About this file
This document is a Request for Information (RFI) and corresponding Questions and Answers (Q&A) regarding a federal generator replacement project, received on 6/15/2026 and 6/25/2026. The project involves replacing an existing Cummins generator at an Alert facility (appears to be airport-related based on FAA references) with a Generac SD750 model or approved equal that meets all technical, performance, and physical specifications. The generator must comply with the Buy American Act and be treated as a legally required standby system per applicable codes.
Key vendor responsibilities include: removal and disposal of the existing generator per all federal, state, and local regulations; field verification of all existing conditions including conduit routing and conductor sizes; pad modification and decking removal/replacement; reuse of existing conduit and wiring only if confirmed serviceable through required testing (including insulation resistance/megger testing); sizing the integrated fuel tank to support a minimum 40-hour runtime in accordance with all applicable codes; initial fueling for startup, testing, and commissioning; providing a temporary generator (minimum 100kVA) to maintain continuous power during the changeover; load bank testing per NFPA 110 to verify proper generator and ATS operation; providing operator and maintenance training on-site covering generator operation, emergency procedures, and routine maintenance; and supplying all necessary crane documentation and FAA Form 7460 information (no less than 3 weeks prior to lift) if crane height exceeds FAA notification thresholds. The existing concrete pad will remain unless found structurally compromised. The generator interfaces only with the existing ATS and does not require CAT5/CAT6 communication wiring, BACnet integration, or third-party monitoring. Question 11 regarding air quality requirements and permits remains pending with "Answer forthcoming."

RFI # Question Date received Answer and Comment
The base bid references the Generac model SD750 or an approved equal. Could you please provide a list of manufacturers that qualify as “approved equals”? This would help us identify and propose a suitable alternate that best meets the bid requirements.
6/15/2026
No designated source list will be provided for this effort. The equipment manufacturer must strictly adhere to the requirements of the Buy American Act.
Regarding product compatibility, the Generac SD750 model was utilized as the basis of design for this project. Any proposed "approved equal" must meet or exceed all technical, performance, and physical specifications of the Generac SD750 model to be considered for evaluation and acceptance.
2 What are we doing with the old generator. Are we handling the disposal?. 6/25/2026 Yes. The Vendor is responsible for removal and disposal of the existing generator in accordance with all applicable federal, state, and local regulations.
3 Are we doing a new concrete pad? 6/25/2026 The existing concrete pad is to remain. If, during removal of the existing generator, the pad is found to be structurally compromised or unsuitable for the new generator, the Government will provide direction at that time.
4 Existing generator is Cummings; we must confirm location of feeders. Does the owner have any draw 6/25/2026 The government has limited existing documentation for this facility. See Attachment 1.
Vendors are responsible for field-verifying all existing conditions, including conduit routing, conductor sizes, and terminations.
Is the generator equipment pad modification and deck removal/replacement included under the General Contractor's scope, or is it to be provided as part of the generator installation scope? The conduit window may be able to be reused, but the pad will most likely need to be extended. Decking will have to be removed and re-set by others. Existing conduit and wiring remaining and being reused will be acceptable. Will we be required to test or megger the existing feeders from the ATS to the generator?
6/25/2026
Pad modification (if required) and decking removal/replacement fall under the vendor's scope. The vendor may subcontract a GC if needed.
The existing conduit window may be reused if it is compatible with the new installation. Final determination must be field verified by the vendor.
Reuse of existing conduit and wiring is acceptable only if it passes required testing and is confirmed suitable for the new generator installation.
Testing of the existing feeders, including insulation resistance (megger) testing, is required as part of the vendor's commissioning responsibilities.

6/25/2026 The SOW requires a minimum 40 hour runtime for the generator's integrated fuel tank. The vendor shall size the tank as needed to meet the required runtime for the selected generator in accordance with all applicable codes and manufacturer requirements.
Will the General Contractor be responsible for the initial fueling of the generator, or should fuel fill costs be included in our scope?
6/25/2026 Initial fueling is the Vendor's responsibility for startup, testing, and commissioning.
Will crane access be available to remove the existing generator and set the new generator within a single mobilization/day?
6/25/2026
Crane access is available. If crane height exceeds FAA notification thresholds, vendor must provide all crane information, including equipment specifications, lift height, operator certifications, and personnel documentation, no less than 3 weeks prior to scheduled lift for Government coordination with SJTA Airport Operations and to submit the necessary FAA Form 7460. The vendor is responsible for supplying complete and accurate documentation to support the approval process.
10 What FAA coordination is required for crane operation in proximity to the airfield? 6/25/2026 If crane height or equipment triggers FAA notification requirements, the Government will submit FAA form 7460. The vendor must provide all required crane details in advance to support this submission. No crane operations may begin until FAA determination is received.
