About this file
This document is a Request for Information (RFI) for a High Power Speaker Array (HPSA) Upgrade project for the New Hampshire Air National Guard at Pease Air Force Base. The RFI contains 16 technical questions and government responses covering detailed specifications for electrical and conduit installation, including underground and interior routing requirements, power source details, and excavation standards. Key technical specifications include: underground conduit must be 0.75 in PVC or rigid, above-ground conduit must be 0.75 RGS, all installations must meet National Electrical Code standards, and speaker arrays are 1600-watt units with mounting equipment provided by the base. The government explicitly prohibits aerial runs and requires underground alternatives for the speaker array installation.

# Question Government Answer
HPSA1
1 Power Source Can this location be powered from the street lighting circuit at the closest pull box?
If yes, please confirm circuit capacity and whether a dedicated breaker or circuit is required
See updated SOW 30JUL25 section 5
2 Conduit Specifications: What is the base standard conduit specification (size, type, and material) for running from the pull box to the speaker array?
Underground conduit must be .75 in PVC or rigid. Any conduit above ground must be .75 RGS
3 Underground Installation: Are there any fill, compaction, or bedding requirements for underground conduit installation at this location?
All conduit that is ran must be National.
Electrical. Code. (N.E.C.) complaint.
HPSA2
4 Conduit and Underground Routing:
Can the underground power conduit be routed to the gate post and then along the bottom of the fence to the speaker pole and power distribution location If allowed, are there any minimum depth, protective sleeve, or attachment requirements for this type of routing?
5 Mounting Requirements Can the speaker power conduit be mounted directly to the perimeter fence, or must it be mounted to a separate pole structure?
If the power conduit is mounted to the top of the fence, will a pole be required to raise the conduit above the gate opening for proper clearance
HPSA3
6 Interior Run Requirements
Can you provide the requirements for the type of conduit runs inside the
RFI’s building for this location (EMT, MC cable, plenum-rated cable, etc.)?
If the most direct, straight run is used, it will pass through the women’s bathroom and into the hallway to the power panel source—is this routing acceptable under base standards, or will an alternate routing path be required
HPSA4
7 Aerial Run Feasibility: This location is identified as possibly more suitable for an aerial run to the building—is this configuration acceptable for the speaker array installation
No aerial runs are permitted on the installation. See updated SOW 30JUL25 section 5
8 Aerial Standards: If aerial is acceptable, please provide the base standard for aerial conduit/cable support, including messenger wire type, clearance heights, and grounding requirements.
No aerial runs are permitted on the installation. See updated SOW 30JUL25 section 5
9 Alternative Installation: If aerial is not acceptable, please confirm whether an underground alternative is required
Underground alternative is required. See SOW section 5.0.4. and section 5.0.5.

General Questions
Dig-Safe and Excavation Requirements o Will the base provide Dig-Safe services and utility marking for all excavation points?
Yes See updated SOW 30JUL25 section 4
Are there base-specific excavation or backfill/compaction standards we must follow? If so, please provide these standards
No, they’re no base specific requirements. All electrical runs must meet National Electrical Codes.
RFI’s
Electrical Panels and Power Supply
Will each speaker location have a dedicated electrical panel or breaker space provided by the base?
o Please confirm available voltage, amperage, and spacing requirements for each speaker location.
o Please specify the panel type and manufacturer so that breakers can be priced accordingly.
o Will any step-down transformers or special breakers be required for these installations, and if so, will those be provided by the base as part of base-furnished equipment?
All speaker locations have a dedicated electrical panel provided by the base.
See SOW Section 5. The available voltage and amperage vary from location to location but an electrician has verified there is enough to each electrical panel to run the HPSAs. No step down or special breakers will be required.
Base standard drawings and specifications for conduit installation (underground, aerial, and interior
All conduit installations must meet National Electrical Code standards.
Approved speaker array specifications, including mounting type and structural load requirements
All speaker arrays are 1600 watt units. All mounting equipment will be provided by the base.
Voltage, panel type, breaker type, and circuit capacity details for each location
See 12
Excavation and compaction standards for all disturbed soil areas
All conduit installations must meet National Electrical Code standards.
