About this file
This document provides questions and answers regarding solicitation number W50S88-24-Q-0110 issued by the 119th Wing North Dakota Air National Guard for establishing multiple blanket purchase agreements to provide event planning and coordination services for the NDANG Chaplain and Yellow Ribbon Programs. The services will include coordinating events such as chaplain marriage enrichment events and Strong Bonds programs over a five year period. Venues for events may be located in North Dakota or neighboring states such as Minnesota. While the contractor is not required to reside in Fargo, North Dakota, travel expenses may be eligible for reimbursement as outlined in task orders. The government will reimburse all covered expenses included in quotations such as applicable taxes. The $249,900 blanket purchase agreement value applies both to the overall five year limit and the maximum amount for individual task orders, though actual expenditures are expected to be lower.

W50S88-24-Q-0110 Amendment 1 - Questions and Answers
1. Please confirm if all events will occur near or around Fargo, ND (so no other states outside of ND)?
Some events may take place outside the Fargo, ND vicinity, including those like the Chaplain's marriage enrichment events, Strong Bonds, which have previously been held at locations like the Chase on the Lake Resort in Walker, MN. Therefore, venues in neighboring states could be considered for certain events, and any such details will be provided in the specific request for the event.
2. Does the government expect the contractor to reside in the Fargo, ND area?
It is not a requirement for the contractor to live in the Fargo, ND area.
3. If events will be held in other cities/states, please confirm the government will reimburse for travel expenses.
Travel expenses for the contractor may be eligible for reimbursement if outlined in the Call. However, Military members and dependents will be reimbursed for their travel expenses independently of the BPA Calls.
4. We assume the contractor will remit payment of all expenses directly (e.g. venue, audio visual etc.) Please confirm that the government will reimburse invoices that include taxes given the contractor is a for-profit company.
The contractor should include any applicable taxes for covered expenses in their quotation as per the requirements. The government will reimburse these expenses through the payment of the invoice, rather than paying taxes directly.
5. Please confirm if the BPA value of $249,900 listed in Attachment 1 is per call order OR the total BPA value for all five years.
The BPA value of $249,900 mentioned in Attachment 1 applies to both the overall BPA limit for the five-year duration and the limit for each individual Call order. This is set to maximize the flexibility in purchasing for each Call while adhering to the Federal Acquisition Regulation (FAR 13.303-5(b)). Nonetheless, it is anticipated that the actual expenditure for any of the Calls, specifically for event coordination services requirements, will not approach the $249,900 limit.
