About this file

This document contains responses to a Request for Information for replacement of light fixtures in Building 825 at the Selfridge Air National Guard Base in Michigan. The Army National Guard is seeking to replace existing lighting fixtures with new high-efficiency LED fixtures through a one-for-one replacement, including emergency and battery backup lighting. The project scope involves removing old light fixtures, disposing of them according to environmental standards, installing new LED fixtures, and reusing existing lighting controls and occupancy sensors, with some minor electrical work. Responses provide clarification that only Building 825 is in scope, replacement of recessed ceiling fixtures is required while exit lights and wall fixtures are excluded, the Buy American Act requirements apply, and subcontracting is allowed subject to limitations on subcontracting and base access procedures.

Request for Information: W50S8521B0014 (answers in red)

1. In the spec, we found that both replacing and retrofitting fixtures are called out. How would you like us to proceed (Replace or Retro‐Fit?) Replacing will be more energy efficient and easier to install.

Replacing of the light fixtures is the way to proceed.

2. In regards to the emergency fixtures would you like a package to maintain them or cross reference, upgrade, and replace?

The recessed ceiling (troffer and can) emergency lighting shall be replaced one for one. The exit lights and wall mounted emergency lighting are not in the scope of work for this project.

3. Which buy American Act are we complying with?

Please refer to the clause at 52.225‐9 BUY AMERICAN—CONSTRUCTION MATERIALS (FEB 2021) for the domestic material requirements of this contract

4. Do the lights need to be replaced only in building 825?

*I ask because the map seems to show multiple locations. YES ONLY B 825

5. Do you know how many lights that are needing to be replaced? Not exact numbers but we did do a count internally. Get a count from the schedules and that is the intent to the bidders would do the same.

6. Can this be sub‐contracted? Subcontracting is not forbidden within the limits of the contract terms and conditions to include 52.219‐14 LIMITATIONS ON SUBCONTRACTING (DEVIATION 2020‐O0008) (MAR 2020)

7. If so, is there special ID or procedures needed to access the base? Yes the procedures are similar to gaining access for the pre bid site visit and the bid opening: Process a base access form and try to ensure that the workers on the form have a clean criminal background and don't bring contraband onto the Base.

8. For the lights with 2 light switches (for two level brightness), are they currently checkerboard pattern (alternating fixtures that turn on and off together) or are they AB switching (different lamp groups turn on in the same fixture)? The current lights in the training rooms and offices are setup so that one switch works one lamp in the light fixture and the other switch works the other 2 lamps in the same light fixture. The new LED light fixture replacements will require an alternating checkerboard pattern of the room light fixture.

9. We would like to know how many and where they are. Please refer to the lighting schedule for building 825

10 If all the fixtures are going to be modified 1 for 1 in place, could you please clarify the statement on page 3 of the SOW that says they may be relocated slightly, or finishing work required? The lighting fixtures replacement will be 1 for 1 but the project might require a slight change in location of the light fixtures if there any unforeseen obstructions in the ceiling. The finish work is needed only if damage to the ceiling happens during installation of the new LED light fixtures or if the trim for the new canister lights do not properly cover the existing openings for the canister lights. These latter scenarios are to be considered in the bid price since these conditions would not differ materially from those ordinarily encountered and generally recognized as inhering in work of the character provided for in the contract. Therefore the clause at 52.236‐2 Differing Site Conditions would not ordinarily apply in these instances.

11. The answer to the RFI 2 concerning reducing the number of battery back‐up lights is as follows: The project is a 1 for 1 replacement and this does include the emergency and battery back‐up lighting.
