About this file

This is a Questions and Answers document clarifying requirements for Solicitation W50S8D26QA015, which addresses the relocation of a Generac Model SBE500 Battery Energy Storage System (BESS) weighing 27,062 pounds from a contractor storage lot near Dover Air Force Base, Delaware, to Hangar 101 at Stewart Air National Guard Base, New York. The Department of the Army National Guard is the procuring agency, with delivery scheduled between August 17 and September 30, 2026, and an anticipated award date on or around August 12, 2026.

Key clarifications include: the BESS pickup location address and point of contact will be provided to the award winner; no pre-quote site visit is available; the unit arrives disconnected, de-energized, and isolated; the contractor must conduct site surveys and visual inspections to document the unit's condition; the government will provide UN 38.3 test summaries and lithium-battery transportation documentation; manufacturer-approved lifting drawings are unavailable, and contractors may use either forklifts or cranes as appropriate; dunnage material and configuration are contractor-determined but must support the 27,062-pound load; delivery location is on asphalt adjacent to a hangar with no overhead obstructions and requires coordination with the Contracting Officer's Representative for airfield operations permits. Quotation submission deadline is July 29, 2026, via email to kevin.fenner.1@us.af.mil. The contract is subject to Service Contract Act wage determinations, specifically Wage Determination 2015-4159 for Truckdriver classifications, though the government expects all trades involved (including crane operators and riggers) to receive appropriate SCA wages within the lump-sum cost proposal. Insurance coverage requirements are contractor-determined based on liability risk assessment. Background screening is anticipated for both pickup and drop-off location personnel.

Questions and Answers – BESS Relocation

1. What is the exact pickup address and site point of contact near Dover AFB? Exact location at Dover AFB and the POC will be provided to the winner of the award.

1. Is a pre-quote site visit available at the pickup and/or delivery location? No.

1. Is the BESS disconnected, de-energized, isolated, and ready for transportation? Yes

1. What is the unit’s current state of charge, and has it experienced any damage, alarm, leakage, water intrusion, fire, impact, or thermal event? This is required to be provided by the contractor as part of the site survey and visual inspection portion of the PWS.

1. Will the Government provide the UN 38.3 test summary, Safety Data Sheet, emergency-response information, and other lithium-battery transportation documentation? Yes

1. Please confirm the exact model, configuration, dimensions, and shipping weight. The PWS describes a 250 kW unit weighing 27,062 pounds, while the specification sheet appears to associate different weights with different configurations. The spec sheet includes three different units. That’s how the spec sheet comes from the manufacturer. Follow the one for the 27k unit. Also, please refer to the PWS for weight specification and picture for configuration.

1. Are manufacturer-approved lifting drawings, rigging instructions, and certification of the corner-casting lifting points available? The government does not have manufacturer approved drawings.

1. Please describe ground conditions, crane access, overhead obstructions, and operating restrictions at the pickup and delivery locations. Please refer to picture for conditions at pick up location. Drop off location will be on asphalt area adjacent to a hangar, no overhead obstructions present in the drop off location. Coordination with the COR will be required to ensure Airfield Operations provides a permit for any crane work the day of delivery.

1. Does the Government require a particular dunnage material, configuration, or load-bearing capacity? Capable of bearing the load of the specifications provided in the PWS. Material and configurations to be determined by the contractor.

1. The PWS states a 30-day period of performance, while the solicitation schedule identifies August 17 through September 30, 2026. Which period controls? Delivery (PoP) will be between Aug 17 – Sept 30. I gave the extra days to allow for scheduling.

1. Does “Certified PMP” in Technical Exhibit 1 require a PMP-certified project manager, or does it refer to an approved Project Management Plan? Certified Project Manager

1. The solicitation references Wage Determination 2015-4159, Revision 32, dated May 13, 2026, but that document does not appear among the SAM.gov attachments. Please provide the applicable wage determination. Attached in Contract Opportunities posting.

1. Please confirm the required method and email address or portal for quotation submission. Email to kevin.fenner.1@us.af.mil

1. Is there a deadline for submitting solicitation questions? Close of Business 29-July-26.

1. I'm in contact with a vendor regarding the BESS project and I'm having trouble finding specifications of the fork holes sizing/spacing for relocating the battery that a vendor needs to confirm before they could provide me with a quote. Is it possible you ask the manufacturer with these specifications because I noticed they are private on all public spec sheets. This information is unavailable. The BESS is 27k lbs. Any forklift that is capable of lifting this would likely have no problem fitting inside the BESS fork holes. Using a crane is another option if you are uncomfortable not knowing the exact specifications of the fork holes/spacing.

1. Insurance. The solicitation does not specify required insurance coverage or minimum limits. Please confirm the minimum coverage the awardee must carry — specifically commercial auto liability, commercial general liability, motor truck cargo, and on-hook/riggers liability. This is dependent on the contractor’s determination of liability. Contractor will be responsible if any damage occurs during the relocation process.

1. Pickup Location Access. PWS §1.2 references a contractor storage lot "in the vicinity of" Dover AFB. Please confirm whether the pickup location is on the installation — requiring base access and background screening for the pickup crew — or at an off-base commercial location. It has not been determined exactly where the pick-up location will be. Assume that a basic background screening will be performed for the pick-up location. The drop-off location will be on-base and will require a basic background screening.

1. Oversize/Overweight Determination. PWS §5.3 references oversized/overweight load management. Based on the stated dimensions (8 ft width, 27,062 lbs), the load appears to fall within standard legal transport limits. Please confirm whether the Government anticipates oversize/overweight permits are required, or whether this reference is precautionary. This reference is for the contractor to determine based on the size and weight in the specifications.

1. 4. Service Contract Act Classifications. The Statement of Equivalent Rates (FAR 52.222-42) and Wage Determination 2015-4159 identify the Truckdriver, Tractor-Trailer classification. Please confirm whether the Government considers additional SCA labor classifications (e.g., crane operator, rigger) applicable to this effort for pricing purposes. The contract clause requires us to enter a specific classification. The government is looking for a lump sum cost. The government expects that each trade involved in this relocation are compensated with the correct wages specified in the SCA.

1. 5. Anticipated Award Date. Please confirm the anticipated award date so that offerors may plan base-access screening (NCIC-III/TSDB) and AT Level I training against the delivery window. Anticipated award date will be on or around August 12th. We will notify the winning contractor as soon as possible so that they can meet any requirements of the award prior to the relocation.
