SUBJECT: MINUTES OF PRE-PROPOSAL CONFERENCE AND SITE VISIT, SOLICITATION

W50S8D22Q0009, CONSTRUCT STORMWATER RUNOFF DIVERSION

23 June 2022, 1000 - 1100

1. The list of contractors attending the meeting is shown on the attached sign-in sheet. The following

2. The following items were discussed during the Pre-Proposal Conference:

a. The acquisition process was explained and all were notified that the solicitation is being issued as a Request for Quote (RFQ) under FAR Part 13 Simplified Acquisition Procedures. Contract period is 30 days. This includes all work to include cleanup and punch list.

b. The solicitation is being issued as a total small business set-aside under the applicable NAICS code 237110, Water and Sewer Line and Related Structures Construction.

c. Quotes are due by 13 July 2022 at 11:00 AM. Contractors were reminded to check the solicitation posting at https://sam.gov/ Contract Opportunities regularly for any changes throughout the solicitation phase.

d. An original bid bond will be required with the submission of the quote package. Payment and performance bonds will be required upon contract award.

3. Contractors were reminded that all questions must be submitted in writing via email to:

joseph.kugler.1@us.af.mil. All questions must be routed through the Contracting Office. All Contractor questions when answered will be posted to the https://sam.gov/ Contract Opportunities website. If a question arises that will result in a change to the plans or specifications, an official amendment will be issued. All correspondence, questions and answers, amendments etc. will be issued or posted through Contract Opportunities. All amendments will need to be acknowledged.

4. 1Lt. then discussed details of the project. There are floor drains in hangar 300 that collect water that sits in the channels that hold the hangar doors. The goal is to divert that water from the industrial waste system that it currently flows to by creating a closed drainage system within the floor trough. The water will be collected separately in that closed system, fed to a sump area, and then pumped to a nearby roof drain.

5. To do this, a three inch header will be needed down the entire length of the trough, which feeds to a sump pump that will need to be installed. The sump pit shall be approximately 30 gallons. Water shall be pumped from there through piping that would have to be routed around an adjacent overhead door and through the existing wall, which can then be gravity fed onto a nearby 4” roof drain.

6. Next, all parties proceeded to bldg. 300 to see the existing hangar floor drains and to locate the area where the sump pit is to be installed. The cutout for the sump pit will be approximately 4’ x 4’ with a heavy duty grate that lays flush to the floor. A wall penetration will be needed for the installation of a pressure pipe that runs from the sump area to the nearby roof drain. All concrete will have to be removed to ensure no sediment is deposited into the new piping. Specifications for the floor grate and concrete sediment will be added to the scope of work. The electrical panel on the adjacent wall was shown in order to locate where power will be drawn from.

7. No additional questions or clarifications were needed at this time and the site visit concluded at approximately 10:45 AM.
