About this file

This document is a Justification and Approval memorandum for limiting competition in a federal procurement under FAR 12.102(a). The procurement concerns the replacement of the boiler plant in Building 1047 at Kirtland Air Force Base (Project# MHMV262100, Contract W50S8G26B0002), dated May 6, 2026.

The Government has determined that only Lochinvar brand boilers are available and acceptable to meet essential requirements for this project. The justification is based on standardization and system integration needs; the facility currently utilizes Lochinvar's proprietary control interfaces, communication protocols, and Building Automation System (BAS) integration nodes throughout its HVAC and environmental control infrastructure. The contracting officer certifies that introducing an alternate manufacturer would necessitate costly system retrofits, custom software integration, replacement of otherwise functional ancillary equipment, and create unacceptable technical risks that would result in substantial cost duplication and unacceptable project delays. The limitation to a single brand is therefore deemed essential to maintain facility continuity and workforce readiness while avoiding these significant costs and delays.

JUSTIFICATION AND APPROVAL

BRAND NAME

SUBJECT: Documentation to Limit Competition for Lochinvar Brand Boilers in Accordance with FAR 12.102(a) Project# MHMV262100; Building 1047 Boiler Replacement; W50S8G26B0002

1. Availability Determination

a. In accordance with FAR 12.102(a), this memorandum documents the decision that for the replacement of the boiler plant in Building 1047 (Project# MHMV262100), only the Lochinvar brand boiler is available and acceptable to meet the Government's essential requirements. While other manufacturers produce high-efficiency boilers, only the Lochinvar brand can satisfy the critical needs for facility continuity, workforce readiness, and cost avoidance without a substantial duplication of cost and unacceptable delays.

2. Basis for Decision

a. The procurement of Lochinvar brand boilers is essential to maintain standardization across the facility's existing HVAC and environmental control infrastructure. The base currently utilizes the Lochinvar proprietary control interfaces and communication protocols. Introducing an alternate manufacturer would require costly system retrofits, custom software integration, and the replacement of otherwise functional ancillary equipment, creating an unacceptable technical risk.

3. Based on this factor, limiting the brand to Lochinvar is essential to the Government's requirements. The procurement of Lochinvar brand boilers is critical to maintain standardization across Building 1047's existing HVAC and environmental control infrastructure. Kirtland AFB currently utilizes Lochinvar’s proprietary control interfaces, communication protocols, and Building Automation System (BAS) integration nodes.

4. Contracting Officer Certification

a. I certify that this justification is accurate and complete to the best of my knowledge and belief.
