Addendum to 52.212-2
Addendum to FAR 52.212-2 Evaluation – Commercial Products and Commercial Services
(a) The Government will award a Purchase Order resulting from this solicitation to the responsible quoter whose quote conforming to the solicitation will be most advantageous to the Government on price and other factors considered, conducted in accordance with the Federal Acquisition Regulation (FAR) 13, Simplified Acquisition procedures, whose quote conforms to the solicitation evaluation factors listed below:
(b) Price General: We will evaluate your price for fairness and reasonableness in accordance with FARS 13.106-3(a). Additionally, the Government will perform a price realism analysis considering the level of effort and the mix of labor proposed to perform in accordance with the performance work statement, and for determining that the total price is realistic (not too low)
a. All line items are priced IAW the solicitation.
b. Price are determined to be reasonable and balanced
(c) Technical General: Acceptability is evaluated on the quoters ability to provide a detail response on how they integrate their product into the Monaco D-21 system.
Quoters will be evaluated on Acceptable or Unacceptable as follows:
i. Acceptable:
1. Quoter clearly states the response to all Line Items in solicitation.
2. Quoter provides a clear understanding of the work and how their product integrates to existing infrastructure.
3. Quoters provide Product Data Sheet.
4. Quoter provides installation details IAW SOW in response.
ii. Unacceptable:
1. Quoter fails to provide a clear understanding of the work and how their product integrates to existing infrastructure.
2. Quoter fails to provide a product data sheet for evaluation
3. Quoter fails to provide installation details IAW SOW.
(d) Past Performance General: The past performance assessment will assess the prime’s (hereafter referred to as quoter’s) ability to successfully accomplish the proposed effort based on the quoter’s demonstrated present and past work record.
The Government will evaluate the quoter’s demonstrated record of contract compliance in supplying products and services that meet users’ needs, including cost and schedule. The recency and relevancy of the information, the source of the information, context of the data and general trends in the contractor’s performance will be considered Supplier Performance Risk System. A risk score of Red (lowest 5%) or Yellow (Next 10%) will be considered unacceptable. If no information is found, that will be treated as neutral which is considered acceptable. An unacceptable risk rating will be grounds for exclusion from award consideration.
NIST SP 800-171 Assessment: All quoting entities must have completed the NIST SP 800-171 assessment for contractor network security. If the survey has not been completed and uploaded to the SPRS module in the Procurement Integrated Enterprise Environment (PIEE) system by the time quotes are received, the quoting entity will not be eligible for award.
a. Provide relevant(See table 1) and relevancy(table 2) assessments of current and prior contracts, with contact info, scope and how it applies to the solicitation.
b. Quoters Contract Performance and Rating System (CPARS) will be reviewed and evaluated
c. Past Performance is rated as Satisfactory or Unsatisfactory
i. Satisfactory
1. Quoter provided relevant and relevancy past performance
2. Quoter has overall satisfactory responses in recent CPARS reports
3. There are no negative FAPIIS/SPRS reports
ii. Unsatisfactory
1. Quoter failed to provide relevant and relevancy past performance
2. Recent CPARS overall rating in under satisfactory
3. There are negative reports in FAPPIS/SPRS
