About this file
This is a Questions and Answers document that clarifies requirements for solicitation W50S8D26QA015, concerning the relocation of a Generac Model SBE500 Battery Energy Storage System (BESS) from a contractor storage lot near Dover Air Force Base, Delaware to Hangar 101 at Stewart Air National Guard Base, New York.
The document addresses critical operational and logistical details: the BESS is a 250 kW unit weighing 27,062 pounds that is already disconnected, de-energized, and isolated for transportation. The Government will provide UN 38.3 test summaries, Safety Data Sheets, and lithium-battery transportation documentation, but manufacturer-approved lifting drawings and rigging instructions are unavailable; contractors are advised that any forklift capable of lifting 27,000 pounds should accommodate the fork holes, with crane service as an alternative option. The pickup location details and point of contact will be provided to the award winner, while the delivery location is an asphalt area adjacent to a hangar with no overhead obstructions; coordination with the Contracting Officer's Representative is required for airfield operations permits for crane work. The performance period runs from August 17 through September 30, 2026, with a required Certified Project Manager overseeing the effort. Contractors must submit quotations via email to kevin.fenner.1@us.af.mil by close of business July 29, 2026. The contractor bears full responsibility for loading, offloading, dunnage provision, visual inspection, documentation of the BESS condition, and ensuring no ground surface damage. Applicable wage determination 2015-4159, Revision 32 (dated May 13, 2026) governs labor costs on this contract.

Questions and Answers – BESS Relocation
1. What is the exact pickup address and site point of contact near Dover AFB? Exact location at Dover AFB and the POC will be provided to the winner of the award.
1. Is a pre-quote site visit available at the pickup and/or delivery location? No.
1. Is the BESS disconnected, de-energized, isolated, and ready for transportation? Yes
1. What is the unit’s current state of charge, and has it experienced any damage, alarm, leakage, water intrusion, fire, impact, or thermal event? This is required to be provided by the contractor as part of the site survey and visual inspection portion of the PWS.
1. Will the Government provide the UN 38.3 test summary, Safety Data Sheet, emergency-response information, and other lithium-battery transportation documentation? Yes
1. Please confirm the exact model, configuration, dimensions, and shipping weight. The PWS describes a 250 kW unit weighing 27,062 pounds, while the specification sheet appears to associate different weights with different configurations. The spec sheet includes three different units. That’s how the spec sheet comes from the manufacturer. Follow the one for the 27k unit. Also, please refer to the PWS for weight specification and picture for configuration.
1. Are manufacturer-approved lifting drawings, rigging instructions, and certification of the corner-casting lifting points available? The government does not have manufacturer approved drawings.
1. Please describe ground conditions, crane access, overhead obstructions, and operating restrictions at the pickup and delivery locations. Please refer to picture for conditions at pick up location. Drop off location will be on asphalt area adjacent to a hangar, no overhead obstructions present in the drop off location. Coordination with the COR will be required to ensure Airfield Operations provides a permit for any crane work the day of delivery.
1. Does the Government require a particular dunnage material, configuration, or load-bearing capacity? Capable of bearing the load of the specifications provided in the PWS. Material and configurations to be determined by the contractor.
1. The PWS states a 30-day period of performance, while the solicitation schedule identifies August 17 through September 30, 2026. Which period controls? Delivery (PoP) will be between Aug 17 – Sept 30. I gave the extra days to allow for scheduling.
1. Does “Certified PMP” in Technical Exhibit 1 require a PMP-certified project manager, or does it refer to an approved Project Management Plan? Certified Project Manager
1. The solicitation references Wage Determination 2015-4159, Revision 32, dated May 13, 2026, but that document does not appear among the SAM.gov attachments. Please provide the applicable wage determination. Attached in Contract Opportunities posting.
1. Please confirm the required method and email address or portal for quotation submission. Email to kevin.fenner.1@us.af.mil
1. Is there a deadline for submitting solicitation questions? Close of Business 29-July-26.
1. I'm in contact with a vendor regarding the BESS project and I'm having trouble finding specifications of the fork holes sizing/spacing for relocating the battery that a vendor needs to confirm before they could provide me with a quote. Is it possible you ask the manufacturer with these specifications because I noticed they are private on all public spec sheets. This information is unavailable. The BESS is 27k lbs. Any forklift that is capable of lifting this would likely have no problem fitting inside the BESS fork holes. Using a crane is another option if you are uncomfortable not knowing the exact specifications of the fork holes/spacing.
