About this file
This is a Request for Quote (RFQ) issued by the Michigan Air National Guard for the establishment of Firm-Fixed Price Blanket Purchase Agreements (BPAs) for gravel delivery to the Alpena Combat Readiness Training Center and Grayling Air to Ground Range. Solicitation number W50S8626QA013 was posted on June 25, 2026, with a submission deadline of July 7, 2026 at 11:00 AM EDT. The solicitation is designated as a Small Business set-aside with a 500-employee size standard under NAICS 212321 (Construction Sand & Gravel Mining). The Government intends to establish at least one but not more than three BPAs at its discretion.
Quoters must provide unit pricing in cubic yards for four gravel types: 23A Limestone (Afton Stone) Road Mix, 21 AC Road Gravel, #57 Stone (3/4-inch) Limestone, and Decomposed Granite (DG), with technical specifications detailed in the Description of Requirement attachment. The initial BPA call is anticipated for approximately 2,000 cubic yards of 23A Limestone delivered to Grayling ATG Range. Shipping and delivery costs must be included in unit pricing and not separately priced. Evaluation criteria include price, technical specifications with reliable sourcing information, and past performance for similar government or civil contracts, though lack of past performance does not preclude award. Payment terms are Net 30 unless alternate terms are proposed. All quoters must maintain active SAM registration at time of award and submit completed Sections 6-9 of the RFQ, the Pricing Worksheet (Attachment 3), offeror information, and a statement of agreement with solicitation terms. Quotes are submitted via email to MSgt Timothy Frasier at Timothy.frasier@us.af.mil.
