SECTION 00 21 00 - INSTRUCTIONS
The following have been modified:
52.252-3 ALTERATIONS IN SOLICITATION (APR 1984)
Portions of this solicitation are altered as follows:
NONE.
Q&A for 12MAY2023:
Q1) Are the Contractor Crossing Guards required to man the posts shown on the phasing drawings for the entirety of the work shift even when contractor equipment isn’t traversing the property?
A1) Crossing guards are required through working hours. Where there is less need for a guard can be worked through in weekly construction meetings and pre-pave meetings. Equally important is having site control personnel in touch with airfield operations and the maintenance operations cell via radio contact. After hours the lighted low profile barriers from the drawings/specifications will suffice for control of the worksite.
Q2) In regards to the Is the rainwater cleanout, are the risers to be 8” ductile iron, or 6” PVC? Is the cleanout casting to be a cast iron casting or 8” PVC plug? Also, please provide what schedule pipe is to be used for the risers.
A2) The cleanout to be cast-iron soil pipe and fittings meeting ASTM A74.
Q3) In regards to the Is the rainwater cleanout, are the risers to be 8” ductile iron, or 6” PVC? Is the cleanout casting to be a cast iron casting or 8” PVC plug? Also, please provide what schedule pipe is to be used for the risers.
A3) The cleanout to be cast-iron soil pipe and fittings meeting ASTM A74.
Q4) We are requesting a bid date extension of 30 days.
A4) The bid request extension will not be granted at this time.
Q&A for 17MAY2023:
Q-5) Drawing C-501 (WKVB142112) shows the doweled contraction joints and concrete pavement joints. However the callouts “A” and “D” are not called out anywhere on drawing C-110. Please provide which joints are contraction joints and which are expansion joints. (Received 11MAY) A-5) Dowel bars on contraction joints are not required. The location of the contraction joints and construction joints shall be indicated as part of the proposed techniques submittal in specification 32 13 14.13 section 3.1.2. Expansion joints shall be provided at all buildings, in accordance with general sheet note F on sheet C-110, and as shown in the attached exhibit.
Q-6) The plans & specification SECTION 32 11 33 call for a CEMENT STABILIZED BASE COURSE to be installed at various locations throughout the project. We have researched this item and have been unable to locate any suppliers, subcontractors, or quality control firms that are familiar with this application. As this type of work item has not been used in the Long Island Region, we request an alternative be introduced. (Received 11MAY) A-6) An alternative rock base course may be provided in accordance with specification 32 11 20 Base Course for Rigid Paving. See attached specification 32 11 20.
Q-7) Are there any soil testing results which would illustrate existing soil classification and characteristics?
A-7) See attached geotechnical report testing results.
Q-8) Please provide the length of the 8”x8” downspouts and/or the height of the buildings they are connected to.
Any details of how the downspouts attached to the building would also be appreciated. (Received 10MAY) A-8) Regarding the Galvin RFI about gutter downspout length… per the exchange below you could say the downspouts are approximately 17’ long in the low sections of the roof along Building 395/Pods, and about 13’ long at the building’s ends. Some gutter installation notes are included in the gutter details.
Q-9) The specifications and details call out a mix-in-place cement stabilized basecourse to be placed at the HH-60 apron, C-130 apron, and inactive apron repairs. We have reached out to multiple contractors as well as testing and design facilities in this regard. They have advised us that the proposed spec may not be a viable option due to the subbase being poorly graded sand and silt. Also, with limited space for concrete replacement at the inactive apron, it will create an issue for proper mixing of the subbase. That being said we would like to propose an alternate subbase.
On previous projects at Gabreski ANG when reconstructing concrete pavement repairs, they have specified the use of a subbase consisting of crush rock base course. Please see the specs below from Project No. WKVB082010 Repair POD Ramp January 2014. Please advise. (Received Monday 08MAY) A-9) An alternative rock base course may be provided in accordance with specification 32 11 20 Base Course for Rigid Paving. See attached specification 32 11 20.
Q-10) Will the sediment trap on drawing CE104 have to be cleaned out before work begins and after work has been completed? Is Note 6 to be interpreted that the sediment trap is to be cleaned out when it has been filled to EL.
31.66? If so what elevation is the invert of the trap? (Received 15MAY) A-10) The sediment trap shall be cleaned out whenever the basin reaches elevation 31.66' per note 6 on sheet CE104. The sediment shall be cleaned out to an elevation of 30'.
Q-11) Please provide a contact person and contact information for Jacobs Engineering Group. (Received 15MAY) A-11) Government to provide Base contact for monitoring well.
Q-12) Please clarify what the dewatering sump pits on drawings CE103 and CE104 will be used for. Is it to pump storm water out of the pavement excavations? (Received 15MAY) A-12) The dewatering sump symbols shown on CE103 and CE104 indicate the areas required to be dewatered after the demolition of the existing pavement prior to the installation of the new pavement.
Q-13) One the phasing drawings do the CG designations represent individual personnel or can the CG duties be controlled by one company rep? (Received 15MAY) A-13) The CG designation represents the crossing guard that would be required at each individual location identified on the phasing drawings. Where multiple crossings are required, one company rep. would not be sufficient for all crossings.
