About this file
This is a Request for Information (RFI) Log documenting 37 bid questions and government responses for an Alert Generator replacement project at a federal facility, dated through July 7, 2026.
The project requires replacement of an existing Cummins generator with a Generac model SD750 or approved equal that meets or exceeds all technical, performance, and physical specifications. The vendor is responsible for removal and disposal of the existing generator, pad modification and decking removal/replacement, NJDEP permit updates to remove the old generator and add the new one, and all associated costs. The existing concrete pad will remain if structurally sound; otherwise, the government will provide direction. Existing electrical conduit and wiring may be reused only if field-verified as serviceable and passing insulation resistance (megger) testing. The fuel tank must support a minimum 40-hour runtime for the selected generator in accordance with applicable codes and manufacturer requirements, with no alternate conduit routing authorized. The vendor must provide a temporary generator sized for minimum 100 kVA to maintain continuous power during the changeover period. Additional vendor responsibilities include load bank testing per NFPA 110, initial fueling, FAA coordination for crane operations exceeding notification thresholds (including FAA Form 7460 submission at least 3 weeks prior to lift), on-site operator and maintenance training covering generator operation and emergency procedures, and megger testing of existing feeders. The generator serves mission-critical operations as a legally required standby system. All offerors must acknowledge the Q&A log and submit a signed copy with their quote documentation or face rejection from award consideration.

RFI # Bid Question Date received Answer and Comment
The base bid references the Generac model SD750 or an approved equal. Could you please provide a list of manufacturers that qualify as “approved equals”? This would help us identify and propose a suitable alternate that best meets the bid requirements.
6/15/2026
No designated source list will be provided for this effort. The equipment manufacturer must strictly adhere to the requirements of the Buy American Act.
Regarding product compatibility, the Generac SD750 model was utilized as the basis of design for this project. Any proposed "approved equal" must meet or exceed all technical, performance, and physical specifications of the Generac SD750 model to be considered for evaluation and acceptance.
2 What are we doing with the old generator. Are we handling the disposal?. 6/25/2026 Yes. The Vendor is responsible for removal and disposal of the existing generator in accordance with all applicable federal, state, and local regulations.
3 Are we doing a new concrete pad? 6/25/2026 The existing concrete pad is to remain. If, during removal of the existing generator, the pad is found to be structurally compromised or unsuitable for the new generator, the Government will provide direction at that time.
4 Existing generator is Cummings; we must confirm location of feeders. Does the owner have any drawings of the existing Generator 6/25/2026 The government has limited existing documentation for this facility. See Attachment 1. Vendors are responsible for field-verifying all existing conditions, including conduit routing, conductor sizes, and terminations.
Is the generator equipment pad modification and deck removal/replacement included under the General Contractor's scope, or is it to be provided as part of the generator installation scope? The conduit window may be able to be reused, but the pad will most likely need to be extended. Decking will have to be removed and re-set by others. Existing conduit and wiring remaining and being reused will be acceptable.
Will we be required to test or megger the existing feeders from the ATS to the generator?
