded in a single all-inclusive firm fixed price for each package, or whether the
Government would prefer the quoter to itemize the rights fee separately from production, installation, and management costs.
Answer: The Government expects offerors to quote a single, all-inclusive firm-fixed-price for each marketing package. The price for each package should encompass all costs required to perform the work outlined in the respective Performance Work Statement, including but not limited to franchise fees, rights fees, production, installation, and management costs.
8. Cinema network flexibility. For the theater requirement, will the Government accept a contractor-negotiated cinema advertising network buy in which the specific circuit and screen mix varies from the table in the Performance Work Statement, provided the cumulative screen count and daily play frequency are met or exceeded?
Answer: No. The Performance Work Statement (PWS) is prescriptive regarding the cinema advertising locations. Section 5.4.1 of the PWS lists the specific required locations, and Section 5.4.2 mandates that
"commercials will run on all 149 screens listed." The Government requires adherence to the specified locations and screen mix as detailed in the PWS.
9. Option period planning. Should quoters price the option period as a probable exercise subject to funding, or price the base period as the more likely outcome for planning purposes?
Answer: Yes, offerors must price the option period. Pursuant to FAR Clause 52.217-9, the Government may extend the contract with a total duration not to exceed six (6) months for applicable items. Note that this option clause applies only to the Television and Theater requirements under CLIN 0003 (Base) and
CLIN 1003 (Option). Conversely, CLIN 0001 (Goatheads) and CLIN 0002 (Ice Wolves) are not subject to options and carry a flat one (1) year Period of Performance (PoP).
10. Past performance. For Factor 2, may a quoter cite work performed as a subcontractor or through a teaming arrangement, or must the references reflect prime contractor performance? Please also confirm that commercial, non-Government sports marketing and media placement experience is acceptable.
Answer: Yes. Offerors may submit experience gained as a subcontractor for evaluation. Furthermore, commercial or non-government experience of a similar size, scope, and complexity is acceptable and will be evaluated by the Government.
11. Identification of Reduced Tasks: The Performance Work Statement describes deliverables across three packages that, priced at commercial rates, may exceed the stated budget range. Please confirm whether the Government would prefer a quotation that proposes the full scope at a price above the range, or a quotation that proposes a reduced scope within the range with the rationale for what was reduced and why.
Budget Parameters: $170,000 and $230,000
Answer: Please refer to paragraph l. Factor 1 Technical approach paragraphs a, b, and c. of the solicitation posting in SAM.gov.
12. Government furnished material. Please confirm what the Government will furnish, specifically logos, brand standards, approved imagery, and any required creative approval process and turnaround time.
Answer: The Government will provide approved New Mexico Air National Guard (NMANG) recruiting logos, branding, artwork, recruiting messaging, digital media, and commercial video files. As stated in the Performance Work Statements, the contractor is required to coordinate with the Contracting
Officer's Representative (COR) to receive written approval for all production proofs and creative assets prior to printing or deployment. A specific turnaround time for approvals is not defined in the contract;
however, approvals will be managed through routine coordination meetings with the COR to ensure timely execution.
13. Factor 2, Experience. Paragraph 1(g)(i)(2)(a) states that offerors must provide Relevant Contracts, which includes a list of up to three recent and relevant contracts for similar services performed within the last three years. May an offeror satisfy Factor 2, in whole or in part, with contracts performed by a proposed subcontractor or teaming partner whose role and credentials are identified in the quotation? Please also confirm whether commercial contracts are acceptable as Relevant Contracts.
Answer: If a subcontractor is submitted to demonstrate required experience, your company must utilize that same subcontractor upon contract award. Replacing them with a different subcontractor will constitute a breach of contract.
14. Contract duration. Clause 52.217-9(c) states that the total duration of this contract, including the exercise of any options under this clause, shall not exceed 6 months. Attachment 5, Schedule, prices
CLIN 0001 and CLIN 0002 as 1 Year, and paragraphs 2(a)(i) and 2(b)(i) state a one year period of performance for each. Please confirm that the 6 month limitation at 52.217-9(c) applies only to CLIN
0003 and Option CLIN 1003, and that CLIN 0001 and CLIN 0002 carry a twelve month period of performance.
Answer: Pursuant to FAR Clause 52.217-9, the Government may extend the contract with a total duration not to exceed six (6) months for applicable items. Note that this option clause applies only to the Television and Theater requirements under CLIN 0003 (Base) and CLIN 1003 (Option). Conversely, CLIN 0001 (Goatheads) and CLIN 0002 (Ice Wolves) are not subject to options and carry a flat one (1) year Period of Performance (PoP).
15. Option quantity for television. PWS_TV and Theater, paragraph 5, and Technical Exhibit 1, PRS line
5.0, both state a minimum of 76 television spots monthly for each of the 3 months base and 4 months option. PWS paragraph 1.3.2 states Option Period 1: 3 months, and Attachment 5 prices CLIN 1003 at a quantity of 3 Month. Please confirm which figure governs the option period for pricing purposes, three months or four.
Budget Parameters: $170,000 and $230,000
16. Scope reductions and the Schedule. Paragraph 1(g)(i)(1)(b) permits offerors to quote a solution that reduces or omits certain tasks to stay within the budget parameters. May a reduction extend to omitting an entire Performance Work Statement and its associated CLIN, and if so, how does the Government wish Attachment 5 to be completed for an omitted CLIN? Please also confirm that the $170,000 to
$230,000 range at paragraph 1(a)(vii) is the total for CLINs 0001, 0002, 0003, and 1003 combined, and state whether that figure is a ceiling or a planning range.
Answer: The Government’s preference is for a comprehensive solution that addresses all three marketing packages. Omitting an entire PWS scope and its associated CLIN is strongly discouraged and may place the offeror's quote at a significant competitive disadvantage when compared to other quotations that address all requirements. If an offeror elects to omit a CLIN, they should enter "Not
Quoted" in Attachment 5 and explicitly note the omission. The budget range of $170,000 to $230,000 is the cumulative total for CLINs 0001, 0002, 0003, and 1003 combined.
17. Government furnished creative. PWS_TV and Theater, paragraph 3, states that the Government will provide any property, material, equipment, and/or services for the purpose of performance under this contract, while paragraph 4.1 states that the contractor shall furnish everything except items specifically stated to be Government furnished in paragraph 3.0. The Goathead and Ice Wolves PWS documents each identify Government furnished information at paragraph 3 as including commercial video files.
Will the Government furnish broadcast ready and cinema ready 15 second and 30 second video masters, and if so to what technical specifications, or is production of those spots a contractor responsibility to be priced in the quotation?
Answer: The contractor is responsible for the production of all final, broadcast-ready and cinema-ready video masters. The Performance Work Statements require the contractor to provide "advertising production" and "creative services." While the Government will provide foundational materials, including existing video files, logos, and branding guidelines, the contractor must price the final production, editing, and formatting of these assets to meet all technical specifications for the required media placements in their quotation.
18. Franchise and venue access. PWS_Goathead, paragraph 5, states that the contractor must work directly with New Mexico Goatheads Home Games or the Rio Rancho Events Center to perform the work, and
PWS_Ice Wolves names the New Mexico Ice Wolves and The Outpost Ice Arena. Does the Government require a letter of availability, authorization, or commitment from the franchise or venue to be submitted with the quotation? Please also confirm whether the phrase or equivalent assets of equal or greater visibility and value at PWS_Goathead paragraph 1.4.1 and PWS_Ice Wolves paragraph 1.4.1 permits substitution of assets from the franchise current partnership inventory where a listed asset is unavailable or already committed to another sponsor.
Answer: No, a letter of availability or commitment from the franchise or venue is not required to be submitted with the quotation. Regarding asset substitution, the language "or equivalent assets of equal or greater visibility and value" included in both the Goatheads and Ice Wolves PWS documents explicitly permits the contractor to quote substitutions for listed assets that may be unavailable. The substitute assets offered must be of equal or greater value and visibility, and any such substitution is subject to approval by the Contracting Officer's Representative (COR).
Budget Parameters: $170,000 and $230,000
19. Obligations after the period of performance. PWS_Goathead, paragraph 5.5, requires two permanent, highly visible field, court, or ice side advertisements. PWS_Ice Wolves, paragraph 5.1.1(e), requires that a framed NMANG jersey be installed and displayed indefinitely at a high visibility location in the
Outpost Ice Arena. Please confirm that the contractor obligations for installation, maintenance, replacement, and removal end at expiration of the twelve month period of performance, and that no display or upkeep beyond that period is to be priced in the quotation.
Answer: Confirmed. The contractor's obligations for installation, maintenance, replacement, and removal of all assets, including the "permanent" advertisements and the "indefinitely" displayed jersey, are limited to the one-year Period of Performance. Offerors should only price for work performed within the specified twelve-month PoP. No costs for display or upkeep beyond the expiration of the
Period of Performance should be included in the quotation.
20. Submission format. Paragraph 1(g)(i) states that the technical approach submission shall not exceed 15 pages. Does the 15-page limit apply to Factor 1 alone, or to Factors 1 and 2 combined? Please confirm that the Attachment 5 pricing schedule and any required representations and certifications are excluded from that count. Finally, please state the maximum total attachment size accepted at this address, any required file format, and whether the Government will acknowledge receipt of a quotation.
Answer: The 15-page limit applies to the technical volume comprising Factor 1 and Factor 2 combined.
The Attachment 5 pricing schedule and any required representations and certifications are excluded from this 15-page limit. Quotations must be submitted in either Microsoft Word or PDF format only, and the total email attachment size must not exceed 20MB. The Government will not acknowledge receipt of quotations; offerors are responsible for ensuring timely delivery prior to the solicitation deadline.
21. Invoicing Frequency. We have reviewed the WAWF and Invoice 2in1 instructions contained in the solicitation. For CLINs 0001 and 0002, which each have a one-year period of performance, may the contractor invoice periodically as services are performed and accepted, or is invoicing contemplated upon completion of the entire CLIN?
Answer: Invoices can be submitted monthly in arrears.
22. Television and Theater Option Period. The solicitation identifies the Television and Theater Marketing and Advertising Solutions period of performance as a three-month base plus a three-month option, for a total of six months. Attachment 03, Section 5, references a four-month option. I wanted to confirm that the intended option period is three months.
23. Television Spot Requirement. Attachment 03 requires a minimum of 76 television spots monthly across the identified DMAs. Please clarify whether this means 76 spots per month in total across the required
DMAs or 76 spots per month in each DMA. Additionally, may connected TV/streaming placements, such as Hulu or similar services, be used to satisfy any portion of the television spot requirement, or must the 76 spots be placed through traditional broadcast/cable television?
Budget Parameters: $170,000 and $230,000
Answer: The 76 television spots are a total monthly requirement to be distributed across all required
DMAs (Albuquerque-Santa Fe, El Paso-Las Cruces, and Amarillo), rather than 76 spots per individual
DMA. Additionally, because PWS explicitly separates "linear television" from "streaming" and categorizes streaming under a distinct "Targeted Digital Advertising" impression quota, the 76 spots must be placed through traditional broadcast/cable television and cannot be satisfied using Connected
TV/streaming services like Hulu.
24. Digital Advertising and Lead Management: For purposes of planning the digital campaign and lead management approach, will NMANG provide access to existing advertising accounts and lead capture systems, or should the contractor plan to establish and manage the necessary advertising accounts and lead management infrastructure?
Answer: The contractor should plan to establish and manage the necessary advertising accounts and lead management infrastructure. According to the Performance Work Statement, the contractor is explicitly tasked with providing a "customized lead capture and nurturing solution" and overseeing
"lead management system development." Furthermore, the Government-Furnished Information (GFI) sections in the documents only cover brand guidelines, logos, and media files, and do not include provisioned access to existing digital ad accounts or internal lead capture systems.
25. Conversion Reporting: Attachment 03 references reporting on users who click an advertisement and subsequently complete an application. Will NMANG provide the application/conversion information necessary to measure this metric, or should the contractor propose a method for tracking this as part of its lead management solution? Will a contractor-provided dashboard access displaying campaign performance and the required KPIs will satisfy the near-real-time dashboard requirement?
Answer: The contractor should offer its own method for tracking application completions as part of the required lead management solution, as the document does not state that the New Mexico Air National
Guard (NMANG) will provide this conversion data. The document does specify, however, that a contractor-provided online dashboard displaying campaign performance and all required Key
Performance Indicators (KPIs) in near-real-time will satisfy the dashboard reporting requirement.
26. September Start. The solicitation states that the Goatheads performance period must begin in September
2026. Given the September 8 quotation deadline, please clarify the anticipated start timing following award.
Answer: No. The contract will begin after contract is awarded, effort towards the contract must start in the month of September.
