About this file
This document is a Questions and Responses file for solicitation W50S8625BA004, specifically for the TDVG142915 project to Repair Troop Quarters HVAC at Alpena CRTC, current as of 26 August 2025. The document contains 17 questions and corresponding government responses addressing technical specifications and project details, including bid submission procedures, quality control requirements, equipment installation guidelines, and refrigerant specifications. Key clarifications include: bidding will be hard copy only, contractors have flexibility in determining quality control and site safety management, furnaces can sit directly on concrete without additional pads, condensing units will remain in their current locations, and the government will not retain any existing equipment. The project involves replacing HVAC systems, with an important note that R-32 and R-454B refrigerants (which are mildly flammable) should be used, and the troop quarters are heated year-round. The government is open to minor equipment specification adjustments, such as accepting 90k BTU in place of 100k BTU and 70k BTU instead of 80k BTU.

Current as of 26 August 2025
Question 1 (Q1): Section 00 21 00 Instructions, Subsection 5.2.1 Will the Government allow Offer Submission of bids via Solicitation module of the PIEE website per original RFP?
Government Response 1 (R1): See Solicitation Amendment 0002, section 5. This amendment updated the bidding procedures from electronic to hard copy only.
Q2: Type B-3 Specifications States contractor is responsible for Quality Control and Site Safety. Does the Government require a Quality Control Manager and Site Safety Health Officer? Can the Site Superintendent serve as the QCM and SSHO?
R2: Contractor is responsible for Quality Control and Site Safety. It is the responsibility of the contractor to determine how this is to be completed.
Q3: Existing Furnaces are sitting on (4) concrete blocks. Note 2 on Furnace schedule states to mount furnaces on 4"housekeeping pads. Is the scope of work to provide new concrete pads or reuse existing blocks? If concrete pads are required, can the contractor dowel and epoxy new pad to existing concrete floor?
R3: Concrete blocks are not required. Furnace will sit directly on concrete no doweling or epoxy required.
Q4: Plans indicate existing condensate drainpipe is to be reused however, UFC requires 1" clearance from condensate discharge to floor drain. Currently the condensate drainpipe to floor drain has no clearance. Please clarify.
R4: Contractor to provide UFC Standard of 1” clearance from floor drain.
Q5: Type T Troop Quarters site walk confirmed condensing unit is mounted in front of electrical panel and is inside of minimum clearance limit. Is it acceptable to mount a new condensing unit in the same location or is the contractor required to relocate the new condensing unit?
R5: Condensing units will be mounted in the same location.
Q6: Type I Troop Quarters. Please confirm there is no scope on the existing ERV unit
R6: There is no modification planned for existing ERV.
Q7: Please provide the fire alarm system manufacturer.
R7: Monoco System
Q8: Existing expansion tank is sitting on concrete slab. Is it acceptable for the new expansion tank to sit on the concrete slab or is the contractor required to provide a new concrete pad? If concrete pads are required, can the contractor dowel and epoxy new pad to existing concrete floor?
R8: New tank will be installed in the same location on the same pad.
Q9: Is the contractor required to provide Air and Water Balance "Pre-reads"?
R9: No, they are only required to have airflow balance after installation.
Q10: Plan Sheet MH701 High Efficiency Furnace Schedule is noted as Option 2 however the bid schedule does not indicate Option bids. Please clarify.
R10: Options are not included in this solicitation. Please bid only the high efficiency furnace as base bid.
Q11: Sheet E000 Demolition Note D1 & D3 indicated to reuse existing conduit and wire that is in good condition.
This is not possible to substantiate. Contractor suggest to reuse existing conduit and wire and address any demo and rework as a change to the contract. Please clarify.
R11: Contractors should assume that existing conduits and wire are reusable.
Q12: Sheet E000 Power Keyed Note E1, E2 & E4 indicated to reuse existing circuit breaker and feeder that is in good condition. This is not possible to substantiate. Contractor suggest to reuse existing circuit breaker and feeder and address any demo and rework as a change to the contract. Please clarify.
R12: Contractors should assume that existing circuit breakers and feeders are reusable.
Q13: Sheet MH502 Mechanical Keyed Notes #10 Mechanical contractor to verify condition of volume control damper and provide new like and kind where required. This is not possible to substantiate. Contractor suggest to reuse existing volume damper and address any demo and rework as change to the contract. Please clarify.
R13: Rework will be addressed as a change if any dampers are found to be non-functional.
Q14: The plans and specifications specify a DX system utilizing R-410A refrigerant, however, R-410A equipment is no longer available. The HVAC industry has transitioned to primarily R-32 and R-454B refrigerant. It should be noted that R-32 and R-454B refrigerants are mildly flammable and may require changes in the design related to mechanical room ventilation and leak detection. Please clarify.
R14: R32 and R454B are considered “mildly flammable.” Provide bids based on these refrigerants. Engineer will confirm mechanical room ventilation and gas detection requirements post-bid.
Q15: Would 90k BTU in place of 100k BTU and 70k BTU in place of 80k BTU be acceptable?
R15: Yes
Q16: Are the Troop Quarters heated year-round?
R16: Yes.
