DESCRIPTION OF REQUIREMENT – SUPPLIES
Aggregate and Gravel Blanket Purchase Agreement (BPA) Grayling Air to Ground Range & Alpena Combat Readiness Training Center
Michigan Air National Guard
1.0 Background and Objective. The Michigan Air National Guard requires a reliable, on-demand supply of various aggregate materials to support ongoing range maintenance, target access road stabilization, and infrastructure repair at two primary locations: the Grayling Air to Ground Range and the Alpena Combat Readiness Training Center (CRTC). The objective of this requirement is to establish a Blanket Purchase Agreement (BPA) with a qualified vendor to provide and deliver specified gravel and stone types via individual call orders to either installation.
2.0 General Requirements. The Contractor shall provide all personnel, equipment, transportation, and materials necessary to supply and deliver the specified aggregate types to the designated location (Grayling ATG or Alpena CRTC) as specified in each call order. This is a material-supply requirement; the Contractor is responsible for delivery and offloading only and will not be tasked with grading or installation. All materials must meet standard commercial and regional specifications to ensure durability under heavy military vehicle traffic and extreme weather conditions.
2.1 Base Access/Security. The award of this contract does not create a right to access any military installation. The contractor shall appoint a single individual to coordinate base access with the Government Point of Contact (POC) for all contractor employees, subcontractor employees, and delivery drivers. Prior to access to this installation the contractor shall coordinate with the POC, no later than 10 business days prior to commencement of work.
2.1.1 Unscheduled gate closures by the Security Police may occur at any time causing all personnel entering or exiting a closed installation to experience a delay. This cannot be predicted or prevented. Contractors are not compensated for unexpected closures or delays.
2.1.2 The contractor’s employees shall comply with all installation traffic, safety and security regulations. Vehicles operated by contractor personnel are subject to search pursuant to applicable regulations. Any moving violation of any applicable motor vehicle regulation may result in the termination of the contractor employee’s installation driving privileges. All contractor employees shall always carry proper identification with them while on either the Alpena CRTC or Grayling ATG Range.
2.2 Antiterrorism/Operations Security: Access and General Protection/Security Policy and Procedures. Should the Force Protection Condition (FPCON) change, the Government may require changes in contractor security matters or processes.
2.3 For Contractors that do not require CAC but require access to a DoD Facility and/or Installation:
Contractor and all associated sub-contractors employees shall comply with adjudication standards and procedures using the National Crime Information Center Interstate Identification Index (NCIC-III) and Terrorist Screening Database (TSDB) (AFI 31-101 and AFI 10-245), applicable installation, facility and area commander installation/facility access and local security policies and procedures (provided by government representative), or, at OCONUS locations, in accordance with status of forces agreements and other theater regulations.
2.4 COMSEC/IT Security. All communications with DoD organizations are subject to communications security (COMSEC) review. All telephone communications networks are continually subject to intercept by unfriendly intelligence organizations. DoD has authorized the military departments to conduct COMSEC monitoring and recording of telephone calls originating from, or terminating at, DoD organizations. Therefore, the contractor is advised that any time contractors place or receive a call they are subject to COMSEC procedures. The contractor shall ensure wide and frequent dissemination of the above information to all employees dealing with DoD information.
3.0 Material Specifications. The Contractor shall supply the following specific aggregate types upon request.
Substitutions are not authorized without prior approval from the Contracting Officer (KO) or Government POC.
Item Material Type Extended Description & Specification
23A Limestone (Afton Stone)
Road Mix
A dense-graded crushed limestone road mix. Material consists of angular crushed stone sized 1-inch (25mm) down to dust, with a high percentage of fines (typically 9% to 16% passing the #200 sieve). The natural fines allow the material to bind tightly when compacted, creating a highly stable, hard surface. Primarily used for road base, shoulder maintenance, and unpaved range roads.
21 AC Road
Gravel
A heavy-duty, dense-graded crushed road gravel. Contains a mixture of coarse aggregate (typically up to 1.5 inches) graded down to natural fines. This material is designed to provide optimal structural integrity and load distribution for heavy military equipment.
Used for sub-base preparation and stabilization of high-traffic transit routes across the installation.
Number 57 Stone
(3/4-inch) Limestone
A clean, washed crushed limestone aggregate. Particle size ranges primarily from 1/2-inch to 1-inch, with the nominal size being 3/4-inch. Because it is washed to remove fines and dust, this stone is free-draining and will not tightly compact. It is required for drainage applications, French drains, pipe bedding, and erosion control around structural foundations.
Decomposed Granite (DG)
Formed from pulverized, natural granite, this material is crushed to 3/8-inch minus (down to rock fines/stone dust). When moistened and compacted, the granite fines bond to create a highly stable, hard-packed surface that retains natural porosity. Required for pedestrian pathways, specific target area hardscaping, and low-dust vehicle access trails.
4.0 Ordering. This DoR establishes the baseline requirements for a Blanket Purchase Agreement (BPA). Exact quantities and delivery schedules will be defined in individual Call Orders. The unit of issue for all materials under this BPA is cubic yards (CY). The Contractor must provide delivery tickets (load tickets) with every delivery to clearly verify the volume delivered in cubic yards. Please also see Master BPA Terms and Conditions for Ordering procedures.
4.1 Delivery. Orders will be delivered to either the Grayling Air to Ground Range, or Alpena Combat Readiness Training Center. The addresses are as follows. Drop locations will be coordinated for each BPA Call.
Alpena Combat Readiness Training Center 5884 A Street, Alpena MI 49707
Grayling Air to Ground Range 10930 Steelgate Rd, Frederic, MI, 49733
4.2 Quality Control. All aggregates delivered under this BPA must be free of environmental contaminants, organic debris, clay lumps, and hazardous materials. Materials such as the 23A Limestone and 21 AC Road Gravel must meet regional commercial standards for gradation to ensure proper compaction. The Government reserves the right to reject any load that exhibits excessive moisture, improper gradation, or contamination.
4.3 Environmental Compliance. The Contractor shall ensure that all mining, processing, and transportation of aggregate materials comply with applicable Federal, State of Michigan, and local environmental regulations.
Vehicles used for delivery must be properly covered to prevent dust generation and material loss during transit to the designated location.
