About this file
This is a Request for Information (RFI) document for the Pararescue Parking Lot Construction project (W50S8E26Q2301). The RFI contains ten questions and answers addressing clarifications needed for bidding purposes on a parking lot construction project involving stormwater drainage infrastructure.
Key project specifications clarified include: 200 linear feet of H-20 trench drain required, with 74 feet south of Catch Basin 1 and 120 feet north of Catch Basin 2; a 5-feet-wide, 66-feet-long sidewalk on the west side of the project; and 13-foot-deep drywells. The government clarified that contractors must notify the Contracting Officer's Representative (COR) if unsuitable soils are encountered, and the contractor bears responsibility for assessing soil and groundwater conditions and employing necessary construction measures. The contractor must transport all excavated material off-site; stockpiling on government property is not permitted. Staging and laydown areas are designated within the proposed construction fenceline (marked in yellow on provided site maps) with flexibility for contractor-proposed alternate fencelines. Additional parking space disruptions can be arranged between the COR and contractor. Construction hours and holiday restrictions are referenced in Statement of Work section 1.3. Regarding subsurface conditions, geotechnical data suggests SP soil to 30 feet depth based on previous area projects, with civil drawings from 2010 and 2017 construction projects to be included in RFI responses. Rock excavation and unforeseen subsurface obstructions are not anticipated in the base bid and will be treated as differing site conditions requiring equitable adjustment if encountered.

RFI questions for Pararescue Parking Lot Construction (W50S8E26Q2301) project.
1) Please confirm the required linear footage of each H-20 trench drain, as the plans do not provide overall dimensions.
200-feet of drain length are necessary. 74-feet of H-20 trench drain are necessary south of Catch Basin 1 bounded by the 90-degree bend in the curb. 120-feet of H-20 trench drain are necessary north of Catch Basin 2 bounded by the 90-degree bend in the curb.
2) Please clarify the procedure if unsuitable soils or groundwater are encountered during excavation for the 13-foot-deep drywells.
Notify the Contracting Officer’s Representative (COR) in case of encountering unsuitable soil. When unsuitable soil for subsequent construction features develop, remove unsuitable material and provide new soil material of similar quality to surrounding suitable materials. It is the responsibility of the Contractor to assess the soil and ground water conditions presented by the plans and specifications and to employ necessary measures to permit construction to proceed. The adjacent building and drainage swale were constructed in 2010 and we can safely assume the soil is uncontaminated.
3) Please identify the approved staging/laydown area(s) for contractor use, including any limitations on material storage, equipment parking, temporary trailers, stockpiling of excavated material, and access routes during construction.
The intent is for the construction fenceline to follow the proposed route marked below in yellow. This is flexible and we’re open to the contractor proposing alternate fencelines. We assumed the contractor would use parking spaces within the fenceline for material and equipment storage. The gate on this fenceline is open to proposal from the contractor, but the access route for material hauling is to exit the one main gate north of the site.
4) Please clarify the allowable extent of disruption to the existing parking lot during construction. Is the contractor required to maintain access and parking operations at all times, and are temporary fencing or phased construction required to separate the work area from occupied areas?
Please reference the earlier image regarding the construction fenceline. If additional parking spaces need to be disrupted to allow for construction then that can be arranged between the COR and the contractor.
5) Please provide the overall dimensions and total length of the proposed sidewalk along the west (left) side of the project. The plan view does not show the complete sidewalk limits or sufficient dimensions to accurately quantify the sidewalk work for bidding purposes.
The sidewalk is 5-feet wide per the drawings and extends 66-feet bounded by the proposed curb of the new parking lot and the current intersection of sidewalks by the Outdoor Gym Equipment.
6) Please confirm the allowable construction hours, including any restrictions on weekends, holidays, or after-hours work on the installation.
Please reference SOW section 1.3 regarding working hours and holidays.
7) Please clarify whether excavated material may be stockpiled or disposed of on Government property, or whether all excess material must be transported off site by the contractor.
Excavated material must be disposed of and transported off-site by the contractor.
8) Geotechnical Report
Please provide the geotechnical investigation, boring logs, laboratory testing, infiltration/percolation testing, groundwater information, and any geotechnical recommendations prepared for this project.
Previous soil boring data of the area from other projects suggest SP soil to a depth of 30 feet below surface. The drainage swale and adjacent building were constructed in 2010. The paved parking and roads were repaired in 2017. Civil Drawings for these projects will be included in the RFI responses.
9) Rock Obstruction
Please clarify whether rock excavation, boulder removal, or excavation of unforeseen subsurface obstructions is included in the base bid.
If not, please confirm that such work will be treated as a Differing Site Condition and compensated through an equitable adjustment.
These should not be anticipated. Unforeseen objects in the ground will be treated as differing site conditions.
10) Unsuitable Materials
Please confirm whether the Owner anticipates any unsuitable soils, buried debris, abandoned utilities, concrete remnants, or other materials requiring removal beyond those identified in the contract documents
Please see answer to RFI#2
