The contractor shall provide all personnel, equipment, tools, materials, supervision, and quality control necessary to relocate a Generac Model SBE500 BESS, except for the facility location which is Government-furnished. The system specifications include 250 kW rated power, 500 kWh usable energy capacity, operating at 480V with Lithium Iron Phosphate batteries, weighing approximately 27,062 lbs with dimensions of 13.8 ft (Length) x 8 ft (Width) x 9.6 ft (Height). The BESS must comply with multiple safety and compliance standards including UL 1642, UL 1973, UL 9540A, UL 1741 SB, UL 9540, CSA 22.2, UN 38.3, IEEE 1547, NFPA 855, NFPA 69, and NFPA 68.

The Period of Performance is 30 days, with work conducted Monday through Friday from 0730 to 1630 hours, excluding recognized US holidays. The contractor must submit a Project Management Plan detailing coordination of inspection, transportation, and safety compliance; conduct detailed site surveys with photo documentation at Dover AFB before transport and at Stewart ANGB after transport; perform pre-transport visual inspections focusing on Lithium-Ion battery integrity and UL standards compliance; and provide dunnage for the BESS to prevent ground damage. The contractor is responsible for loading and offloading using its own equipment, as the Government will not provide a crane, forklift, or other moving equipment. A delivery schedule must be provided to the Contracting Officer's Representative (COR) at least seven days prior to delivery. Additional requirements include AT Level I antiterrorism training completion within 15 calendar days, OPSEC training, compliance certification report due within 14 days of contract completion, and adherence to installation security, access, and identification procedures. Key deliverables include training certificates, identification media return, and a compliance certification report verifying adherence to all specified safety standards.

The contractor shall notify the KO immediately whenever it becomes aware that such access or participation may result in any actual or potential OCI and shall promptly submit a plan to the KO to avoid or mitigate any such OCI. The contractor’s mitigation plan will be determined to be acceptable solely at the discretion of the KO. In the event the KO unilaterally determines that any such OCI cannot be satisfactorily avoided or mitigated, the KO may impose other remedies as he or she deems necessary, including prohibiting the contractor from participation in subsequent contracted requirements which may be affected by the OCI.
